14	14	RESOLUTION
15	15	Condemning Turkey for its illegal occupation of Cyprus and
16	16	encouraging President Trump to make the resolution
17	17	of the Cyprus problem a top foreign policy priority.
18	18	Whereas Turkey has been a North Atlantic Treaty Organiza-
19	19	tion (NATO) member since 1952 and is thus a treaty
20	20	ally of the United States;
21	21	Whereas modern Turkey was founded upon the principles of
22	22	republicanism and laı¨cite´;
23	23	Whereas Turkish President Recep Tayyip Erdogan, the au-
24	24	thoritarian leader of Turkey since 2003, has grounded
25	25	his decision making in an extremist form of religio-na-
26	26	tionalism;

30	30	Whereas, under President Erdogan, Turkey seeks to establish
31	31	itself as the hegemon of the Eastern Mediterranean,
32	32	North Africa, and the Caucuses, and as a result has
33	33	taken provocative actions toward NATO allies, the Euro-
34	34	pean Union, and the broader region;
35	35	Whereas President Erdogan’s expansionist political ideology
36	36	necessitates aggression toward Cyprus;
37	37	Whereas the Government of Turkey ordered its military to in-
38	38	vade the Republic of Cyprus in 1974 in violation of the
39	39	Treaty of Establishment, the Treaty of Alliance, the
40	40	North Atlantic Treaty, and the Treaty of Guarantee,
41	41	which established the Republic of Cyprus and guaranteed
42	42	the independence of the Republic of Cyprus, as well as
43	43	the United Nations Charter and customary international
44	44	law;
45	45	Whereas the Government of Turkey has tolerated or abetted
46	46	the desecration of more than 500 Orthodox Christian
47	47	churches and religious sites in the territory of the Repub-
48	48	lic of Cyprus that the Turkish military occupies;
49	49	Whereas the Government of Turkey has brought in over
50	50	200,000 illegal settlers into the occupied area of Cyprus
51	51	to change the sociopolitical and demographic fabric of the
52	52	area, in violation of the Geneva Conventions;
53	53	Whereas Turkey is a member state of the European Court
54	54	of Human Rights (ECHR);
55	55	Whereas the ECHR has issued decisions and judgments in
56	56	which the Court confirms that persons, including United
57	57	States citizens, who hold title to real property located in
58	58	the area of the Republic of Cyprus occupied by the Turk-
59	59	ish military are the only rightful owners of that real

63	63	property, but Turkey has refused to comply with the
64	64	ECHR judgment;
65	65	Whereas, despite having agreed to do so, the Government of
66	66	Turkey has failed to support international efforts to find
67	67	and identify the remains of persons, including four
68	68	United States citizens who remain missing since the
69	69	Turkish invasion of the Republic of Cyprus in 1974;
70	70	Whereas Turkey illegally violates the Cyprus Exclusive Eco-
71	71	nomic Zone;
72	72	Whereas President Erdogan has illegally reopened the beach
73	73	in Varosha, a once-thriving tourist town which the Turk-
74	74	ish military ethnically cleansed of its Greek Cypriot popu-
75	75	lation in 1974; and
76	76	Whereas President Erdogan has openly called for a ‘‘two-
77	77	state’’ solution regarding Cyprus, in violation of United
78	78	Nations resolutions, international law, and the position of
79	79	the United States Government, which is that a Cyprus
80	80	solution should be within the framework of a bizonal,
81	81	bicommunal federation: Now, therefore, be it
82	82	Resolved, That the House of Representatives— 1
83	83	(1) strongly condemns Turkey’s continued occu-2
84	84	pation of Cyprus, and calls upon Turkey to imme-3
85	85	diately withdraw all of its estimated 35,000 occu-4
86	86	pying troops from the island; 5
87	87	(2) calls upon Turkey to adhere to the demo-6
88	88	cratic principles and mission of the North Atlantic 7
89	89	Treaty Organization; 8
90	90	(3) reiterates that the settlement of the Cyprus 9
91	91	problem needs to be based on a bizonal, bicommunal 10

96	96	international personality, and that this entity should 2
97	97	embrace constitutional democratic norms and Amer-3
98	98	ican principles, the European Union (EU) acquis 4
99	99	Communautaire and EU Founding Treaty, United 5
100	100	Nations resolutions on Cyprus, and pertinent deci-6
101	101	sions of the European Court of Human Rights and 7
102	102	other European courts; 8
103	103	(4) calls on Turkey to cease and desist from its 9
104	104	illegal interference in the Cyprus Exclusive Eco-10
105	105	nomic Zone; 11
106	106	(5) calls on the Turkish Government to provide 12
107	107	avenues for American citizens to seek financial rem-13
108	108	edies or restitution for their property losses in the 14
109	109	Turkish-occupied territory of Cyprus; 15
110	110	(6) demands Turkey’s cooperation in helping 16
111	111	recover the four American citizens who are still 17
112	112	missing as a result of the 1974 invasion of Cyprus; 18
113	113	(7) calls on Turkey to remove its over 200,000 19
114	114	illegal settlers from Turkish-occupied Cyprus and as-20
115	115	sist in repatriating Greek-Cypriot refugees to their 21
116	116	ancestral homes; and 22
