1515 Deeming certain conduct of members of Antifa as domestic
1616 terrorism and designating Antifa as a domestic terrorist
1717 organization.
1818 Whereas the extremist organization Antifa is motivated by
1919 communism, anarchism, socialism, and violence, and has
2020 continuously demonstrated their commitment to lawless-
2121 ness and criminal behavior;
2222 Whereas, in 2016, the Department of Homeland Security for-
2323 mally classified Antifa activities as ‘‘domestic terrorist vi-
2424 olence’’;
2525 Whereas one chapter, Rose City Antifa, has rejected the civil
2626 treatment of perceived enemies, stating, ‘‘We can’t just
2727 argue against them; we have to prevent them from orga-
2828 nizing by any means necessary.’’, and this same chapter

3232 publicly stated, ‘‘We are unapologetic about the reality
3333 that fighting fascism at points requires physical mili-
3434 tancy.’’;
3535 Whereas the far-left militant organization held signs reading,
3636 ‘‘We are ungovernable’’ and ‘‘Abolish ICE, no cops, pris-
3737 ons, borders, presidents’’, illustrating their dedication to
3838 lawlessness;
3939 Whereas, in response to the 2017 violent riots, an Antifa ex-
4040 tremist stated, ‘‘Sometimes you have to use direct action
4141 to stop it because protesting, signs, yelling is not going
4242 to do anything. You have to make them afraid.’’;
4343 Whereas Federal Bureau of Investigation Director Chris-
4444 topher Wray stated in a testimony to the House Home-
4545 land Security Committee, ‘‘We have seen folks who sub-
4646 scribe or identify with the Antifa movement, who coalesce
4747 regionally into small groups or nodes and they are cer-
4848 tainly organized at that level’’, proving these extreme,
4949 violent attacks, disguised under the name of protests, are
5050 coordinated, organized events that are orchestrated by
5151 Antifa;
5252 Whereas the Congressional Research Service reports that
5353 Antifa literature urges followers to publicize information
5454 such as home addresses, phone numbers, photographs,
5555 and social media profiles of perceived enemies;
5656 Whereas, in June 2018, at least 1,500 U.S. Immigration and
5757 Customs Enforcement (referred to in this resolution as
5858 ‘‘ICE’’) employees were doxed by an Antifa-linked Twit-
5959 ter account and were subjected to violent threats and
6060 harassments;

6464 Whereas, in February 2017, black-bloc, Antifa-affiliated riots
6565 resulted in $100,000 worth of damage at the University
6666 of California at Berkeley;
6767 Whereas, in February 2017, over 200 rioters were indicted on
6868 charges of assaulting police officers, torching a limousine,
6969 and smashing windows of several businesses, and other
7070 Antifa-affiliated rioters were armed with hammers, crow-
7171 bars, bricks, rocks, flares, firecrackers, and other explo-
7272 sive devices;
7373 Whereas, in August 2017, approximately 100 Antifa rioters
7474 incited violence during a peaceful rally in Berkeley, Cali-
7575 fornia, where these terrorists were repeatedly punching
7676 and kicking innocent people, sending several peaceful
7777 protestors to the hospital, and ultimately 13 rioters were
7878 arrested on a range of charges including assault with
7979 deadly weapons and obstructing a police officer;
8080 Whereas, in July 2020, a self-proclaimed member of Antifa,
8181 Willem Van Spronsen, tossed lit objects at vehicles and
8282 buildings, caused a car fire, attempted to ignite a 500-
8383 gallon propane tank, and attempted to firebomb the ICE
8484 detention facility in Tacoma, Washington;
8585 Whereas, in February 2021, the United States Attorney for
8686 the District of Oregon stated that Antifa caused more
8787 than $2,300,000 in riot damage to Federal property in
8888 Oregon, not including any damages to private businesses
8989 or State, county, and city buildings;
9090 Whereas, over the summer of 2020, Antifa assisted in inflict-
9191 ing over $2,000,000,000 in damages against churches,
9292 Federal buildings, businesses, and other downtown struc-
9393 tures across 20 States, resulting in the death of at least
9494 30 individuals as well as 700 injured police officers;

9898 Whereas, over the summer and fall of 2020, Portland District
9999 Attorney Mike Schmidt refused to file charges in approxi-
100100 mately 70 percent of the approximate 1,000 protest- and
101101 riot-related cases brought by police officers;
102102 Whereas, in May 2020, the Department of Justice formally
103103 labeled Antifa violence as domestic terrorism in a public
104104 statement saying, ‘‘The violence instigated and carried
105105 out by Antifa and other similar groups in connection with
106106 the rioting is domestic terrorism and will be treated ac-
107107 cordingly.’’;
108108 Whereas Black Lives Matter-Antifa rioter Malik Fard Mu-
109109 hammad was sentenced to 10 years in Federal prison for
110110 ‘‘repeatedly and intentionally jeopardizing the lives of po-
111111 lice officers, destroying public property, and encouraging
112112 others to commit violence during protests that occurred
113113 in Portland in 2020’’;
114114 Whereas, in January 2021, Portland Police Bureau officials
115115 reported that Antifa rioters attacked officers in down-
116116 town Portland shooting commercial-grade, aerial fire-
117117 works and firebombs, and destroying government prop-
118118 erty and over a dozen downtown businesses;
119119 Whereas in that same riot, police were also attacked with
120120 bricks, rocks, and frozen water bottles, and Portland
121121 Mayor Ted Wheeler reported at least tens of thousands
122122 of dollars in damage had been done;
123123 Whereas, in August 2022, Antifa ardently defended the
124124 sexualization of children by guarding a ‘‘kid-friendly’’
125125 drag show at a North Texas distillery;
126126 Whereas, in January 2023, Atlanta police arrested 6 extrem-
127127 ists on charges of domestic terrorism following violent
128128 riots carried out by members of Antifa who shattered

132132 windows, destroyed businesses, torched a police car, and
133133 vandalized the walls of the city;
134134 Whereas, in January 2023, Antifa issued a statement telling
135135 its followers to bring pipes, spray paint, kerosene, and
136136 lighters to New York City to ‘‘Burn it all down’’;
137137 Whereas, in March 2023, Antifa-affiliated rioters set fire to
138138 the future Atlanta police training facility by launching
139139 fireworks, Molotov cocktails, and other destructive items
140140 at police officers and into the facility’s construction site
141141 resulting in arrests of 23 extremists on charges of domes-
142142 tic terrorism;
143143 Whereas these coordinated, destructive acts of hate carried
144144 out by Antifa are attacks against the Nation’s law en-
145145 forcement as well as the American people and have no
146146 place in the United States; and
147147 Whereas members of Antifa are relentlessly dedicated to
148148 using acts of domestic terrorism in order to suppress op-
149149 posing political ideologies: Now, therefore, be it
150150 Resolved, That— 1
151151 (1) this conduct of Antifa members, or any un-2
152152 lawful conduct performed at an Antifa-affiliated 3
153153 demonstration, is deemed to be domestic terrorism 4
154154 (as such term is defined in section 2331 of title 18, 5
155155 United States Code); 6
156156 (2) the House of Representatives designates 7
157157 Antifa, and any other affiliated group or subsidiary 8
158158 of Antifa, to be a domestic terrorist organization; 9
