1414 RESOLUTION
1515 Condemning Turkey for its illegal occupation of Cyprus and
1616 encouraging President Trump to make the resolution
1717 of the Cyprus problem a top foreign policy priority.
1818 Whereas Turkey has been a North Atlantic Treaty Organiza-
1919 tion (NATO) member since 1952 and is thus a treaty
2020 ally of the United States;
2121 Whereas modern Turkey was founded upon the principles of
2222 republicanism and laı¨cite´;
2323 Whereas Turkish President Recep Tayyip Erdogan, the au-
2424 thoritarian leader of Turkey since 2003, has grounded
2525 his decision making in an extremist form of religio-na-
2626 tionalism;

3030 Whereas, under President Erdogan, Turkey seeks to establish
3131 itself as the hegemon of the Eastern Mediterranean,
3232 North Africa, and the Caucuses, and as a result has
3333 taken provocative actions toward NATO allies, the Euro-
3434 pean Union, and the broader region;
3535 Whereas President Erdogan’s expansionist political ideology
3636 necessitates aggression toward Cyprus;
3737 Whereas the Government of Turkey ordered its military to in-
3838 vade the Republic of Cyprus in 1974 in violation of the
3939 Treaty of Establishment, the Treaty of Alliance, the
4040 North Atlantic Treaty, and the Treaty of Guarantee,
4141 which established the Republic of Cyprus and guaranteed
4242 the independence of the Republic of Cyprus, as well as
4343 the United Nations Charter and customary international
4444 law;
4545 Whereas the Government of Turkey has tolerated or abetted
4646 the desecration of more than 500 Orthodox Christian
4747 churches and religious sites in the territory of the Repub-
4848 lic of Cyprus that the Turkish military occupies;
4949 Whereas the Government of Turkey has brought in over
5050 200,000 illegal settlers into the occupied area of Cyprus
5151 to change the sociopolitical and demographic fabric of the
5252 area, in violation of the Geneva Conventions;
5353 Whereas Turkey is a member state of the European Court
5454 of Human Rights (ECHR);
5555 Whereas the ECHR has issued decisions and judgments in
5656 which the Court confirms that persons, including United
5757 States citizens, who hold title to real property located in
5858 the area of the Republic of Cyprus occupied by the Turk-
5959 ish military are the only rightful owners of that real

6363 property, but Turkey has refused to comply with the
6464 ECHR judgment;
6565 Whereas, despite having agreed to do so, the Government of
6666 Turkey has failed to support international efforts to find
6767 and identify the remains of persons, including four
6868 United States citizens who remain missing since the
6969 Turkish invasion of the Republic of Cyprus in 1974;
7070 Whereas Turkey illegally violates the Cyprus Exclusive Eco-
7171 nomic Zone;
7272 Whereas President Erdogan has illegally reopened the beach
7373 in Varosha, a once-thriving tourist town which the Turk-
7474 ish military ethnically cleansed of its Greek Cypriot popu-
7575 lation in 1974; and
7676 Whereas President Erdogan has openly called for a ‘‘two-
7777 state’’ solution regarding Cyprus, in violation of United
7878 Nations resolutions, international law, and the position of
7979 the United States Government, which is that a Cyprus
8080 solution should be within the framework of a bizonal,
8181 bicommunal federation: Now, therefore, be it
8282 Resolved, That the House of Representatives— 1
8383 (1) strongly condemns Turkey’s continued occu-2
8484 pation of Cyprus, and calls upon Turkey to imme-3
8585 diately withdraw all of its estimated 35,000 occu-4
8686 pying troops from the island; 5
8787 (2) calls upon Turkey to adhere to the demo-6
8888 cratic principles and mission of the North Atlantic 7
8989 Treaty Organization; 8
9090 (3) reiterates that the settlement of the Cyprus 9
9191 problem needs to be based on a bizonal, bicommunal 10

100100 Nations resolutions on Cyprus, and pertinent deci-6
101101 sions of the European Court of Human Rights and 7

103103 (4) calls on Turkey to cease and desist from its 9
104104 illegal interference in the Cyprus Exclusive Eco-10
105105 nomic Zone; 11
106106 (5) calls on the Turkish Government to provide 12
107107 avenues for American citizens to seek financial rem-13
108108 edies or restitution for their property losses in the 14
109109 Turkish-occupied territory of Cyprus; 15
110110 (6) demands Turkey’s cooperation in helping 16
111111 recover the four American citizens who are still 17
112112 missing as a result of the 1974 invasion of Cyprus; 18
113113 (7) calls on Turkey to remove its over 200,000 19
114114 illegal settlers from Turkish-occupied Cyprus and as-20
115115 sist in repatriating Greek-Cypriot refugees to their 21
116116 ancestral homes; and 22
