1717 Recognizing the 159th anniversary of the Civil Rights Act
1818 of 1866.
1919 Whereas, on April 9, 1866, the Civil Rights Act of 1866 was
2020 passed and enacted into law;
2121 Whereas this year marks the 159th anniversary of the Civil
2222 Rights Act of 1866;
2323 Whereas the Civil Rights Act of 1866 was the first Federal
2424 law to define citizenship and affirm that all citizens are
2525 equally protected by the law;
2626 Whereas the intent of the Civil Rights Act of 1866 was to
2727 combat the attempted suppression of the Emancipation
2828 Proclamation;

3232 Whereas President Andrew Johnson established a reconstruc-
3333 tion policy that forced former Confederate States to
3434 maintain abolition, swear loyalty to the United States,
3535 and pay their war debts in order to rejoin the Union;
3636 Whereas under President Johnson’s policy, Southern States
3737 adopted and enacted a series of laws designed to restrict
3838 freed Blacks and ensure their availability in the labor
3939 force;
4040 Whereas these laws severely denied Black citizens equal pro-
4141 tection under the law;
4242 Whereas under restricted laws, Blacks were refrained from
4343 owning property, entering contracts, and benefiting from
4444 labor rights;
4545 Whereas a brave set of legislators believed the Federal Gov-
4646 ernment had a role in shaping a multiracial society in
4747 postwar South;
4848 Whereas Senator Lyman Trumbull of Illinois introduced the
4949 Civil Rights Act of 1866 in the Senate on January 5,
5050 1866;
5151 Whereas, on February 2, 1866, the Senate voted in favor of
5252 the bill 33–13;
5353 Whereas, on March 13, 1866, the House of Representatives
5454 voted in favor of the Civil Rights Act of 1866 by a vote
5555 of 111–38, with 34 Members not voting;
5656 Whereas, on March 27, 1866, President Andrew Johnson ve-
5757 toed the Civil Rights Act of 1866;
5858 Whereas, on April 6, 1866, the Senate voted 33–15 to over-
5959 ride President Johnson’s veto;

6363 Whereas, on April 9, 1866, the House also voted to override
6464 President Johnson’s veto by a vote of 122–41 with 21
6565 Members not voting; and
6666 Whereas as a result of both Chambers voting to override
6767 President Johnson’s veto, the Civil Rights Act of 1866
6868 became the law of the land: Now, therefore, be it
6969 Resolved, That the House of Representatives— 1
7070 (1) recognizes the significance of the Civil 2
7171 Rights Act of 1866 and its impact on establishing 3
7272 that all Americans, despite their race, are protected 4
7373 equally under the law; 5
7474 (2) recognizes that the Civil Rights Act of 1866 6
7575 is the framework from which the Thirteenth and 7
7676 Fourteenth Amendments were crafted; and 8
7777 (3) recognizes the importance of the rule of law 9
7878 and advocates to support, protect, and defend the 10
7979 rights of all Americans. 11
