14	14	Recognizing the longstanding friendship between the
15	15	Kingdom of Morocco and the United States of America.
16	16	Whereas December 1, 2027, will mark the 250th anniversary
17	17	of the Kingdom of Morocco becoming the first country to
18	18	recognize the United States of America, a milestone in
19	19	one of the longest standing diplomatic relationships in
20	20	United States history;
21	21	Whereas, on December 1, 1777, Sultan Sidi Muhammad Ben
22	22	Abdullah established relations with the United States,
23	23	opening Moroccan ports to American merchants during
24	24	the War for Independence;
25	25	Whereas, in December 1780, the Continental Congress sent
26	26	its first diplomatic correspondence to the Kingdom of
27	27	Morocco, expressing a desire for peace and friendship;

31	31	Whereas, on July 18, 1787, the United States ratified the
32	32	Treaty of Peace and Friendship, also known as the Trea-
33	33	ty of Marrakech, establishing formal diplomatic and com-
34	34	mercial relations between the United States and the
35	35	Kingdom of Morocco;
36	36	Whereas the Treaty of Peace and Friendship remains the
37	37	longest unbroken diplomatic relationship in United States
38	38	history;
39	39	Whereas the Kingdom of Morocco gifted the Tangier Amer-
40	40	ican Legation to the United States in 1821, making it
41	41	the first American diplomatic property abroad and a last-
42	42	ing symbol of United States-Morocco friendship;
43	43	Whereas Morocco has historically fostered religious coexist-
44	44	ence, including the protection of Jewish communities, and
45	45	has engaged in interfaith dialogue and Holocaust edu-
46	46	cation;
47	47	Whereas Moroccan-American communities contribute to the
48	48	cultural diversity of the United States and maintain deep
49	49	connections to their heritage;
50	50	Whereas the United States and Morocco have built a multi-
51	51	faceted partnership based on shared strategic, economic,
52	52	and cultural interests;
53	53	Whereas Morocco remains the only African country with a
54	54	Free Trade Agreement (FTA) with the United States,
55	55	and since the FTA’s enactment in 2006, bilateral agricul-
56	56	tural trade has expanded;
57	57	Whereas the United States and Morocco cooperate closely on
58	58	regional security, counterterrorism efforts, and military
59	59	coordination, including participation in joint military ex-
60	60	ercises such as African Lion;

64	64	Whereas Morocco collaborates with the United States in nu-
65	65	clear nonproliferation, countering illicit arms trafficking,
66	66	and enhancing regional security initiatives;
67	67	Whereas Morocco is a signatory to the Abraham Accords and
68	68	continues to engage in diplomatic initiatives to promote
69	69	regional stability;
70	70	Whereas the United States and Morocco engage in cultural,
71	71	educational, and humanitarian cooperation, including
72	72	Peace Corps programs, disaster management training,
73	73	and joint health initiatives; and
74	74	Whereas Morocco participates in global humanitarian efforts,
75	75	including public health initiatives and crisis response col-
76	76	laborations: Now, therefore, be it
77	77	Resolved, That the House of Representatives— 1
78	78	(1) recognizes the approaching 250th anniver-2
79	79	sary of the Kingdom of Morocco’s recognition of the 3
80	80	United States and the enduring friendship between 4
81	81	the two nations; 5
82	82	(2) acknowledges Morocco’s history of religious 6
83	83	coexistence and the contributions of Moroccan-Amer-7
84	84	ican communities to United States society; 8
85	85	(3) affirms the importance of the United 9
86	86	States-Morocco relationship in promoting mutual 10
87	87	economic and security interests; 11
88	88	(4) commends Morocco’s engagement in re-12
89	89	gional diplomacy, including its participation in the 13
90	90	Abraham Accords; 14

100	100	stone in the lead-up to 2027, highlighting the histor-7
101	101	ical and strategic importance of the United States- 8
