1616 Expressing support for the designation of March 2025 as
1717 ‘‘Music in Our Schools Month’’.
1818 Whereas music has been present in every known human cul-
1919 ture throughout history and modern times;
2020 Whereas music is one of the most important manifestations
2121 of the cultural heritage of the United States, as music
2222 embodies our national identity and illustrates our shared
2323 history;
2424 Whereas music education helps communities share ideas and
2525 values among cultures and generations, promoting a more
2626 cooperative and inclusive citizenry;

3030 Whereas singing has existed in classrooms in the United
3131 States since before the signing of the Declaration of
3232 Independence;
3333 Whereas, in 1838, music as its own curriculum was first
3434 adopted by public authority in the public schools of Bos-
3535 ton, Massachusetts;
3636 Whereas the development of a musical people has been and
3737 remains dependent on a public commitment to the teach-
3838 ing of music in all schools;
3939 Whereas State legislatures and educational agencies have
4040 supported music as part of the regular school curriculum;
4141 Whereas the Every Student Succeeds Act (Public Law 114–
4242 95; 129 Stat. 1802) identified music as part of a well-
4343 rounded education;
4444 Whereas music is a means for exploring the emotional and
4545 aesthetic dimensions of the human experience;
4646 Whereas music holds intrinsic value as an art form, providing
4747 opportunity for self-expression, fellowship, and spiritual
4848 fulfillment;
4949 Whereas research has documented that participation in school
5050 music programs promotes student engagement, leading to
5151 improved social and academic outcomes, particularly for
5252 at-risk students;
5353 Whereas research has documented that participation in school
5454 music programs also promotes cognitive, social, and emo-
5555 tional development, exercising skills valuable to the work-
5656 force such as motivation, attentiveness, self-discipline,
5757 teamwork, persistence, empathy, respect, and leadership;
5858 and

6262 Whereas a disproportionate number of students without ac-
6363 cess to music education attend schools in urban or rural
6464 communities, public schools with a high percentage of
6565 students from low-income families, and public schools
6666 that are majority Black, Hispanic, or Native American:
6767 Now, therefore, be it
6868 Resolved, That the House of Representatives— 1
6969 (1) supports the designation of ‘‘Music in Our 2
7070 Schools Month’’; and 3
7171 (2) recognizes— 4
7272 (A) the fundamental importance of music 5
7373 to the culture of the United States; 6
7474 (B) the long history of music as an inte-7
7575 gral part of the schools in the United States; 8
7676 (C) the disparate access to high-quality 9
7777 music education that exists across the United 10
7878 States; and 11
7979 (D) the need to do more to support the 12
8080 teaching and learning of music in public 13
8181 schools. 14
