1717 Censuring Representative Al Green of Texas.
1818 Whereas the annual State of the Union address is a momen-
1919 tous occasion for the President to address the Nation;
2020 Whereas the speech is a respectful occasion, conducted within
2121 the framework of democratic institutions and traditions;
2222 Whereas, on March 4, 2024, during the joint session of Con-
2323 gress convened pursuant to House Concurrent Resolution
2424 11, the President, speaking at the invitation of the House
2525 and the Senate, had his remarks interrupted by Rep-
2626 resentative Al Green of Texas, Mr. Green;
2727 Whereas Representative Green continued his interruption, de-
2828 spite admonition from nonpartisan staff of the House of
2929 Representatives and from the Speaker;

3333 Whereas Representative Green was removed from the joint
3434 session by the Sergeant at Arms;
3535 Whereas the conduct of Representative Green was a breach
3636 of decorum and degraded the proceedings of the joint ses-
3737 sion, to the discredit of the House; and
3838 Whereas the actions of Representative Green were not only
3939 a breach of civility but also an affront to the dignity of
4040 the House and Senate, and to the principles of mutual
4141 respect that are essential for the functioning of the legis-
4242 lative process: Now, therefore, be it
4343 Resolved, That — 1
4444 (1) Representative Al Green of Texas be cen-2
4545 sured; 3
4646 (2) Representative Al Green forthwith present 4
4747 himself in the well of the House of Representatives 5
4848 for the pronouncement of censure; and 6
4949 (3) Representative Al Green be censured with 7
5050 the public reading of this resolution by the Speaker. 8
