27	27	Recognizing and honoring teachers who have earned or
28	28	maintained National Board Certification.
29	29	Whereas National Board Certification signifies professional
30	30	teaching excellence based on rigorous standards devel-
31	31	oped by teachers for teachers to demonstrate their ability
32	32	to advance student learning and achievement;
33	33	Whereas research shows that students taught by National
34	34	Board Certified Teachers learn more than their peers, es-
35	35	pecially for low-income students;

39	39	Whereas access to just one Board-certified mathematics
40	40	teacher increases a student’s lifetime earnings by
41	41	$48,000;
42	42	Whereas National Board Certified Teachers play a critical
43	43	role in addressing the learning loss incurred during the
44	44	COVID–19 pandemic by accelerating student learning by
45	45	1 to 2 months of instruction per school year;
46	46	Whereas National Board Certified Teachers often amplify
47	47	their expertise positively by serving in leadership roles as
48	48	teacher mentors, principals, administrators, and district
49	49	leaders;
50	50	Whereas analyses show that National Board Certified Teach-
51	51	ers are more likely to stay in the profession, leading to
52	52	improved teacher retention rates that are critical to miti-
53	53	gating staffing shortages;
54	54	Whereas, according to the Center on Great Teachers and
55	55	Leaders, National Board Certified Teachers rank Board
56	56	Certification as their most important ongoing formal edu-
57	57	cation, above graduate-level coursework and other train-
58	58	ing programs;
59	59	Whereas 29 States provide salary incentives for National
60	60	Board Certified Teachers, including 13 States prioritizing
61	61	incentives in high-needs schools;
62	62	Whereas 47 percent of National Board Certified Teachers
63	63	serve students in title I schools;
64	64	Whereas, in 2024, 4,355 teachers earned their National
65	65	Board Certification for the first time, and 4,884 teachers
66	66	successfully maintained their certification, benefiting
67	67	thousands of students across the country; and

71	71	Whereas, as of March 2025, there are a total of 141,464
72	72	teachers who have achieved National Board Certification:
73	73	Now, therefore, be it
74	74	Resolved, That the House of Representatives— 1
75	75	(1) honors the teachers who have earned or 2
76	76	maintained National Board Certification as of 3
77	77	March 2025; 4
78	78	(2) recognizes the importance and contributions 5
79	79	of National Board Certified Teachers to student 6
80	80	learning and achievement; and 7
81	81	(3) encourages educators, administrators, 8
82	82	school districts, and States to promote the growth of 9
83	83	new National Board Certified Teachers and provide 10
84	84	candidates with the necessary incentives and sup-11
85	85	port. 12
