1414 Recognizing the longstanding friendship between the
1515 Kingdom of Morocco and the United States of America.
1616 Whereas December 1, 2027, will mark the 250th anniversary
1717 of the Kingdom of Morocco becoming the first country to
1818 recognize the United States of America, a milestone in
1919 one of the longest standing diplomatic relationships in
2020 United States history;
2121 Whereas, on December 1, 1777, Sultan Sidi Muhammad Ben
2222 Abdullah established relations with the United States,
2323 opening Moroccan ports to American merchants during
2424 the War for Independence;
2525 Whereas, in December 1780, the Continental Congress sent
2626 its first diplomatic correspondence to the Kingdom of
2727 Morocco, expressing a desire for peace and friendship;

3131 Whereas, on July 18, 1787, the United States ratified the
3232 Treaty of Peace and Friendship, also known as the Trea-
3333 ty of Marrakech, establishing formal diplomatic and com-
3434 mercial relations between the United States and the
3535 Kingdom of Morocco;
3636 Whereas the Treaty of Peace and Friendship remains the
3737 longest unbroken diplomatic relationship in United States
3838 history;
3939 Whereas the Kingdom of Morocco gifted the Tangier Amer-
4040 ican Legation to the United States in 1821, making it
4141 the first American diplomatic property abroad and a last-
4242 ing symbol of United States-Morocco friendship;
4343 Whereas Morocco has historically fostered religious coexist-
4444 ence, including the protection of Jewish communities, and
4545 has engaged in interfaith dialogue and Holocaust edu-
4646 cation;
4747 Whereas Moroccan-American communities contribute to the
4848 cultural diversity of the United States and maintain deep
4949 connections to their heritage;
5050 Whereas the United States and Morocco have built a multi-
5151 faceted partnership based on shared strategic, economic,
5252 and cultural interests;
5353 Whereas Morocco remains the only African country with a
5454 Free Trade Agreement (FTA) with the United States,
5555 and since the FTA’s enactment in 2006, bilateral agricul-
5656 tural trade has expanded;
5757 Whereas the United States and Morocco cooperate closely on
5858 regional security, counterterrorism efforts, and military
5959 coordination, including participation in joint military ex-
6060 ercises such as African Lion;

6464 Whereas Morocco collaborates with the United States in nu-
6565 clear nonproliferation, countering illicit arms trafficking,
6666 and enhancing regional security initiatives;
6767 Whereas Morocco is a signatory to the Abraham Accords and
6868 continues to engage in diplomatic initiatives to promote
6969 regional stability;
7070 Whereas the United States and Morocco engage in cultural,
7171 educational, and humanitarian cooperation, including
7272 Peace Corps programs, disaster management training,
7373 and joint health initiatives; and
7474 Whereas Morocco participates in global humanitarian efforts,
7575 including public health initiatives and crisis response col-
7676 laborations: Now, therefore, be it
7777 Resolved, That the House of Representatives— 1
7878 (1) recognizes the approaching 250th anniver-2
7979 sary of the Kingdom of Morocco’s recognition of the 3
8080 United States and the enduring friendship between 4
8181 the two nations; 5
8282 (2) acknowledges Morocco’s history of religious 6
8383 coexistence and the contributions of Moroccan-Amer-7
8484 ican communities to United States society; 8
8585 (3) affirms the importance of the United 9
8686 States-Morocco relationship in promoting mutual 10
8787 economic and security interests; 11
8888 (4) commends Morocco’s engagement in re-12
8989 gional diplomacy, including its participation in the 13
9090 Abraham Accords; 14
