1414 Expressing support for the goals and ideals of National Child
1515 Abuse Prevention Month.
1616 Whereas children are fundamental to the success of our Na-
1717 tion and will shape the future of the United States;
1818 Whereas elected representatives and leaders in our commu-
1919 nities must be ever vigilant and proactive in support of
2020 evidence-based means to prevent child abuse and support
2121 families;
2222 Whereas adverse childhood experiences (ACEs) are traumatic
2323 experiences that occur during childhood with lasting long-
2424 term effects and include experiences such as child abuse
2525 and neglect, witnessing violence, or growing up in a
2626 household with a family member with a substance use
2727 disorder;

3131 Whereas at least 5 of the top 10 leading causes of death are
3232 associated with ACEs;
3333 Whereas preventing ACEs could reduce many health condi-
3434 tions, including up to 21,000,000 cases of depression,
3535 1,900,000 cases of heart disease, and 2,500,000 cases of
3636 overweight and obesity;
3737 Whereas every child is filled with tremendous promise, and
3838 we all have a collective responsibility to prevent ACEs,
3939 foster the potential of every child, and promote positive
4040 childhood experience;
4141 Whereas preventing child abuse and neglect before they hap-
4242 pen can reduce the costly lifetime economic burden asso-
4343 ciated with child maltreatment;
4444 Whereas investments in primary prevention pay off as studies
4545 show that the total lifetime economic burden associated
4646 with treating the consequences of child maltreatment is
4747 approximately $2,000,000,000,000;
4848 Whereas economic adversity has been observed as an in-
4949 creased risk for potential abuse of children;
5050 Whereas, in 2023, an estimated 7,782,600 children were re-
5151 ferred to child protective services agencies, alleging mal-
5252 treatment;
5353 Whereas, approximately 1 in 7 children in the United States
5454 has experienced child abuse or neglect annually;
5555 Whereas, in 2023, the National Center for Missing and Ex-
5656 ploited Children’s CyberTipline received 36,210,368 re-
5757 ports of suspected online child sexual abuse exploitation,
5858 a 12-percent increase from 2022;
5959 Whereas reports indicate that 1 in 4 girls and 1 in 13 boys
6060 experience sexual abuse before their 18th birthday;

6464 Whereas 93 percent of child sexual abuse victims are abused
6565 by a person they know and trust;
6666 Whereas children who are sexually abused, when not provided
6767 appropriate treatment, often suffer from lifelong prob-
6868 lems, such as physical and mental health challenges, and
6969 higher risk of drug and alcohol misuse, and suicide;
7070 Whereas education and awareness of possible signs of child
7171 abuse should be prioritized for purposes of prevention;
7272 Whereas Prevent Child Abuse America has a national net-
7373 work of Chapters and Healthy Families America sites
7474 providing prevention services and family support in our
7575 local districts;
7676 Whereas by intervening to prevent adversity and build resil-
7777 ience during a child’s most critical years of development,
7878 voluntary, evidence-based, home-visiting programs like
7979 Healthy Families America, the signature home-visiting
8080 program of Prevent Child Abuse America, have shown
8181 positive impact on reducing the recurrence of child abuse
8282 and neglect, decreased low-birthweight babies, improved
8383 school readiness for children, and increased high school
8484 graduation rates for parents; and
8585 Whereas Prevent Child Abuse America has a national net-
8686 work of Chapters and Healthy Families America sites
8787 providing prevention services and family support in our
8888 local districts: Now, therefore, be it
8989 Resolved, That the House of Representatives— 1
9090 (1) expresses support for the goals and ideals of 2
9191 National Child Abuse Prevention Month; 3
9292 (2) recognizes child abuse and child sexual 4
9393 abuse is preventable and that a healthy and pros-5
