1414 Expressing support for the designation of February 28,
1515 2025, as Community Arts Education Day.
1616 Whereas community arts education is a dynamic and inclu-
1717 sive approach to learning and engagement in the arts,
1818 fostering creativity, cultural expression, and social trans-
1919 formation within communities;
2020 Whereas community arts education encompasses a broad
2121 range of artistic disciplines and practices that empower
2222 individuals to develop their artistic skills, deepen their
2323 cultural understanding, and cultivate a sense of belonging
2424 and agency within themselves and their communities;
2525 Whereas community arts education is a participatory and
2626 transformative practice that engages individuals in the
2727 creation, exploration, and critical dialogue of the arts

3131 within a community context, and community arts edu-
3232 cation goes beyond individual skill-building or personal
3333 expression and it connects through a larger social con-
3434 text;
3535 Whereas community arts education leaders, which can include
3636 culture bearers, teaching artists, and administrators, play
3737 a vital role in providing essential arts instruction and
3838 learning to diverse communities, both within and outside
3939 of formal educational settings;
4040 Whereas community arts education is liberatory by uplifting
4141 our communities’ culture, heritage, and history in many
4242 forms such as dance, music, theatre, literary arts and
4343 other modes of self-expression;
4444 Whereas community arts education can build people’s imagi-
4545 nations, build critical learning and life skills, promote
4646 better health, and generate a sense of shared culture and
4747 community belonging;
4848 Whereas research has shown that community arts education
4949 positively impacts individuals of all ages and develops so-
5050 cial emotional competencies like confidence in self-expres-
5151 sion and ideas, social awareness, and self-regulating emo-
5252 tions; and
5353 Whereas students who actively participate in the arts tend to
5454 enroll in competitive colleges, as well as four-year colleges
5555 in general, at higher rates compared to students with
5656 lower engagement in the arts: Now, therefore, be it
5757 Resolved, That the House of Representatives supports 1
5858 Community Arts Education Day and recognizes Commu-2
5959 nity Arts Education Day is more crucial than ever as a 3
