RESOLUTION
Of inquiry requesting the President to transmit certain docu-
ments relating to the use of insecure electronic commu-
nication platforms, including Signal, for official commu-
nications and to the compliance of the Administration
with all Federal records laws.
Resolved, That the President is requested to transmit, 1
to the extent that such documents are in the possession 2
of the President, to the House of Representatives, not 3
later than 14 days after the adoption of this resolution, 4
in a complete and unredacted form, a copy of any docu-5

ment, record, report, memorandum, correspondence, or 1
other communication that refers or relates to the fol-2
lowing: 3
(1) The plan of the Administration to preserve 4
in compliance with Federal recordkeeping require-5
ments all official communications, including any offi-6
cial communications— 7
(A) containing highly sensitive national se-8
curity information; and 9
(B) sent via electronic communication plat-10
forms (such as Signal, SMS, iMessage, 11
WhatsApp, Teams, MatterMost, Slack, and 12
Gmail). 13
(2) The conduct of official business via elec-14
tronic communication platforms on Federal Govern-15
ment devices, including— 16
(A) via platforms such as Signal, SMS, 17
iMessage, WhatsApp, Teams, MatterMost, 18
Slack, and Gmail; and 19
(B) such official business that involves the 20
communication of highly sensitive national secu-21
rity information. 22
(3) The conduct of official business via elec-23
tronic communication platforms on personal devices 24
in violation of Federal law, including— 25

(A) via platforms such as Signal, SMS, 1
iMessage, WhatsApp, Teams, MatterMost, 2
Slack, and Gmail; and 3
(B) such official business that involves the 4
communication of highly sensitive national secu-5
rity information. 6
(4) Plans, procedures, guidance, or practices to 7
ensure that communications involving official busi-8
ness are not set to automatically delete after a pe-9
riod of time in violation of Federal recordkeeping re-10
quirements when such communications are sent via 11
electronic communication platforms, including any 12
such communications— 13
(A) containing highly sensitive national se-14
curity information; and 15
(B) sent via such platforms as Signal, 16
SMS, iMessage, WhatsApp, Teams, 17
MatterMost, Slack, and Gmail. 18
