1717 Removing a certain Member from a certain standing
1818 committee of the House.
1919 Whereas the annual State of the Union address is a momen-
2020 tous occasion for the President of the United States to
2121 address the Nation;
2222 Whereas the speech is a respectful occasion, conducted within
2323 the framework of democratic institutions and traditions;
2424 Whereas, on March 4, 2025, during the joint session of Con-
2525 gress convened pursuant to House Concurrent Resolution
2626 11, the President, speaking at the invitation of the House
2727 of Representatives and the Senate, had his remarks inter-
2828 rupted by the Representative from Texas, Mr. Green;

3232 Whereas Representative Green continued his interruption, de-
3333 spite admonition from nonpartisan staff of the House
3434 and from the Speaker;
3535 Whereas Representative Green was removed from the joint
3636 session by the Sergeant at Arms;
3737 Whereas the conduct of Representative Green was a breach
3838 of decorum and degraded the proceedings of the joint ses-
3939 sion, to the discredit of the House;
4040 Whereas the actions of Representative Green were not only
4141 a breach of civility but also an affront to the dignity of
4242 the House and Senate, and to the principles of mutual
4343 respect that are essential for the functioning of the legis-
4444 lative process;
4545 Whereas Representative Green was unrepentant leading up to
4646 the vote taken in the House on March 6, 2025, to cen-
4747 sure him, stating before his colleagues on the House
4848 Floor, ‘‘Friends, I would do it again’’ and further ac-
4949 knowledging that he spoke out ‘‘with intentionality’’;
5050 Whereas Representative Green heard the Speaker say that he
5151 should cease but chose to carry on;
5252 Whereas Representative Green led his colleagues in protest of
5353 his censure on that date, which further violated the deco-
5454 rum of the House;
5555 Whereas clause 1 or rule XXIII of the Rules of the House
5656 of Representatives provides, ‘‘A Member, Delegate, Resi-
5757 dent Commissioner officer, or employee of the House
5858 shall behave at all times in a manner that shall reflect
5959 creditably on the House’’; and
6060 Whereas Representative Green should be removed from his
6161 committee assignments in light of conduct he has exhib-
6262 ited: Now, therefore, be it
