16	16	ferred to the Committee on Foreign Affairs

18	18	Recognizing the cultural and historical significance of
19	19	Nowruz.
20	20	Whereas Nowruz marks the traditional Iranian New Year,
21	21	which originated in ancient Persia, and dates back more
22	22	than 3,000 years;
23	23	Whereas Nowruz, meaning a ‘‘New Day’’, occurs on the
24	24	vernal equinox and celebrates the arrival of spring;
25	25	Whereas Nowruz symbolizes a time of renewal and commu-
26	26	nity, it harkens the departure from the trials and tribu-
27	27	lations of the previous year, and it brings hope for the
28	28	new year;
29	29	Whereas Nowruz is celebrated by nearly 300,000,000 Ira-
30	30	nians and other peoples all over the world, including in

34	34	the United States, Iran, and other countries in Central
35	35	Asia, South Asia, the Caucasus, Crimea, and the Balkan
36	36	region;
37	37	Whereas Nowruz is also celebrated by other peoples all over
38	38	the world, including in Armenia, Bosnia, Iraq, Pakistan,
39	39	India, Bangladesh, Afghanistan, Kazakhstan,
40	40	Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan,
41	41	Syria, Turkey, China, and other countries;
42	42	Whereas Nowruz is celebrated by Iranian Americans of all
43	43	backgrounds, including those with Baha’i, Christian,
44	44	Jewish, Muslim, Zoroastrian, and nonreligious back-
45	45	grounds;
46	46	Whereas Nowruz serves to remind the United States of the
47	47	many lasting contributions of the Persian civilization to
48	48	the world and the noteworthy impact of Iranian Ameri-
49	49	cans to the social and economic fabric of society in the
50	50	United States;
51	51	Whereas Iranian Americans continue to make contributions
52	52	in all sectors of American public life, including govern-
53	53	ment, military, and law enforcement officials working to
54	54	uphold the Constitution of the United States and to pro-
55	55	tect all people in the United States;
56	56	Whereas Iranian Americans maintain strong ties to the peo-
57	57	ple of Iran and desire to see a democratic Iran that re-
58	58	spects human rights;
59	59	Whereas, since September 2022, following the in-custody
60	60	death of Mahsa Amini, widespread protests erupted
61	61	across Iran, with all segments of society demanding fun-
62	62	damental human rights in support of the Woman, Life,
63	63	Freedom movement, which the Iranian Government bru-
64	64	tally suppressed through extreme violence, internet shut-

68	68	downs, and ongoing repression, yet the movement en-
69	69	dures today with women leading a quiet revolution by re-
70	70	jecting the mandatory hijab;
71	71	Whereas promoting internet freedom in Iran is a critical ele-
72	72	ment of supporting the Iranian people in their struggle
73	73	for a peaceful and democratic Iran;
74	74	Whereas Congress supports the Iranian people’s right to free-
75	75	dom of expression and speech, including support for
76	76	internet freedom programs that circumvent the Iranian
77	77	regime censorship and internet blackouts; and
78	78	Whereas Nowruz embodies the tradition that each individ-
79	79	ual’s thinking, speaking, and conduct should always be
80	80	virtuous, and the ideal of compassion for our fellow
81	81	human beings regardless of ethnicity or religion, and con-
82	82	nects the Persian New Year to the values of human
83	83	rights: Now, therefore, be it
84	84	Resolved, That the House of Representatives— 1
85	85	(1) recognizes the cultural and historical signifi-2
86	86	cance of Nowruz; 3
87	87	(2) expresses its appreciation for the contribu-4
88	88	tions of Iranian Americans to society in the United 5
89	89	States in observance of Nowruz; 6
90	90	(3) recognizes the hopes and aspirations of all 7
91	91	people, including the people of Iran, for human 8
92	92	rights, religious tolerance, open access to the inter-9
93	93	net, and freedom as embodied in the spirit of 10
94	94	Nowruz; 11

99	99	holiday in both the United States and Iran, and 2
100	100	strongly supports the right of all Iranians to exercise 3
101	101	freedom of assembly, freedom of expression, and 4

103	103	(5) wishes Iranian Americans and the people of 6
104	104	Iran and all those who observe this holiday a pros-7
