the rule submitted by the Bureau of Consumer Financial Protection 
relating to ‘‘Overdraft Lending: Very Large Financial Institutions’’; pro-
viding for consideration of the joint resolution (S.J. Res. 28) dis-
approving the rule submitted by the Bureau of Consumer Financial 
Protection relating to’’Defining Larger Participants of a Market for 
General-Use Digital Consumer Payment Applications’’; providing for con-
sideration of the bill (H.R. 1526) to amend title 28, United States 
Code, to limit the authority of district courts to provide injunctive relief, 
and for other purposes; providing for consideration of the bill (H.R. 
22) to amend the National Voter Registration Act of 1993 to require 
proof of United States citizenship to register an individual to vote in 
elections for Federal office, and for other purposes; and for other pur-
poses.’’

18) disapproving the rule submitted by the Bureau of 
Consumer Financial Protection relating to ‘‘Overdraft 
Lending: Very Large Financial Institutions’’; providing 
for consideration of the joint resolution (S.J. Res. 28)

disapproving the rule submitted by the Bureau of Con-
sumer Financial Protection relating to’’Defining Larger 
Participants of a Market for General-Use Digital Con-
sumer Payment Applications’’; providing for consider-
ation of the bill (H.R. 1526) to amend title 28, United 
States Code, to limit the authority of district courts 
to provide injunctive relief, and for other purposes; pro-
viding for consideration of the bill (H.R. 22) to amend 
the National Voter Registration Act of 1993 to require 
proof of United States citizenship to register an indi-
vidual to vote in elections for Federal office, and for 
other purposes; and for other purposes.’’ 
Resolved, That upon adoption of this resolution it 1
shall be in order to consider in the House the joint resolu-2
tion (S.J. Res. 18) disapproving the rule submitted by the 3
Bureau of Consumer Financial Protection relating to 4
‘‘Overdraft Lending: Very Large Financial Institutions’’. 5
All points of order against consideration of the joint reso-6
lution are waived. The joint resolution shall be considered 7
as read. All points of order against provisions in the joint 8
resolution are waived. The previous question shall be con-9
sidered as ordered on the joint resolution and on any 10
amendment thereto to final passage without intervening 11
motion except: (1) one hour of debate equally divided and 12
controlled by the chair and ranking minority member of 13
the Committee on Financial Services or their respective 14
designees; and (2) one motion to commit. 15

SEC. 2. Upon adoption of this resolution it shall be 1
in order to consider in the House the joint resolution (S.J. 2
Res. 28) disapproving the rule submitted by the Bureau 3
of Consumer Financial Protection relating to ‘‘Defining 4
Larger Participants of a Market for General-Use Digital 5
Consumer Payment Applications’’. All points of order 6
against consideration of the joint resolution are waived. 7
The joint resolution shall be considered as read. All points 8
of order against provisions in the joint resolution are 9
waived. The previous question shall be considered as or-10
dered on the joint resolution and on any amendment 11
thereto to final passage without intervening motion except: 12
(1) one hour of debate equally divided and controlled by 13
the chair and ranking minority member of the Committee 14
on Financial Services or their respective designees; and 15
(2) one motion to commit. 16

a substitute recommended by the Committee on the Judi-23
ciary now printed in the bill shall be considered as adopt-24
ed. The bill, as amended, shall be considered as read. All 25

(b)(1) A motion to discharge a committee from con-1
sideration of a bill or resolution that, by relating in sub-2
stance to or dealing with the same subject matter, is sub-3
stantially the same as House Resolution 23 shall not be 4

(b)(2) A motion to discharge the Committee on Rules 6
from consideration of a resolution providing a special 7
