1717 Expressing the sense of the House of Representatives regard-
1818 ing United Nations General Assembly Resolution 2758
1919 (XXVI) and the harmful conflation of China’s ‘‘One
2020 China Principle’’ and the United States ‘‘One China
2121 Policy’’.
2222 Whereas, on October 25, 1971, United Nations General As-
2323 sembly passed Resolution 2758, which recognizes the
2424 Government of the People’s Republic of China (referred
2525 to in this preamble as the ‘‘PRC’’) as the representative
2626 of the member state ‘‘China’’ in the United Nations;
2727 Whereas the purpose of Resolution 2758 was to address the
2828 question of which government would represent the
2929 ‘‘China’’ seat at the United Nations, and not to address

3333 any other issues, including issues related to Taiwan’s ul-
3434 timate political status;
3535 Whereas, in recent years, the PRC has linked Resolution
3636 2758 with its ‘‘One China Principle’’ and has claimed
3737 that Resolution 2758 addresses the matter of sovereignty
3838 over Taiwan;
3939 Whereas the ‘‘One China Principle’’ is a policy held by the
4040 Chinese Communist Party that—
4141 (1) the PRC is the sole sovereign nation using the
4242 name ‘‘China’’; and
4343 (2) Taiwan is an inalienable part of China;
4444 Whereas Resolution 2758 did not endorse and is not equiva-
4545 lent to the ‘‘One China Principle’’ and countries that
4646 supported Resolution 2758 do not necessarily accept the
4747 ‘‘One China Principle’’;
4848 Whereas Resolution 2758 does not represent an international
4949 consensus regarding the PRC’s stance that Taiwan is
5050 part of China;
5151 Whereas PRC officials misrepresent Resolution 2758 by
5252 claiming the adoption of Resolution 2758 implies accept-
5353 ance of the ‘‘One China Principle’’ and the PRC’s claims
5454 to Taiwan;
5555 Whereas the PRC misleadingly claims that countries with a
5656 ‘‘one China policy’’ have accepted and abide by the
5757 PRC’s ‘‘One China Principle’’;
5858 Whereas Deputy Secretary of State Kurt Campbell said, in
5959 a 2024 hearing before the Committee on Foreign Affairs
6060 of the House of Representatives, that Resolution 2758
6161 ‘‘is a tool [that China uses] to make the argument that
6262 somehow Taiwan’s status is illegitimate’’, and reiterated
6363 United States commitments to Taiwan;

6767 Whereas the ‘‘one China policy’’ of the United States ac-
6868 knowledges the PRC’s ‘‘One China Principle’’, but af-
6969 firms that—
7070 (1) the United States does not take a position on
7171 Taiwan’s status; and
7272 (2) this issue should be resolved peacefully by the
7373 people on both sides of the Taiwan Strait;
7474 Whereas, in 1982, during the administration of President
7575 Ronald Reagan, the United States conveyed Six Assur-
7676 ances to Taiwan’s President Chiang Ching-kuo, including
7777 that the United States had not changed its position re-
7878 garding sovereignty over Taiwan, and each subsequent
7979 United States presidential administration has reaffirmed
8080 these Six Assurances;
8181 Whereas Taiwan has established representative offices in
8282 more than 60 countries and at the European Union and
8383 the World Trade Organization, which disproves the
8484 PRC’s claim of a unified United Nations position or
8585 international consensus on Taiwan’s status;
8686 Whereas the PRC has weaponized Resolution 2758 and the
8787 ‘‘One China Principle’’ to isolate Taiwan and to prevent
8888 its meaningful participation at the United Nations,
8989 United Nations-affiliated agencies, and other inter-
9090 national fora, including at the World Health Organiza-
9191 tion, the International Civil Aviation Organization, and
9292 Interpol;
9393 Whereas the PRC has bolstered its claims and engaged in re-
9494 visionist history by successfully altering historic United
9595 Nations documents to changes references to ‘‘Taiwan’’ to
9696 ‘‘Taiwan, Province of China’’;

100100 Whereas, in 2005, the Secretary of the World Health Organi-
101101 zation signed a memorandum of understanding with the
102102 PRC Ministry of Health regarding how the World Health
103103 Organization would engage with Taiwan, which included
104104 a requirement that communication with Taiwan go
105105 through the PRC;
106106 Whereas United Nations General Secretary Ban Ki-Moon
107107 cited Resolution 2758 when refusing Taiwan’s accession
108108 to the United Nations in 2007, based on the incorrect as-
109109 sertion that Resolution 2758 supports China’s claim that
110110 Taiwan is part of China;
111111 Whereas the United Nations has used Resolution 2758 as a
112112 justification for requiring Taiwan citizens, including
113113 those with official invitations to attend United Nations
114114 events, journalists, and representatives of nongovern-
115115 mental organizations, to obtain PRC-issued Taiwan Com-
116116 patriot Permits in addition to their passport or a PRC
117117 passport to gain entry to United Nations facilities;
118118 Whereas Secretary of State Antony Blinken released a state-
119119 ment in 2021, which criticized the United Nations’ exclu-
120120 sion of Taiwan civil society members and emphasized
121121 that denying entry to such individuals undermines the
122122 work of the United Nations;
123123 Whereas, in 2022, Robert O’Brien, former United States Na-
124124 tional Security Advisor, stated that—
125125 (1) the PRC manipulates Resolution 2758 to make
126126 false claims regarding Taiwan’s status in order ‘‘to un-
127127 dermine the international order and the international sys-
128128 tem’’; and
129129 (2) Resolution 2758 ‘‘relates solely to the occupancy
130130 of the China seat at the United Nations and nothing
131131 more’’;

135135 Whereas, after the Inter-Parliamentary Alliance on China
136136 passed a model resolution clarifying the contents of Reso-
137137 lution 2758 in 2024, the Australian Senate, the Dutch
138138 House of Representatives, the United Kingdom House of
139139 Commons, the Canadian House of Commons, and the
140140 European Parliament have all approved resolutions op-
141141 posing the PRC’s distortion of Resolution 2758 and ef-
142142 forts by the PRC to block Taiwan’s meaningful participa-
143143 tion in international organizations;
144144 Whereas, in August 2023, the Central American Parliament
145145 (also known as ‘‘PARLACEN’’) expelled Taiwan, after
146146 more than 20 years as a permanent observer, from hold-
147147 ing such status at its sessions and falsely claimed that
148148 Resolution 2758 deemed Taiwan a ‘‘province of mainland
149149 China, which disqualifies it from participating as an
150150 Independent country’’;
151151 Whereas, in October 2024, South Africa’s Department of
152152 International Relations and Cooperation echoed PRC
153153 propaganda by inaccurately citing Resolution 2758 as
154154 justification to direct Taiwan’s representative office to re-
155155 locate outside of the capital, Pretoria;
156156 Whereas the PRC cites Resolution 2758 as a justification to
157157 coerce, intimidate, or punish sovereign nations for en-
158158 gagement and partnership with Taiwan; and
159159 Whereas, since 2016, the PRC has successfully induced or
160160 pressured 10 nations: Sa˜o Tome´and Principe, Panama,
161161 the Dominican Republic, El Salvador, Burkina Faso,
162162 Kiribati, Solomon Islands, Nicaragua, Honduras, and
163163 Nauru, to cut diplomatic ties with Taiwan: Now, there-
164164 fore, be it
165165 Resolved, That the House of Representatives— 1

170170 policy’’ of the United States does not affirmatively 2
171171 recognize the People’s Republic of China’s claim to 3
172172 control over Taiwan and its outlying islands, but 4
173173 rather ‘‘acknowledges’’ this position, reaffirms the 5
174174 interest of the United States in a peaceful resolution 6
175175 of cross-Strait issues, ‘‘has not agreed to take any 7
176176 position regarding sovereignty over Taiwan’’, and 8
177177 ‘‘will not exert pressure on Taiwan to enter into ne-9
178178 gotiations with the PRC’’; 10
179179 (2) reaffirms that the ‘‘one China policy’’ of the 11
180180 United States and the similar policies of its partners 12
181181 are not equivalent to the ‘‘One China Principle’’ of 13
182182 the Chinese Communist Party; 14
183183 (3) emphasizes that United Nations General 15
184184 Assembly Resolution 2758 is not equivalent to, and 16
185185 does not endorse, the PRC’s ‘‘One China Principle’’; 17
186186 (4) emphasizes further that Resolution 2758 18
187187 does not take a position on Taiwan’s ultimate polit-19
188188 ical status, as explicitly recognized by PRC leaders 20
189189 at the time, and does not represent a United Na-21
190190 tions consensus on Taiwan’s status; 22
191191 (5) opposes China’s use of the ‘‘One China 23
192192 Principle’’ to coerce the United States, Taiwan, and 24
193193 other countries to accept its claims over Taiwan; 25

202202 in international organizations for which statehood is 6
203203 not a requirement for membership and encourages 7
204204 meaningful participation for Taiwan in organizations 8
205205 in which its membership is not possible; 9
206206 (8) recognizes that Taiwan is a reliable and in-10
207207 dispensable partner on issues ranging from global 11
208208 health to advanced manufacturing, and its resources 12
209209 and expertise are assets from which the inter-13
210210 national community should fully benefit; 14
211211 (9) supports ensuring that Taiwan passport 15
212212 holders are able to access United Nations grounds 16
213213 and should not be required to provide PRC-issued 17
214214 identification; 18
215215 (10) encourages the United States Government 19
216216 to work with partners on joint efforts to counter 20
217217 China’s false narratives about Resolution 2758; and 21
218218 (11) supports the efforts of other countries to 22
219219 differentiate between their policies and the ‘‘One 23
