12	12	which was referred to the Committee on Energy and Commerce
13	13	RESOLUTION
14	14	Expressing support for the designation of May 15, 2025,
15	15	as ‘‘Prader-Willi Syndrome Awareness Day’’ to raise
16	16	awareness of and promote research on the disorder.
17	17	Whereas Prader-Willi syndrome (PWS) is a rare genetic dis-
18	18	order and the most common of the genetic disorders that
19	19	cause life-threatening obesity in children;
20	20	Whereas PWS usually results from problems on chromosome
21	21	15;
22	22	Whereas PWS is a complex genetic disorder that occurs in
23	23	approximately 1 out of every 15,000 births;
24	24	Whereas, in the United States, there are approximately
25	25	10,000 to 20,000 living individuals with PWS;
26	26	Whereas PWS affects—

31	31	(2) all races and ethnicities;
32	32	Whereas PWS causes an extreme and insatiable appetite,
33	33	often resulting in severe obesity;
34	34	Whereas severe obesity is the major cause of death for indi-
35	35	viduals with PWS;
36	36	Whereas one of the main symptoms of PWS is the inability
37	37	to control eating and constant hunger, and other symp-
38	38	toms include low muscle tone and poor feeding as an in-
39	39	fant, delays in intellectual development, and difficulty
40	40	controlling emotions;
41	41	Whereas PWS causes cognitive and learning disabilities and
42	42	behavioral difficulties, including obsessive-compulsive dis-
43	43	order and difficulty controlling emotions;
44	44	Whereas PWS affects many aspects of the person’s life, in-
45	45	cluding eating, behavior and mood, physical growth, and
46	46	intellectual development;
47	47	Whereas PWS can affect hormone production and cause
48	48	other health complications;
49	49	Whereas PWS can lead to obesity and related complications
50	50	such as heart issues, diabetes, and high blood pressure;
51	51	Whereas studies have shown that individuals with PWS have
52	52	a high morbidity and mortality rate;
53	53	Whereas individuals with PWS, like many other rare dis-
54	54	orders, experience challenges with obtaining a diagnosis,
55	55	limited treatment options, and difficulty finding and ac-
56	56	cessing treatment centers and physicians with expertise
57	57	in PWS;
58	58	Whereas there is no known cure for PWS;

62	62	Whereas early diagnosis of PWS allows families to access
63	63	treatment, intervention services, and support from health
64	64	professionals, advocacy organizations, and other families
65	65	who are dealing with PWS;
66	66	Whereas discovered treatments, including the use of human
67	67	growth hormone, are improving the quality of life for in-
68	68	dividuals with the syndrome and offer new hope to fami-
69	69	lies, but many difficult symptoms associated with PWS
70	70	remain untreated;
71	71	Whereas increased research into PWS—
72	72	(1) may lead to a better understanding of the dis-
73	73	order, more effective treatments, and an eventual cure for
74	74	PWS; and
75	75	(2) is likely to lead to a better understanding of
76	76	common public health concerns, including childhood obe-
77	77	sity and mental health;
78	78	Whereas there is a critical need for research and development
79	79	to advance treatments for PWS;
80	80	Whereas studies have shown that individuals with PWS have
81	81	a high morbidity and mortality rate;
82	82	Whereas the Prader-Willi Syndrome Association, a nonprofit
83	83	organization established in 1975, provides parents and
84	84	health care professionals with a national and inter-
85	85	national network of information, support services, and re-
86	86	search endeavors to expressly meet the needs of children
87	87	and adults with PWS and their families;
88	88	Whereas the organization comprises parents, professionals,
89	89	and other interested individuals who are taking active
90	90	roles in improving the lives of people with PWS;
91	91	Whereas the goals of the organization include—

96	96	families;
97	97	(2) improving communication and education; and
98	98	(3) acting as a lifetime advocate for affected individ-
99	99	uals;
100	100	Whereas the association also supports research, interdiscipli-
101	101	nary communication, and increased professional knowl-
102	102	edge of treatments; and
103	103	Whereas ‘‘Prader-Willi Syndrome Awareness Day’’ is ex-
104	104	pected to be observed in the United States for years to
105	105	come, providing hope and information for patients, care-
106	106	givers, and families around the country: Now, therefore,
107	107	be it
108	108	Resolved, That the House of Representatives— 1
109	109	(1) supports the designation of ‘‘Prader-Willi 2
110	110	Syndrome Awareness Day’’; 3
111	111	(2) applauds the efforts of advocates and orga-4
112	112	nizations that encourage awareness, promote re-5
113	113	search, and provide education, support, and hope to 6
114	114	those impacted by Prader-Willi syndrome; 7
115	115	(3) recognizes the commitment of parents, fam-8
116	116	ilies, researchers, health professionals, and others 9
117	117	dedicated to finding an effective treatment and even-10
118	118	tual cure for Prader-Willi syndrome; and 11
119	119	(4) recognizes the importance of, with respect 12
120	120	to Prader-Willi syndrome— 13
121	121	(A) improving awareness and educating 14
122	122	the public; 15
