1414 Expressing support for the designation of the week of April
1515 6 through April 12, 2025, as ‘‘National Water Week’’.
1616 Whereas each community in the United States, both large
1717 and small, and urban, rural, and Tribal, deserves to have
1818 access to affordable, safe, and clean drinking water, sani-
1919 tation, and other critical water infrastructure;
2020 Whereas more than 2,000,000 people in the United States
2121 lack access to running water, indoor plumbing, or waste-
2222 water services;
2323 Whereas small, rural, and disadvantaged community water
2424 systems struggle to make needed investments while keep-
2525 ing rates affordable;
2626 Whereas Federal investment in core drinking water, waste-
2727 water, stormwater capture, sustainable desalination, and

3131 water recycling programs allow local utilities and the cus-
3232 tomers of those local utilities to have the resources to
3333 affordably improve in water reliability and meet Federal
3434 regulatory obligations;
3535 Whereas source control is a critical first step to reducing
3636 emerging contaminants from entering water systems and
3737 the environment, along with advancing the state of the
3838 science on the risks of those contaminants, which is es-
3939 sential to protect public health;
4040 Whereas water infrastructure projects often rely on specific
4141 products and technologies, and substitutions may not be
4242 readily available, so it is critical to consider the realities
4343 unique to the water sector, and the near-term challenges
4444 that water infrastructure projects face;
4545 Whereas countless disadvantaged communities in the United
4646 States struggle to make needed investments in critical
4747 water infrastructure while simultaneously keeping rates
4848 affordable;
4949 Whereas water research helps solve some of the most pressing
5050 challenges for the water sector, such as—
5151 (1) aging infrastructure;
5252 (2) emerging contaminants;
5353 (3) resiliency to extreme weather;
5454 (4) drought and water scarcity; and
5555 (5) significant shifts in population;
5656 Whereas research and development aimed at finding cost-ef-
5757 fective solutions to the most pressing challenges for the
5858 water sector—
5959 (1) create more resilient and effective water systems;
6060 (2) create new jobs and support thriving commu-
6161 nities nationwide; and

6666 promote equitable solutions throughout the United
6767 States; and
6868 Whereas Congress and the executive branch should assist
6969 water utilities to ensure that those communities can con-
7070 tinue to fulfill their core mission of protecting public
7171 health and the environment while supporting local eco-
7272 nomic growth by addressing challenges related to—
7373 (1) managing aging water infrastructure, and esca-
7474 lating operation and maintenance costs, supply chain dis-
7575 ruptions, and workforce shortages;
7676 (2) addressing growing water quality impairments
7777 and regulations from emerging contaminants and nutri-
7878 ents; and
7979 (3) ensuring proper climate adaptation, system resil-
8080 iency, and security measures are in place: Now, therefore,

8282 Resolved, That the House of Representatives supports 1
8383 the designation of ‘‘National Water Week’’. 2
