16	16	tion; which was referred to the Committee on Foreign Affairs
17	17	RESOLUTION
18	18	Recognizing Russian actions in Ukraine as a genocide.
19	19	Whereas the Russian Federation’s illegal, premeditated,
20	20	unprovoked, and brutal war against Ukraine includes ex-
21	21	tensive, systematic, and flagrant atrocities against the
22	22	people of Ukraine;
23	23	Whereas Article II of the Convention on the Prevention and
24	24	Punishment of the Crime of Genocide (hereinafter the
25	25	‘‘Genocide Convention’’), approved and opened for signa-
26	26	ture in 1948 and entered into force in 1951, defines
27	27	genocide as ‘‘any of the following acts committed with in-
28	28	tent to destroy, in whole or in part, a national, ethnical,
29	29	racial or religious group, as such: (a) Killing members of
30	30	the group; (b) Causing serious bodily or mental harm to
31	31	members of the group; (c) Deliberately inflicting on the

35	35	group conditions of life calculated to bring about its
36	36	physical destruction in whole or in part; (d) Imposing
37	37	measures intended to prevent births within the group; (e)
38	38	Forcibly transferring children of the group to another
39	39	group’’;
40	40	Whereas substantial and significant evidence documenting
41	41	widespread, systematic actions against the Ukrainian
42	42	people committed by Russian Forces under the direction
43	43	of Russian Federation political leadership meets one or
44	44	more of the criteria under Article II of the Genocide Con-
45	45	vention, including—
46	46	(1) killing members of the Ukrainian people in mass
47	47	atrocities through deliberate and regularized murders of
48	48	fleeing civilians and civilians in passing as well as pur-
49	49	poseful targeting of homes, schools, hospitals, shelters,
50	50	and other residential and civilian areas;
51	51	(2) causing serious bodily or mental harm to the
52	52	Ukrainian people by launching indiscriminate attacks
53	53	against civilians and civilian areas, conducting willful
54	54	strikes on humanitarian evacuation corridors, and em-
55	55	ploying widespread and systematic sexual violence against
56	56	Ukrainian civilians, including women, children, and men;
57	57	(3) deliberately inflicting upon the Ukrainian people
58	58	conditions of life calculated to bring about their physical
59	59	destruction in whole or in part, including displacement
60	60	due to annihilated villages, towns, and cities left devoid
61	61	of food, water, shelter, electricity, and other basic neces-
62	62	sities, starvation caused by the destruction of farmlands
63	63	and agricultural equipment, the placing of Russian land-
64	64	mines across thousands of acres of useable fields, and
65	65	blocking the delivery of humanitarian food aid;
66	66	(4) imposing measures intended to prevent births
67	67	among the Ukrainian people, demonstrated by the Rus-

71	71	sian military’s expansive and direct targeting of mater-
72	72	nity hospitals and other medical facilities and systematic
73	73	attacks against residential and civilian areas as well as
74	74	humanitarian corridors intended to deprive Ukrainians of
75	75	safe havens within their own country and the material
76	76	conditions conducive to childrearing; and
77	77	(5) forcibly mass transferring millions of Ukrainian
78	78	civilians, hundreds of thousands of whom are children, to
79	79	Russia or Russian Federation-controlled territories;
80	80	Whereas the Russian Federation’s State-level intent in favor
81	81	of these heinous crimes against humanity has been dem-
82	82	onstrated through frequent pronouncements and other
83	83	forms of official communication denying Ukrainian na-
84	84	tionhood and sovereignty, including President Putin’s
85	85	ahistorical claims that Ukraine is part of a ‘‘single
86	86	whole’’ Russian nation with ‘‘no historical basis’’ for
87	87	being an independent country;
88	88	Whereas some Russian soldiers and brigades accused of com-
89	89	mitting war crimes in Bucha and elsewhere were re-
90	90	warded with medals by President Putin;
91	91	Whereas the Russian State-owned media outlet RIA Novosti’s
92	92	published the article ‘‘What Should Russia do with
93	93	Ukraine’’ which outlines ‘‘de-Nazification’’ as meaning
94	94	‘‘de-Ukrainianization’’ or the destruction of Ukraine;
95	95	Whereas Article I of the Genocide Convention confirms ‘‘that
96	96	genocide, whether committed in time of peace or in time
97	97	of war, is a crime under international law which they un-
98	98	dertake to prevent and to punish’’; and
99	99	Whereas additional documentation and analysis of atrocities
100	100	committed by the Russian Federation in Ukraine may be
101	101	needed to punish those responsible, the substantial and

105	105	significant documentation already undertaken and com-
106	106	bined with statements showing intent, compel urgent ac-
107	107	tion to prevent further acts of genocide: Now, therefore,
108	108	be it
109	109	Resolved, That the House of Representatives— 1
110	110	(1) condemns the Russian Federation for com-2
111	111	mitting acts of genocide against the Ukrainian peo-3
112	112	ple; 4
113	113	(2) calls on the United States, in cooperation 5
114	114	with North Atlantic Treaty Organization and Euro-6
115	115	pean Union allies, to undertake measures to support 7
116	116	the Ukrainian Government to prevent further acts of 8
117	117	Russian genocide against the Ukrainian people; and 9
118	118	(3) supports tribunals and international crimi-10
119	119	nal investigations to hold Russian political leaders 11
120	120	and military personnel to account for a war of ag-12
121	121	gression, war crimes, crimes against humanity, and 13
122	122	genocide. 14
