7474 Whereas, on October 1, 1924, James Earl Carter, Jr., was
7575 born in Plains, Georgia;
7676 Whereas Jimmy Carter was born to James Earl Carter, Sr.,
7777 a peanut farmer and businessowner, and Bessie Lillian
7878 Gordy Carter, a registered nurse who also counseled
7979 Black women on health care issues;
8080 Whereas when he was 4 years old, Jimmy Carter and his
8181 family moved to Archery, Georgia, where his father
8282 farmed and cultivated a variety of crops including corn,
8383 peanuts, cotton, and sugarcane;
8484 Whereas Jimmy Carter lived on his family’s farm until he be-
8585 came the first person from his father’s side of the family
8686 to graduate from high school and departed for college;
8787 Whereas Jimmy Carter studied engineering at Georgia
8888 Southwestern Junior College before joining the Naval
8989 ROTC program at the Georgia Institute of Technology to
9090 continue his engineering studies;
9191 Whereas in 1943, Jimmy Carter was accepted into the Naval
9292 Academy in Annapolis, Maryland;
9393 Whereas Jimmy Carter received a bachelor of science degree
9494 from the United States Naval Academy in 1946;
9595 Whereas Jimmy Carter served as a submariner, serving in
9696 both the Atlantic and Pacific fleets, rising to the rank of
9797 lieutenant;
9898 Whereas Jimmy Carter was chosen by Admiral Hyman Rick-

114114 Whereas in 1953, after the passing of his father, Jimmy Car-
115115 ter resigned from his naval commission and returned with
116116 his family to Plains, Georgia, to take over the Carter
117117 farms;
118118 Whereas Jimmy and Rosalynn Carter worked tirelessly to
119119 successfully resuscitate the family’s farming business,
120120 while becoming active in community politics in Sumter
121121 County, Georgia;
122122 Whereas in 1955, Jimmy Carter won a seat on the Sumter
123123 County Board of Education and eventually became the
124124 Board’s chairman;
125125 Whereas Jimmy Carter won election to the Georgia Senate in
126126 1962;
127127 Whereas, during his tenure as a State senator, Jimmy Car-
128128 ter, was recognized as a pragmatic politician, curbing
129129 wasteful spending while supporting civil rights;
130130 Whereas Jimmy Carter was sworn in as Georgia’s 76th Gov-
131131 ernor on January 12, 1971;

137137 cation and prison policy reform, while increasing the
138138 number of Black officials in State government;
139139 Whereas his signature accomplishment as Governor was mod-
140140 ernizing Georgia’s State bureaucracy, making the State
141141 government lean and efficient through thoughtful spend-
142142 ing;
143143 Whereas Jimmy Carter served as the Democratic National
144144 Committee campaign chairman for the 1974 congres-
145145 sional and gubernational elections;
146146 Whereas in 1976, Jimmy Carter became the Democratic Par-
147147 ty’s Presidential nominee, with running mate Walter
148148 Mondale, Senator from Minnesota;
149149 Whereas Jimmy Carter was elected President on November
150150 2, 1976;
151151 Whereas Jimmy Carter was known for his genuine connection
152152 to the people he served, famously walking down Pennsyl-
153153 vania Avenue on his inauguration day with his wife
154154 Rosalynn and daughter Amy;
155155 Whereas his foreign policy accomplishments included the
156156 Panama Canal treaties, the Camp David Accords, the
157157 treaty of peace between Egypt and Israel, the SALT II
158158 treaty with the Soviet Union, and the establishment of
159159 United States diplomatic relations with the People’s Re-
160160 public of China;
161161 Whereas, on October 17, 1979, President Carter signed the
162162 Department of Education Organization Act into law,
163163 forming the Department of Education;

167167 Whereas President Carter encouraged energy conservation ef-
168168 forts and called on every American to reduce their waste
169169 and use energy resources more efficiently;
170170 Whereas, on August 4, 1977, President Carter signed the De-
171171 partment of Energy Organization Act into law, forming
172172 the Department of Energy;
173173 Whereas in 1978, President Carter championed and signed
174174 the National Energy Act which established energy goals,
175175 such as reducing the Nation’s dependency on oil, increas-
176176 ing the use of renewable energy sources, such as solar en-
177177 ergy, and mandating improved automotive mileage stand-
178178 ards to ensure vehicles became more fuel efficient;
179179 Whereas in 1980, President Carter signed the Energy Secu-
180180 rity Act, which offered incentives for private industries to
181181 invest in innovative approaches to renewable energy and
182182 included tax credits to businesses and homeowners;
183183 Whereas President Carter also demonstrated his commitment
184184 to conservation and the protection of wildlife by signing
185185 the Alaska National Interest Conservation Act of 1980
186186 into law, to protect access to public lands and preserve
187187 Alaska Native culture and the State’s wilderness;
188188 Whereas after leaving the White House, President Carter be-
189189 came a University Distinguished Professor at Emory
190190 University in Atlanta, Georgia, and later with his wife,
191191 Rosalynn, founded the Carter Center;
192192 Whereas under President Carter’s leadership, the Carter Cen-
193193 ter and its staff worked tirelessly in efforts to resolve
194194 conflict, promote democracy, protect human rights, and
195195 prevent disease, most notably contributing greatly to the
196196 eradication of Guinea worm disease;

201201 gaged in conflict mediation in Ethiopia, Eritrea, North
202202 Korea, Liberia, Haiti, Bosnia, Sudan, the Great Lakes
203203 region of Africa, Sudan and Uganda, Venezuela, Nepal,
204204 Ecuador, Colombia, the Middle East, and Mali;
205205 Whereas under his leadership, the Carter Center has sent
206206 125 election observation missions to the Americas, Africa,
207207 and Asia;
208208 Whereas in 1986, the permanent facilities of the Carter Pres-
209209 idential Center and the Jimmy Carter Library and Mu-
210210 seum were dedicated in his honor;
211211 Whereas in 1987, the Jimmy Carter National Historic Site
212212 was dedicated in his honor, and would be designated as
213213 a national historic park in 2021;
214214 Whereas, on December 10, 2002, the Norwegian Nobel Com-
215215 mittee awarded the Nobel Peace Prize to President Car-
216216 ter ‘‘for his decades of untiring effort to find peaceful so-
217217 lutions to international conflicts, to advance democracy
218218 and human rights, and to promote economic and social
219219 development’’;
220220 Whereas Jimmy and Rosalynn Carter continued to be heavily
221221 involved in their community, volunteering 1 week a year
222222 for Habitat for Humanity to help people in the United
223223 States and in other countries renovate and build homes
224224 for themselves, until 2020;
225225 Whereas Jimmy Carter lived a life deeply committed to his
226226 faith, including teaching Sunday School at Maranatha
227227 Baptist Church in his home of Plains, Georgia, for more
228228 than 40 years;
229229 Whereas at the time of her passing, Rosalynn and Jimmy
230230 Carter had been married for 77 years, and had been
