13	13	the Committee on Energy and Commerce
14	14	RESOLUTION
15	15	Expressing support for the designation of April 7, 2025,
16	16	as ‘‘World Health Day’’ and recognizing the importance
17	17	of prioritizing public health nationally and globally.
18	18	Whereas the cost of and access to health care have been the
19	19	two most serious issues in the health care system of the
20	20	United States for 25 years;
21	21	Whereas the lack of attention devoted to public health has
22	22	detrimental effects on the social and economic stability of
23	23	the Nation;
24	24	Whereas, according to the Centers for Disease Control and
25	25	Prevention, life expectancy in the United States has been
26	26	declining since 2019;

30	30	Whereas increased maternal and infant mortality are among
31	31	the causes of the declining life expectancy;
32	32	Whereas the World Health Organization (WHO) recognizes
33	33	April 7, 2025, as ‘‘World Health Day’’, and its theme,
34	34	‘‘Healthy Beginnings, Hopeful Futures’’, which will start
35	35	a yearlong campaign on maternal and newborn health;
36	36	Whereas women and families deserve high-quality health care
37	37	that supports them physically and mentally before, dur-
38	38	ing, and after birth;
39	39	Whereas health systems must evolve to manage the many
40	40	health issues that impact maternal and newborn health;
41	41	Whereas health systems must also evolve to manage the
42	42	many health issues that impact marginalized and histori-
43	43	cally disadvantaged communities;
44	44	Whereas the lack of access to high-quality health care most
45	45	heavily affects children, seniors, and people of color, par-
46	46	ticularly in the poorest and most marginalized commu-
47	47	nities;
48	48	Whereas the underrepresentation of people of color in clinical
49	49	trials exacerbates racial and ethnic disparities and limits
50	50	access to potentially lifesaving treatments;
51	51	Whereas the labor of health care workers and caretakers
52	52	must be recognized as a cornerstone of the health and
53	53	well-being of our communities;
54	54	Whereas, according to the WHO, up to 38 percent of health
55	55	care workers worldwide have experienced physical vio-
56	56	lence, and these critical workers must be protected as
57	57	they administer lifesaving care;
58	58	Whereas health includes not only physical health but also
59	59	mental health;

63	63	Whereas physical health and mental health are inextricably
64	64	linked;
65	65	Whereas the lack of access to mental health services and the
66	66	stigma associated with having mental health conditions
67	67	discourage individuals with mental health conditions from
68	68	seeking lifesaving help;
69	69	Whereas governments and societies should prioritize investing
70	70	in the promotion, protection, and care of the health of in-
71	71	dividuals and their caregivers;
72	72	Whereas health and support services should have an emphasis
73	73	on ensuring and providing affordable, high-quality access
74	74	to health care that meets the needs of children, adoles-
75	75	cents, adults, and seniors; and
76	76	Whereas April 7, 2025, is an appropriate day to designate as
77	77	‘‘World Health Day’’, as the day is recognized inter-
78	78	nationally and supported by the WHO: Now, therefore,
79	79	be it
80	80	Resolved, That the House of Representatives— 1
81	81	(1) expresses support for the designation of 2
82	82	‘‘World Health Day’’; 3
83	83	(2) acknowledges that no single health care pro-4
84	84	gram or effort will be appropriate for all populations 5
85	85	or communities; 6
86	86	(3) recognizes that children, seniors, and people 7
87	87	of color, particularly in the poorest and most 8
88	88	marginalized communities, are most heavily im-9
89	89	pacted by the lack of access to quality health care; 10
90	90	and 11
