2525 Expressing support for the designation of February 16,
2626 2025, as ‘‘International Black Aviation Professionals Day’’.
2727 Whereas since the birth of aviation, Black Americans have
2828 made and continue to make significant contributions to
2929 flight, space exploration, and the aviation industry as a
3030 whole despite significant adversity;
3131 Whereas aviation trailblazers like Emory C. Malick, the first
3232 licensed Black pilot, James H. Banning, the first Black
3333 pilot to fly across the United States, and Bessie ‘‘Queen’’
3434 Coleman, the first licensed Black woman pilot,

3838 barnstormed through barriers such as racism and sexism
3939 to have careers in aviation;
4040 Whereas visionaries like William J. Powell, Jr., established
4141 the Bessie Coleman Flying Club, sponsored the first all-
4242 Black American airshow, wrote the book entitled ‘‘Black
4343 Wings’’, produced a documentary film entitled ‘‘Unem-
4444 ployment, the Negro and Aviation’’, and worked tirelessly
4545 to mobilize Black American youth to pursue careers in
4646 aviation;
4747 Whereas Cornelius Coffey, a skilled Black American auto me-
4848 chanic who dreamed of flying, and Willa Brown, the first
4949 Black woman to earn both a pilot’s license and a com-
5050 mercial license and the first Black woman to become an
5151 officer in the Illinois Civil Air Patrol, organized a group
5252 of Black air enthusiasts, established training classes and
5353 a school of aeronautics, and helped promote the 1939
5454 flight of Chauncey Spencer and Dale White from Chicago
5555 to Washington, DC, to campaign for an end to racial seg-
5656 regation in aviation;
5757 Whereas the Tuskegee Army Airfield, after which the
5858 Tuskegee Airmen were named, became a vital center for
5959 Black American servicemen and servicewomen to train as
6060 mechanics, control tower operators, and pilots of military
6161 aircrafts, launching the careers of many notable Black
6262 aviators, including General Benjamin O. Davis, Jr.,
6363 Amelia Jones, Linkwood Williams, Lieutenant Colonel
6464 Lee A. Archer, Major Charles Hall, Brigadier General
6565 Charles McGee, and many others;
6666 Whereas the Red Tails of the 99th Fighter Squadron and
6767 later the 332d Fighter Group known as the Tuskegee
6868 Airmen made pioneering contributions to the United
6969 States war effort during World War II and the subse-

7777 Whereas, in 1956, Patricia Banks-Edmiston filed, and, in
7878 1960, ultimately won, a discrimination case against Cap-
7979 ital Airlines, paving the way for her to become the first
8080 Black commercial flight attendant in the United States;
8181 Whereas these historic firsts opened the skies for Black flight
8282 attendants, including Joan Dorsey, Diane Hunter, Patri-
8383 cia Grace Murphy, Undra Mays, Sheila Nutt, and Mar-
8484 garet Grant;
8585 Whereas Oscar Wayman Holmes was the first Black air traf-
8686 fic controller and served as the first Black aircraft pilot
8787 and the first Black commissioned officer in the Navy,
8888 and Eleanor Williams became the first Black woman air
8989 traffic controller in 1971;
9090 Whereas Black scientists reached the stars through the bril-
9191 liance and fortitude of historically overlooked and
9292 unappreciated figures, including Katherine Johnson,
9393 Dorothy Vaughn, and Mary Jackson, whose contributions
9494 in astrophysics allowed the United States to send people
9595 into space;
9696 Whereas Black Americans soared amongst the stars when
9797 Guion ‘‘Guy’’ Bluford and Mae Jemison became the first
9898 Black American man and woman, respectively, to venture
9999 into space;
100100 Whereas former astronaut Charles F. Bolden, Jr., the first
101101 Black American to be permanently named NASA Admin-
102102 istrator, inspired the next generation of aviators and
103103 innovators;

112112 signed by Charles W. Chappelle, contributions by Gladys
113113 West to the development of the Global Positioning Sys-
114114 tem (GPS), technology created by George Robert Car-
115115 ruthers that allowed for photography in space, and the
116116 power source created by Lonnie Johnson for the National
117117 Aeronautics and Space Administration’s Galileo mission
118118 to Jupiter;
119119 Whereas Maynard Holbrook Jackson, Jr., the first Black
120120 mayor of the City of Atlanta, Georgia, is renowned for
121121 his diversity and inclusion plan to ensure Black business
122122 owners had the opportunity to participate in the expan-
123123 sion of Hartsfield-Jackson Atlanta International Airport
124124 into a major transportation hub, ahead of schedule and
125125 under budget, all while paving the way for minority-
126126 owned businesses to support the aviation industry
127127 through construction, management, and concessions pro-
128128 grams at airports across the United States;
129129 Whereas, on February 12, 2009, on a flight from Atlanta to
130130 Nashville, Captain Rachelle Jones Kerr, First Officer
131131 Stephanie Grant, and flight attendants Robin Rogers and
132132 Diana Galloway made history as the first all-female, all-
133133 Black American flight crew;
134134 Whereas Casey Grant, an author, aviator, and a pioneer as
135135 one of the earliest Black flight attendants, has made it
136136 her mission to honor the legacy and contributions of
137137 Black pioneers in aviation through her books entitled
138138 ‘‘Stars in the Sky’’ and ‘‘Stars and Beyond’’ and her ef-

146146 Aerospace Professionals, the Black Aviation Airline Pio-
147147 neers, the Sisters of the Skies, the Bessie Coleman Avia-
148148 tion All-Stars, the Black Flight Attendants of America,
149149 Inc., the Airport Minority Advisory Council, and more
150150 continue to preserve the legacy and support the future of
151151 Black Americans in aviation;
152152 Whereas Black Americans have long served in every aspect
153153 of aviation, from skycaps who greet travelers arriving at
154154 the airport, to ticketing agents who ensure travelers’
155155 itineraries are in order, to ground crew, mechanics, and
156156 many others who make the aviation industry safe and re-
157157 liable;
158158 Whereas the Federal Aviation Administration provides oppor-
159159 tunities to eligible students from historically underrep-
160160 resented backgrounds in the fields of aviation, aero-
161161 nautics, and science, technology, engineering, and math
162162 (STEM) through the STEM Aviation and Space Edu-
163163 cation Program by recruiting candidates from Histori-
164164 cally Black Colleges and Universities for programs such
165165 as the Minority Serving Institutions Intern Program; and
166166 Whereas public and private sector efforts to recruit, retain,
167167 and support talented Black Americans through increased
168168 emphasis on intentional diversity, equity, and inclusion
169169 initiatives, programs, and commitments and investments
170170 in programs that expose underrepresented groups to ca-
171171 reers in aviation will ultimately help diversify the work-
172172 force for decades to come: Now, therefore, be it
