1515 Expressing support for the designation of April 7, 2025,
1616 as ‘‘World Health Day’’ and recognizing the importance
1717 of prioritizing public health nationally and globally.
1818 Whereas the cost of and access to health care have been the
1919 two most serious issues in the health care system of the
2020 United States for 25 years;
2121 Whereas the lack of attention devoted to public health has
2222 detrimental effects on the social and economic stability of
2323 the Nation;
2424 Whereas, according to the Centers for Disease Control and
2525 Prevention, life expectancy in the United States has been
2626 declining since 2019;

3030 Whereas increased maternal and infant mortality are among
3131 the causes of the declining life expectancy;
3232 Whereas the World Health Organization (WHO) recognizes
3333 April 7, 2025, as ‘‘World Health Day’’, and its theme,
3434 ‘‘Healthy Beginnings, Hopeful Futures’’, which will start
3535 a yearlong campaign on maternal and newborn health;
3636 Whereas women and families deserve high-quality health care
3737 that supports them physically and mentally before, dur-
3838 ing, and after birth;
3939 Whereas health systems must evolve to manage the many
4040 health issues that impact maternal and newborn health;
4141 Whereas health systems must also evolve to manage the
4242 many health issues that impact marginalized and histori-
4343 cally disadvantaged communities;
4444 Whereas the lack of access to high-quality health care most
4545 heavily affects children, seniors, and people of color, par-
4646 ticularly in the poorest and most marginalized commu-
4747 nities;
4848 Whereas the underrepresentation of people of color in clinical
4949 trials exacerbates racial and ethnic disparities and limits
5050 access to potentially lifesaving treatments;
5151 Whereas the labor of health care workers and caretakers
5252 must be recognized as a cornerstone of the health and
5353 well-being of our communities;
5454 Whereas, according to the WHO, up to 38 percent of health
5555 care workers worldwide have experienced physical vio-
5656 lence, and these critical workers must be protected as
5757 they administer lifesaving care;
5858 Whereas health includes not only physical health but also
5959 mental health;

6363 Whereas physical health and mental health are inextricably
6464 linked;
6565 Whereas the lack of access to mental health services and the
6666 stigma associated with having mental health conditions
6767 discourage individuals with mental health conditions from
6868 seeking lifesaving help;
6969 Whereas governments and societies should prioritize investing
7070 in the promotion, protection, and care of the health of in-
7171 dividuals and their caregivers;
7272 Whereas health and support services should have an emphasis
7373 on ensuring and providing affordable, high-quality access
7474 to health care that meets the needs of children, adoles-
7575 cents, adults, and seniors; and
7676 Whereas April 7, 2025, is an appropriate day to designate as
7777 ‘‘World Health Day’’, as the day is recognized inter-
7878 nationally and supported by the WHO: Now, therefore,
7979 be it
8080 Resolved, That the House of Representatives— 1
8181 (1) expresses support for the designation of 2
8282 ‘‘World Health Day’’; 3
8383 (2) acknowledges that no single health care pro-4
8484 gram or effort will be appropriate for all populations 5
8585 or communities; 6
8686 (3) recognizes that children, seniors, and people 7
8787 of color, particularly in the poorest and most 8
8888 marginalized communities, are most heavily im-9
8989 pacted by the lack of access to quality health care; 10
