1919 Raising awareness of the racial disparities in the impact
2020 of colorectal cancer on the Black community.
2121 Whereas colorectal cancer, or CRC, is the third-most common
2222 cancer in the United States for men and women com-
2323 bined, and the second-leading cause of cancer death;
2424 Whereas this disease takes the lives of more than 50,000 peo-
2525 ple each year;
2626 Whereas the rate of CRC is 20 percent higher among Black
2727 men and is 14 percent higher among Black women than
2828 compared to non-Hispanic Whites;

3232 Whereas the rate of CRC death is 40 percent higher among
3333 Black men and is 25 percent higher among Black women
3434 than compared to non-Hispanic Whites;
3535 Whereas CRC is the third-leading cause of cancer death in
3636 both Black men and women in the United States;
3737 Whereas Black Americans have the lowest 5-year survival
3838 rate for CRC of any racial group in the United States;
3939 Whereas deaths from colorectal cancer among people younger
4040 than 55 have increased 1.9 percent per year from 2011
4141 to 2019;
4242 Whereas the tragic death of 43-year-old actor Chadwick
4343 Boseman from colorectal cancer has catalyzed more con-
4444 versation about CRC’s impact on the Black community;
4545 Whereas, by 2030, it is expected that CRC will be the leading
4646 cause of death among people ages 20 to 49;
4747 Whereas it is estimated that 19 percent of racial disparity in
4848 CRC death rates between White and Black Americans is
4949 due to lower screening rates alone; and
5050 Whereas CRC has a 90-percent survival rate when caught at
5151 the earliest stage and there are many screening methods
5252 available: Now, therefore, be it
5353 Resolved, That the House of Representatives— 1
5454 (1) recognizes the deadly impact colorectal can-2
5555 cer has to the American people; 3
5656 (2) acknowledges the racial disparity that the 4
5757 Black community faces when dealing with colorectal 5
5858 cancer; 6

6262 (3) encourages the Centers for Disease Control 1
6363 and Prevention to continue and expand their work to 2
6464 identify those factors that result in the colorectal ra-3
6565 cial screening disparity and develop effective strate-4
6666 gies to reduce and ultimately eliminate racial dis-5
6767 parities in colorectal screening; 6
6868 (4) encourages everyone get colorectal cancer 7
6969 screening when recommended by the United States 8
7070 Preventive Services Task Force; 9
7171 (5) encourages the Centers for Disease Control 10
7272 and Prevention to conduct research to determine any 11
7373 environmental factors, and the National Institutes of 12
7474 Health to conduct research into any physiological 13
7575 factors that cause an elevated risk for colorectal can-14
7676 cer in young adults; and 15
7777 (6) urges State health plans to quickly adopt 16
7878 new measures to cover colorectal screenings for indi-17
7979 viduals at a lower age, with special consideration for 18
8080 the Black community and all those at higher risk for 19
8181 colorectal cancer. 20
