8-mitted by the Department of Energy relating to ‘‘Energy
9-Conservation Program: Energy Conservation Standards for
10-Consumer Gas-fired Instantaneous Water Heaters’’. All
11-points of order against consideration of the joint resolution
12-are waived. The joint resolution shall be considered as read.
13-All points of order against provisions in the joint resolution
14-are waived. The previous question shall be considered as or-
15-dered on the joint resolution and on any amendment thereto
16-to final passage without intervening motion except: (1) one
17-hour of debate equally divided and controlled by the chair
18-and ranking minority member of the Committee on Energy
19-and Commerce or their respective designees; and (2) one mo-

31-sidered as read. All points of order against provisions in the
32-joint resolution are waived. The previous question shall be
33-considered as ordered on the joint resolution and on any
34-amendment thereto to final passage without intervening mo-

41-Speaker may, pursuant to clause 2(b) of rule XVIII, declare
42-the House resolved into the Committee of the Whole House
43-on the state of the Union for consideration of the concurrent
44-resolution (H. Con. Res. 14) establishing the congressional
45-budget for the United States Government for fiscal year 2025
46-and setting forth the appropriate budgetary levels for fiscal
47-years 2026 through 2034. The first reading of the concurrent 3

49-resolution shall be dispensed with. All points of order against
50-consideration of the concurrent resolution are waived. General
51-debate shall not exceed three hours, with two hours of general
52-debate confined to the congressional budget equally divided
53-and controlled by the chair and ranking minority member of
54-the Committee on the Budget or their respective designees
55-and one hour of general debate on the subject of economic
56-goals and policies equally divided and controlled by Rep-
57-resentative Schweikert of Arizona and Representative Beyer
58-of Virginia or their respective designees. The amendment
