RESOLUTION
Providing for consideration of the bill (H.R. 185) to advance
responsible policies.
Resolved, That immediately upon adoption of this res-1
olution, the House shall proceed to the consideration in 2
the House of the bill (H.R. 185) to advance responsible 3
policies. All points of order against consideration of the 4
bill are waived. The amendment in the nature of a sub-5
stitute specified in section 3 of this resolution shall be con-6
sidered as adopted. The bill, as amended, shall be consid-7
ered as read. All points of order against provisions in the 8
bill, as amended, are waived. The previous question shall 9
be considered as ordered on the bill, as amended, and on 10

any further amendment thereto, to final passage without 1
intervening motion except: (1) one hour of debate equally 2
divided and controlled by the chair and ranking minority 3
member of the Committee on Energy and Commerce or 4
their respective designees; and (2) one motion to recom-5
mit. 6

EC. 2. Clause 1(c) of rule XIX shall not apply to 7
the consideration of H.R. 185. 8

EC. 3. The amendment in the nature of a substitute 9
referred to in the first section of this resolution is an 10
amendment in the nature of a substitute consisting of the 11
text of H.R. 1768 as introduced, modified by an amend-12
ment received for printing in the portion of the Congres-13
sional Record designated for that purpose in clause 8 of 14
rule XVIII dated at least one day before the consideration 15
of H.R. 185, if submitted by the ranking minority member 16
of the Committee on Energy and Commerce. If more than 17
one such amendment is submitted, then only the last 18
amendment submitted shall be considered as the modifica-19
tion. 20
