17 | 17 | | Whereas New York State corrections officers are forced to |
---|
18 | 18 | | work in dangerous conditions and are constantly attacked |
---|
19 | 19 | | by radical leftwing politicians; |
---|
20 | 20 | | Whereas the New York State Department of Corrections and |
---|
21 | 21 | | Community Supervision officially reported 2,070 assaults |
---|
22 | 22 | | on corrections officers, nurses, and other staff across |
---|
23 | 23 | | New York State in 2024, an 85-percent increase since |
---|
24 | 24 | | 2019; |
---|
25 | 25 | | Whereas, in 2022, the HALT Act was signed into law se- |
---|
26 | 26 | | verely limiting correctional officers’ ability to discipline |
---|
27 | 27 | | inmates to keep other inmates safe through the use of |
---|
28 | 28 | | solitary confinement; |

34 | 34 | | cantly decreased from 16,305 corrections officers in 2022 |

35 | 35 | | to 13,886 corrections officers in 2025; |

36 | 36 | | Whereas, due to these staffing shortages, mandatory overtime |
---|
37 | 37 | | for corrections officers has reached record levels; |
---|
38 | 38 | | Whereas, to fix the staff shortage, New York State Governor |
---|
39 | 39 | | Kathy Hochul proposed slashing the number of staff each |
---|
40 | 40 | | facility is required to maintain to be considered at ‘‘full |
---|
41 | 41 | | staffing’’, which would be a 30-percent decrease in cor- |
---|
42 | 42 | | rections officers at each facility; |
---|
43 | 43 | | Whereas the New York State Correctional Officers and Police |
---|
44 | 44 | | Benevolent Association (NYSCOPBA) has repeatedly |
---|
45 | 45 | | communicated to the Governor and the New York State |
---|
46 | 46 | | Legislature the dangers that corrections officers are fac- |
---|
47 | 47 | | ing, the need to repeal the HALT Act, and the need for |
---|
48 | 48 | | better support for our corrections officers; |
---|
49 | 49 | | Whereas, on February 17, 2025, corrections officers at the |
---|
50 | 50 | | Collins and Elmira Correctional Facilities began to strike |
---|
51 | 51 | | in protest of the conditions that corrections officers are |
---|
52 | 52 | | facing, and the strike spread to almost all of the New |
---|
53 | 53 | | York State prisons; |
---|
54 | 54 | | Whereas, in response to these strikes, Governor Hochul tem- |
---|
55 | 55 | | porarily suspended portions of the HALT Act, locked cor- |
---|
56 | 56 | | rections officers inside the facilities, and forced inmates |
---|
57 | 57 | | into 24-hour lockdowns; |
---|
58 | 58 | | Whereas New York State and NYSCOPBA entered into arbi- |
---|
59 | 59 | | tration, and the final consent award did not sufficiently |
---|
60 | 60 | | resolve many of the underlying issues that caused the |
---|
61 | 61 | | strike; and |
