1818 Recognizing Russian actions in Ukraine as a genocide.
1919 Whereas the Russian Federation’s illegal, premeditated,
2020 unprovoked, and brutal war against Ukraine includes ex-
2121 tensive, systematic, and flagrant atrocities against the
2222 people of Ukraine;
2323 Whereas Article II of the Convention on the Prevention and
2424 Punishment of the Crime of Genocide (hereinafter the
2525 ‘‘Genocide Convention’’), approved and opened for signa-
2626 ture in 1948 and entered into force in 1951, defines
2727 genocide as ‘‘any of the following acts committed with in-
2828 tent to destroy, in whole or in part, a national, ethnical,
2929 racial or religious group, as such: (a) Killing members of
3030 the group; (b) Causing serious bodily or mental harm to
3131 members of the group; (c) Deliberately inflicting on the

3535 group conditions of life calculated to bring about its
3636 physical destruction in whole or in part; (d) Imposing
3737 measures intended to prevent births within the group; (e)
3838 Forcibly transferring children of the group to another
3939 group’’;
4040 Whereas substantial and significant evidence documenting
4141 widespread, systematic actions against the Ukrainian
4242 people committed by Russian Forces under the direction
4343 of Russian Federation political leadership meets one or
4444 more of the criteria under Article II of the Genocide Con-
4545 vention, including—
4646 (1) killing members of the Ukrainian people in mass
4747 atrocities through deliberate and regularized murders of
4848 fleeing civilians and civilians in passing as well as pur-
4949 poseful targeting of homes, schools, hospitals, shelters,
5050 and other residential and civilian areas;
5151 (2) causing serious bodily or mental harm to the
5252 Ukrainian people by launching indiscriminate attacks
5353 against civilians and civilian areas, conducting willful
5454 strikes on humanitarian evacuation corridors, and em-
5555 ploying widespread and systematic sexual violence against
5656 Ukrainian civilians, including women, children, and men;
5757 (3) deliberately inflicting upon the Ukrainian people
5858 conditions of life calculated to bring about their physical
5959 destruction in whole or in part, including displacement
6060 due to annihilated villages, towns, and cities left devoid
6161 of food, water, shelter, electricity, and other basic neces-
6262 sities, starvation caused by the destruction of farmlands
6363 and agricultural equipment, the placing of Russian land-
6464 mines across thousands of acres of useable fields, and
6565 blocking the delivery of humanitarian food aid;
6666 (4) imposing measures intended to prevent births
6767 among the Ukrainian people, demonstrated by the Rus-

7171 sian military’s expansive and direct targeting of mater-
7272 nity hospitals and other medical facilities and systematic
7373 attacks against residential and civilian areas as well as
7474 humanitarian corridors intended to deprive Ukrainians of
7575 safe havens within their own country and the material
7676 conditions conducive to childrearing; and
7777 (5) forcibly mass transferring millions of Ukrainian
7878 civilians, hundreds of thousands of whom are children, to
7979 Russia or Russian Federation-controlled territories;
8080 Whereas the Russian Federation’s State-level intent in favor
8181 of these heinous crimes against humanity has been dem-
8282 onstrated through frequent pronouncements and other
8383 forms of official communication denying Ukrainian na-
8484 tionhood and sovereignty, including President Putin’s
8585 ahistorical claims that Ukraine is part of a ‘‘single
8686 whole’’ Russian nation with ‘‘no historical basis’’ for
8787 being an independent country;
8888 Whereas some Russian soldiers and brigades accused of com-
8989 mitting war crimes in Bucha and elsewhere were re-
9090 warded with medals by President Putin;
9191 Whereas the Russian State-owned media outlet RIA Novosti’s
9292 published the article ‘‘What Should Russia do with
9393 Ukraine’’ which outlines ‘‘de-Nazification’’ as meaning
9494 ‘‘de-Ukrainianization’’ or the destruction of Ukraine;
9595 Whereas Article I of the Genocide Convention confirms ‘‘that
9696 genocide, whether committed in time of peace or in time
9797 of war, is a crime under international law which they un-
9898 dertake to prevent and to punish’’; and
9999 Whereas additional documentation and analysis of atrocities
100100 committed by the Russian Federation in Ukraine may be
101101 needed to punish those responsible, the substantial and

106106 bined with statements showing intent, compel urgent ac-
107107 tion to prevent further acts of genocide: Now, therefore,
108108 be it
109109 Resolved, That the House of Representatives— 1
110110 (1) condemns the Russian Federation for com-2
111111 mitting acts of genocide against the Ukrainian peo-3
112112 ple; 4
113113 (2) calls on the United States, in cooperation 5
114114 with North Atlantic Treaty Organization and Euro-6
115115 pean Union allies, to undertake measures to support 7
116116 the Ukrainian Government to prevent further acts of 8
117117 Russian genocide against the Ukrainian people; and 9
118118 (3) supports tribunals and international crimi-10
119119 nal investigations to hold Russian political leaders 11
120120 and military personnel to account for a war of ag-12
121121 gression, war crimes, crimes against humanity, and 13
122122 genocide. 14
