15	15	Honoring the accomplishments and legacy of Ce´sar Estrada
16	16	Cha´vez.
17	17	Whereas Ce´sar Estrada Cha´vez was born on March 31, 1927,
18	18	near Yuma, Arizona;
19	19	Whereas Ce´sar Estrada Cha´vez spent his early years on a
20	20	family farm;
21	21	Whereas, at the age of 10, Ce´sar Estrada Cha´vez joined the
22	22	thousands of migrant farmworkers laboring in fields and
23	23	vineyards throughout the Southwest after a bank fore-
24	24	closure resulted in the loss of the family farm;
25	25	Whereas Ce´sar Estrada Cha´vez, after attending more than
26	26	30 elementary and middle schools and achieving an
27	27	eighth grade education, left school to work full-time as a
28	28	farmworker to help support his family;

32	32	Whereas, at the age of 17, Ce´sar Estrada Cha´vez entered the
33	33	United States Navy and served the United States with
34	34	distinction for 2 years;
35	35	Whereas, in 1948, Ce´sar Estrada Cha´vez returned from mili-
36	36	tary service to marry Helen Fabela, whom he had met
37	37	while working in the vineyards of central California;
38	38	Whereas Ce´sar Estrada Cha´vez and Helen Fabela had 8 chil-
39	39	dren;
40	40	Whereas, as early as 1949, Ce´sar Estrada Cha´vez was com-
41	41	mitted to organizing farmworkers to campaign for safe
42	42	and fair working conditions, reasonable wages, livable
43	43	housing, and the outlawing of child labor;
44	44	Whereas, in 1952, Ce´sar Estrada Cha´vez joined the Commu-
45	45	nity Service Organization, a prominent Latino civil rights
46	46	group, and worked with the organization to coordinate
47	47	voter registration drives and conduct campaigns against
48	48	discrimination in east Los Angeles;
49	49	Whereas Ce´sar Estrada Cha´vez served as the national direc-
50	50	tor of the Community Service Organization;
51	51	Whereas, in 1962, Ce´sar Estrada Cha´vez left the Community
52	52	Service Organization to found the National Farm Work-
53	53	ers Association, which eventually became the United
54	54	Farm Workers of America;
55	55	Whereas Ce´sar Estrada Cha´vez was a strong believer in the
56	56	principles of nonviolence practiced by Mahatma Gandhi
57	57	and Dr. Martin Luther King, Jr.;
58	58	Whereas Ce´sar Estrada Cha´vez effectively used peaceful tac-
59	59	tics that included fasting for 25 days in 1968, 25 days
60	60	in 1972, and 36 days in 1988, to call attention to the
61	61	terrible working and living conditions of farmworkers in
62	62	the United States;

66	66	Whereas, under the leadership of Ce´sar Estrada Cha´vez, the
67	67	United Farm Workers of America organized thousands of
68	68	migrant farmworkers to fight for fair wages, health care
69	69	coverage, pension benefits, livable housing, and respect;
70	70	Whereas his union’s efforts brought about the passage of the
71	71	landmark 1975 California Agricultural Labor Relations
72	72	Act, which sought justice and guaranteed certain protec-
73	73	tions for farmworkers;
74	74	Whereas, through his commitment to nonviolence, Ce´sar
75	75	Estrada Cha´vez brought dignity and respect to the orga-
76	76	nized farmworkers and became an inspiration to and a
77	77	resource for individuals engaged in human rights strug-
78	78	gles throughout the world;
79	79	Whereas the influence of Ce´sar Estrada Cha´vez extends far
80	80	beyond agriculture and provides inspiration for those
81	81	working to better human rights, empower workers, and
82	82	advance the American Dream, which includes all inhab-
83	83	itants of the United States;
84	84	Whereas Ce´sar Estrada Cha´vez died on April 23, 1993, at
85	85	the age of 66 in San Luis, Arizona, only miles from his
86	86	birthplace;
87	87	Whereas more than 50,000 people attended the funeral serv-
88	88	ices of Ce´sar Estrada Cha´vez in Delano, California;
89	89	Whereas Ce´sar Estrada Cha´vez was laid to rest at the head-
90	90	quarters of the United Farm Workers of America, known
91	91	as Nuestra Sen˜ora de La Paz, located in the Tehachapi
92	92	Mountains in Keene, California;
93	93	Whereas, since the death of Ce´sar Estrada Cha´vez, schools,
94	94	parks, streets, libraries, and other public facilities, as well
95	95	as awards and scholarships, have been named in his
96	96	honor;

100	100	Whereas 10 States and dozens of communities across the
101	101	United States honor the life and legacy of Ce´sar Estrada
102	102	Cha´vez on March 31st of each year;
103	103	Whereas March 31 is recognized as an official State holiday
104	104	in California, Colorado, Minnesota, Texas, and Wash-
105	105	ington, and there is growing support to designate the
106	106	birthday of Ce´sar Estrada Cha´vez as a National Day of
107	107	Service to memorialize his heroism;
108	108	Whereas, during his lifetime, Ce´sar Estrada Cha´vez was a re-
109	109	cipient of the Martin Luther King, Jr., Peace Prize;
110	110	Whereas, on August 8, 1994, Ce´sar Estrada Cha´vez was
111	111	posthumously awarded the Presidential Medal of Free-
112	112	dom;
113	113	Whereas, on May 5, 2012, the Navy christened and launched
114	114	the dry cargo ship the USNS Cesar Chavez, in honor of
115	115	prominent civil rights activist Ce´sar Estrada Cha´vez, who
116	116	served in the Navy during World War II;
117	117	Whereas, on October 8, 2012, President Barack Obama au-
118	118	thorized the Secretary of the Interior to establish a Ce´sar
119	119	Estrada Cha´vez National Monument in Keene, Cali-
120	120	fornia;
121	121	Whereas President Barack Obama first proclaimed March 31,
122	122	2010, to be ‘‘Ce´sar Cha´vez Day’’ and asked all people of
123	123	the United States to observe March 31 with service, com-
124	124	munity, and education programs to honor the enduring
125	125	legacy of Ce´sar Estrada Cha´vez;
126	126	Whereas President Joseph R. Biden, Jr., most recently hon-
127	127	ored the life and service of Ce´sar Estrada Cha´vez by pro-
128	128	claiming March 31, 2024, to be ‘‘Ce´sar Cha´vez Day’’ and
129	129	by asking all people of the United States to observe
130	130	March 31 with service, community, and education pro-

136	136	Whereas the United States should continue the efforts of
137	137	Ce´sar Estrada Cha´vez to ensure equality, justice, and
138	138	dignity for all people of the United States: Now, there-
139	139	fore, be it
140	140	Resolved, That the House of Representatives— 1
141	141	(1) recognizes the accomplishments and exam-2
142	142	ple of a great hero of the United States, Ce´sar 3
143	143	Estrada Cha´vez; 4
144	144	(2) pledges to promote the legacy of Ce´sar 5
145	145	Estrada Cha´vez; and 6
146	146	(3) encourages the people of the United States 7
147	147	to commemorate the legacy of Ce´sar Estrada Cha´vez 8
148	148	and to always remember his great rallying cry: ‘‘≠Sı´ 9
149	149	se puede!’’, which is Spanish for ‘‘Yes, we can!’’. 10
