1414 Recognizing that the retirement of nonintermittent electric
1515 generation facilities, before facilities with equal or greater
1616 reliability attributes are available, is a threat to the
1717 reliability of the United States electric grid.
1818 Whereas the North American Electric Reliability Corporation,
1919 in the 2024 Long-Term Reliability Assessment, identified
2020 several transmission regions as being at elevated or high
2121 risk of electricity shortages during extreme weather con-
2222 ditions or normal peak conditions, including—
2323 (1) the Electric Reliability Council of Texas;
2424 (2) the Midcontinent Independent System Operator;
2525 (3) the New England Subregion of the Northeast
2626 Power Coordinating Council;
2727 (4) the Pennsylvania, New Jersey, and Maryland
2828 Interconnection;

3333 poration;
3434 (6) the Southwest Power Pool; and
3535 (7) the California and Mexico Subregion of the
3636 Western Electricity Coordinating Council;
3737 Whereas the North American Electric Reliability Corporation
3838 anticipates the reserve margins of 18 out of 20 trans-
3939 mission subregions to fall below their respective reference
4040 margins by 2034, 7 of which are anticipated to turn neg-
4141 ative, meaning there will be less cushion, no cushion, or
4242 a negative cushion to handle unexpected spikes in elec-
4343 tricity demand across most of the United States;
4444 Whereas the North American Electric Reliability Corporation
4545 considers the retirement of hydrocarbon-powered genera-
4646 tion facilities, such as coal and natural gas, and the rapid
4747 interconnection of intermittent sources, such as solar and
4848 wind, as creating a variable and weather-dependent re-
4949 source mix, negatively affecting essential services and
5050 overall electric grid reliability;
5151 Whereas the North American Electric Reliability Corporation
5252 acknowledges that natural gas pipelines are not being
5353 added to the United States resource mix fast enough to
5454 meet demand, leaving some areas with insufficient nat-
5555 ural gas capacity for electric generation during peak de-
5656 mand;
5757 Whereas the North American Electric Reliability Corporation
5858 identified environmental regulations as the driving force
5959 behind retirements of coal, natural gas, and nuclear gen-
6060 erators, which could have a profound and negative effect
6161 on the reliability of the bulk power system over the next
6262 decade;

6666 Whereas electricity consumption from artificial intelligence,
6767 regarded as a strategically important emerging tech-
6868 nology by the Department of Defense, is expected to con-
6969 stitute up to 12 percent of total United States electricity
7070 consumption by 2030;
7171 Whereas total United States energy demand is expected to
7272 grow by 15 to 20 percent by 2035, according to the De-
7373 partment of Energy;
7474 Whereas the United States Energy Information Administra-
7575 tion projects, under a high-growth scenario, that indus-
7676 trial sector energy consumption will increase by 32 per-
7777 cent by 2050;
7878 Whereas, on January 20, 2025, President Trump declared a
7979 National Energy Emergency, stating that the policies of
8080 the previous administration have pushed the United
8181 States into a crisis marked by an inadequate, intermit-
8282 tent energy supply and a growing risk of electric grid in-
8383 stability;
8484 Whereas addressing this National Energy Emergency re-
8585 quires immediate and decisive action to restore reliability
8686 and security to the United States electric grid;
8787 Whereas, on January 20, 2025, President Trump issued an
8888 Executive order titled ‘‘Unleashing American Energy’’
8989 which rightfully declares that it is in the national interest
9090 to unleash the affordable and reliable energy and natural
9191 resources of the United States;
9292 Whereas President Trump’s immediate attention to United
9393 States energy underscores the outsized role that energy
9494 has in the domestic economy, and how more domestic en-
9595 ergy production will improve the affordability, reliability,

9999 and sustainability of the electric grid of the United
100100 States; and
101101 Whereas a free and competitive energy market will restore
102102 the United States to prosperity, including for middle-
103103 class men and women who have been forgotten by the
104104 economy in recent years, and will rebuild the economic
105105 and military security of the United States, which will de-
106106 liver peace through strength: Now, therefore, be it
107107 Resolved, That the House of Representatives— 1
108108 (1) recognizes the instability of the United 2
109109 States electric grid and the threat to electric grid re-3
110110 liability from the retirement of nonintermittent elec-4
111111 tric generation facilities without the replacement of 5
112112 such facilities with facilities with the same at-6
113113 tributes; 7
114114 (2) recognizes that energy is not sustainable if 8
115115 it is not affordable and reliable; 9
116116 (3) recognizes that burdensome environmental 10
117117 regulations and market-distorting Federal incentives 11
118118 are the driving force behind premature retirements 12
119119 of nonintermittent electric generating facilities, 13
120120 which raises prices and reduces the reliability of 14
121121 electricity supply for United States households; and 15
122122 (4) supports President Trump’s efforts to un-16
123123 leash United States energy and encourages develop-17
