13	13	RESOLUTION
14	14	Expressing support for the designation of February 28,
15	15	2025, as Community Arts Education Day.
16	16	Whereas community arts education is a dynamic and inclu-
17	17	sive approach to learning and engagement in the arts,
18	18	fostering creativity, cultural expression, and social trans-
19	19	formation within communities;
20	20	Whereas community arts education encompasses a broad
21	21	range of artistic disciplines and practices that empower
22	22	individuals to develop their artistic skills, deepen their
23	23	cultural understanding, and cultivate a sense of belonging
24	24	and agency within themselves and their communities;
25	25	Whereas community arts education is a participatory and
26	26	transformative practice that engages individuals in the
27	27	creation, exploration, and critical dialogue of the arts

31	31	within a community context, and community arts edu-
32	32	cation goes beyond individual skill-building or personal
33	33	expression and it connects through a larger social con-
34	34	text;
35	35	Whereas community arts education leaders, which can include
36	36	culture bearers, teaching artists, and administrators, play
37	37	a vital role in providing essential arts instruction and
38	38	learning to diverse communities, both within and outside
39	39	of formal educational settings;
40	40	Whereas community arts education is liberatory by uplifting
41	41	our communities’ culture, heritage, and history in many
42	42	forms such as dance, music, theatre, literary arts and
43	43	other modes of self-expression;
44	44	Whereas community arts education can build people’s imagi-
45	45	nations, build critical learning and life skills, promote
46	46	better health, and generate a sense of shared culture and
47	47	community belonging;
48	48	Whereas research has shown that community arts education
49	49	positively impacts individuals of all ages and develops so-
50	50	cial emotional competencies like confidence in self-expres-
51	51	sion and ideas, social awareness, and self-regulating emo-
52	52	tions; and
53	53	Whereas students who actively participate in the arts tend to
54	54	enroll in competitive colleges, as well as four-year colleges
55	55	in general, at higher rates compared to students with
56	56	lower engagement in the arts: Now, therefore, be it
57	57	Resolved, That the House of Representatives supports 1
58	58	Community Arts Education Day and recognizes Commu-2
59	59	nity Arts Education Day is more crucial than ever as a 3
