2727 Recognizing and honoring teachers who have earned or
2828 maintained National Board Certification.
2929 Whereas National Board Certification signifies professional
3030 teaching excellence based on rigorous standards devel-
3131 oped by teachers for teachers to demonstrate their ability
3232 to advance student learning and achievement;
3333 Whereas research shows that students taught by National
3434 Board Certified Teachers learn more than their peers, es-
3535 pecially for low-income students;

3939 Whereas access to just one Board-certified mathematics
4040 teacher increases a student’s lifetime earnings by
4141 $48,000;
4242 Whereas National Board Certified Teachers play a critical
4343 role in addressing the learning loss incurred during the
4444 COVID–19 pandemic by accelerating student learning by
4545 1 to 2 months of instruction per school year;
4646 Whereas National Board Certified Teachers often amplify
4747 their expertise positively by serving in leadership roles as
4848 teacher mentors, principals, administrators, and district
4949 leaders;
5050 Whereas analyses show that National Board Certified Teach-
5151 ers are more likely to stay in the profession, leading to
5252 improved teacher retention rates that are critical to miti-
5353 gating staffing shortages;
5454 Whereas, according to the Center on Great Teachers and
5555 Leaders, National Board Certified Teachers rank Board
5656 Certification as their most important ongoing formal edu-
5757 cation, above graduate-level coursework and other train-
5858 ing programs;
5959 Whereas 29 States provide salary incentives for National
6060 Board Certified Teachers, including 13 States prioritizing
6161 incentives in high-needs schools;
6262 Whereas 47 percent of National Board Certified Teachers
6363 serve students in title I schools;
6464 Whereas, in 2024, 4,355 teachers earned their National
6565 Board Certification for the first time, and 4,884 teachers
6666 successfully maintained their certification, benefiting
6767 thousands of students across the country; and

7272 teachers who have achieved National Board Certification:
7373 Now, therefore, be it
7474 Resolved, That the House of Representatives— 1
7575 (1) honors the teachers who have earned or 2
7676 maintained National Board Certification as of 3
7777 March 2025; 4
7878 (2) recognizes the importance and contributions 5
7979 of National Board Certified Teachers to student 6
8080 learning and achievement; and 7
8181 (3) encourages educators, administrators, 8
8282 school districts, and States to promote the growth of 9
8383 new National Board Certified Teachers and provide 10
8484 candidates with the necessary incentives and sup-11
8585 port. 12
