1818 Expressing support for the recognition of ‘‘Detransition
1919 Awareness Day’’.
2020 Whereas many individuals who have undergone sex trait
2121 modification interventions later regret such interventions;
2222 Whereas the number of individuals seeking to reverse such
2323 interventions has risen significantly, highlighting a need
2424 for greater understanding and support;
2525 Whereas many individuals who have undergone sex trait
2626 modification interventions face irreversible physical
2727 changes and suffer from a range of health complications,
2828 including genital mutilation, sexual dysfunction, infer-
2929 tility, osteoporosis, and psychological distress;

3333 Whereas there is a critical need for comprehensive,
3434 noninvasive, and evidence-based care for individuals expe-
3535 riencing discomfort with their sex that focuses on mental
3636 health support rather than solely on physiological inter-
3737 ventions; and
3838 Whereas individuals who have undergone sex trait modifica-
3939 tion interventions and have returned to living in the re-
4040 ality of their sex often encounter retribution and hateful
4141 rhetoric for publicly announcing regret and face barriers
4242 to receiving appropriate medical, psychological, and social
4343 support after making the choice to detransition, including
4444 lack of insurance coverage for corrective or reparative
4545 treatments: Now, therefore, be it
4646 Resolved, That the House of Representatives— 1
4747 (1) supports the recognition of ‘‘Detransition 2
4848 Awareness Day’’ to acknowledge the experiences of 3
4949 individuals who have detransitioned, or are in the 4
5050 process of detransitioning, and have returned to liv-5
5151 ing in the reality of their sex, and to foster public 6
5252 and legislative understanding of the challenges of 7
5353 such individuals; 8
5454 (2) urges the development and implementation 9
5555 of policies that— 10
5656 (A) ensure comprehensive mental health 11
5757 services are available for individuals who experi-12
5858 ence discomfort with their sex; and 13
5959 (B) advocate for informed consent proc-14
6060 esses that fully disclose the risks of sex trait 15

6464 modification interventions, including the poten-1
6565 tial for regret and the irreversible nature of 2
6666 such interventions; 3
6767 (3) calls for legislative action to— 4
6868 (A) extend the statute of limitations for 5
6969 claims related to medical malpractice or neg-6
7070 ligence in providing sex trait modification inter-7
7171 ventions to recognize the delayed realization of 8
7272 harm in many cases; and 9
7373 (B) remove any existing caps on damages 10
7474 for individuals harmed by sex trait modification 11
7575 interventions to ensure adequate compensation 12
7676 for both physical and psychological injuries; 13
7777 (4) requests that the Department of Health and 14
7878 Human Services conduct a review of current lit-15
7979 erature regarding care for individuals struggling 16
8080 with discomfort due to their sex, promulgate new 17
8181 guidelines, as determined necessary, to promote eth-18
8282 ical medical standards and practices that do not in-19
8383 volve physiologically invasive practices that attempt 20
8484 to alter the sex traits of an individual, and revise 21
8585 guidelines to better protect patient rights and 22
8686 health; 23
8787 (5) commends individuals who have 24
8888 detransitioned, or are in the process of 25

9292 detransitioning, and have returned to living in the 1
9393 reality of their sex for their courage in sharing their 2
9494 stories and working towards better care and under-3
9595 standing for those in similar situations; and 4
9696 (6) encourages all States to adopt similar reso-5
9797 lutions and initiatives to support such individuals 6
9898 and to ensure that all medical interventions are con-7
9999 ducted according to the highest ethical standards. 8
