1616 Expressing support for the diplomatic relations required to
1717 encourage the Government of Mexico to fulfill its water
1818 deliveries on an annual basis to the United States under
1919 the treaty between the United States and Mexico regard-
2020 ing the utilization of the Colorado and Tijuana Rivers
2121 and of the Rio Grande.
2222 Whereas the treaty between the United States and Mexico re-
2323 garding the utilization of the Colorado and Tijuana Riv-
2424 ers and of the Rio Grande, signed at Washington, Feb-
2525 ruary 1944 (59 Stat. 1219), commits the Government of
2626 Mexico to send an average of not less than 350,000 acre-
2727 feet of water annually over a 5-year cycle to the United
2828 States;

3232 Whereas Mexico repeatedly waits until the end of this 5-year
3333 cycle to fulfill such water commitment; and
3434 Whereas each year, farmers in south Texas are experiencing
3535 water shortages: Now, therefore, be it
3636 Resolved, That the House of Representatives— 1
3737 (1) supports the diplomatic relations required 2
3838 to encourage the Government of Mexico to fulfill its 3
3939 water deliveries on an annual basis to the United 4
4040 States under the treaty between the United States 5
4141 and Mexico regarding the utilization of the Colorado 6
4242 and Tijuana Rivers and of the Rio Grande, signed 7
4343 at Washington, February 1944 (59 Stat. 1219); 8
4444 (2) encourages Mexico to fulfill such commit-9
4545 ments on an annual basis; 10
4646 (3) acknowledges that farmers in south Texas 11
4747 are experiencing water shortages; and 12
4848 (4) encourages new commitments to ensure that 13
4949 the United States receives annual deliveries of at 14
5050 least 350,000 acre-feet of water under such treaty. 15
