1818 Recognizing the cultural and historical significance of
1919 Nowruz.
2020 Whereas Nowruz marks the traditional Iranian New Year,
2121 which originated in ancient Persia, and dates back more
2222 than 3,000 years;
2323 Whereas Nowruz, meaning a ‘‘New Day’’, occurs on the
2424 vernal equinox and celebrates the arrival of spring;
2525 Whereas Nowruz symbolizes a time of renewal and commu-
2626 nity, it harkens the departure from the trials and tribu-
2727 lations of the previous year, and it brings hope for the
2828 new year;
2929 Whereas Nowruz is celebrated by nearly 300,000,000 Ira-
3030 nians and other peoples all over the world, including in

3434 the United States, Iran, and other countries in Central
3535 Asia, South Asia, the Caucasus, Crimea, and the Balkan

3737 Whereas Nowruz is also celebrated by other peoples all over
3838 the world, including in Armenia, Bosnia, Iraq, Pakistan,
3939 India, Bangladesh, Afghanistan, Kazakhstan,
4040 Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan,
4141 Syria, Turkey, China, and other countries;
4242 Whereas Nowruz is celebrated by Iranian Americans of all
4343 backgrounds, including those with Baha’i, Christian,
4444 Jewish, Muslim, Zoroastrian, and nonreligious back-
4545 grounds;
4646 Whereas Nowruz serves to remind the United States of the
4747 many lasting contributions of the Persian civilization to
4848 the world and the noteworthy impact of Iranian Ameri-
4949 cans to the social and economic fabric of society in the
5050 United States;
5151 Whereas Iranian Americans continue to make contributions
5252 in all sectors of American public life, including govern-
5353 ment, military, and law enforcement officials working to
5454 uphold the Constitution of the United States and to pro-
5555 tect all people in the United States;
5656 Whereas Iranian Americans maintain strong ties to the peo-
5757 ple of Iran and desire to see a democratic Iran that re-
5858 spects human rights;
5959 Whereas, since September 2022, following the in-custody
6060 death of Mahsa Amini, widespread protests erupted
6161 across Iran, with all segments of society demanding fun-
6262 damental human rights in support of the Woman, Life,
6363 Freedom movement, which the Iranian Government bru-
6464 tally suppressed through extreme violence, internet shut-

6868 downs, and ongoing repression, yet the movement en-
6969 dures today with women leading a quiet revolution by re-
7070 jecting the mandatory hijab;
7171 Whereas promoting internet freedom in Iran is a critical ele-
7272 ment of supporting the Iranian people in their struggle
7373 for a peaceful and democratic Iran;
7474 Whereas Congress supports the Iranian people’s right to free-
7575 dom of expression and speech, including support for
7676 internet freedom programs that circumvent the Iranian
7777 regime censorship and internet blackouts; and
7878 Whereas Nowruz embodies the tradition that each individ-
7979 ual’s thinking, speaking, and conduct should always be
8080 virtuous, and the ideal of compassion for our fellow
8181 human beings regardless of ethnicity or religion, and con-
8282 nects the Persian New Year to the values of human
8383 rights: Now, therefore, be it
8484 Resolved, That the House of Representatives— 1
8585 (1) recognizes the cultural and historical signifi-2
8686 cance of Nowruz; 3
8787 (2) expresses its appreciation for the contribu-4
8888 tions of Iranian Americans to society in the United 5
8989 States in observance of Nowruz; 6
9090 (3) recognizes the hopes and aspirations of all 7
9191 people, including the people of Iran, for human 8
9292 rights, religious tolerance, open access to the inter-9
9393 net, and freedom as embodied in the spirit of 10
9494 Nowruz; 11
