18	18	Commemorating the second anniversary of the shootings that
19	19	occurred in Louisville, Kentucky, on April 10, 2023,
20	20	in the Old National Bank building, and near Jefferson
21	21	Community and Technical College and the shooting on
22	22	April 15, 2023, in Chickasaw Park, honoring the memory
23	23	of the victims of the attacks, expressing support to all
24	24	those impacted by these tragedies, and reaffirming the
25	25	commitment of the House of Representatives to support
26	26	all victims of gun violence.
27	27	Whereas, in Louisville, Kentucky, on April 10, 2023, in the
28	28	Old National Bank building, workers and patrons of the

32	32	establishment were present on the morning of the shoot-
33	33	ing;
34	34	Whereas, at 8:35 a.m., a lone gunman opened fire in the
35	35	bank, ruthlessly murdering five people, injuring eight,
36	36	and shattering any semblance of safety felt by community
37	37	members;
38	38	Whereas, the shooter used an AR–15-style rifle to carry out
39	39	this mass shooting;
40	40	Whereas, the shooter was an employee in the Old National
41	41	Bank building and live streamed the horrific mass shoot-
42	42	ing on Instagram;
43	43	Whereas, first responders from Louisville Metro Police De-
44	44	partment and Louisville Fire and EMS were on the scene
45	45	of the crime within three minutes, saving dozens of lives;
46	46	Whereas, police officers were able to neutralize the shooter at
47	47	around 8:45 a.m.;
48	48	Whereas, two officers who exchanged gunfire with the shooter
49	49	were injured, and another, Officer Nickolas Wilt, 26, was
50	50	listed in critical condition after being shot in the head
51	51	and underwent brain surgery;
52	52	Whereas, the people of the United States mourn the five in-
53	53	nocent lives lost, as well as the eight victims who were
54	54	injured;
55	55	Whereas, the victims who tragically died were Tommy Elliott,
56	56	63, Jim Tutt, 64, Josh Barrick, 40, Juliana Farmer, 45,
57	57	and Deana Eckert, 57;
58	58	Whereas, at 11:00 a.m. on April 10, 2023, officers responded
59	59	to a separate shooting near the Jefferson Community and
60	60	Technical College in Louisville, Kentucky;

64	64	Whereas, a young woman, La’Niya Richardson, was injured,
65	65	and a young man, Chea’von Moore, was fatally shot at
66	66	24 years old;
67	67	Whereas, this drive-by shooting was retaliatory and both
68	68	Richardson and Moore were innocent bystanders caught
69	69	in the crossfire;
70	70	Whereas, less than one week later, in Louisville, Kentucky,
71	71	on April 15, 2023, in Chickasaw Park, hundreds of peo-
72	72	ple were present when someone shot into the crowd at
73	73	approximately 9 p.m. (Eastern Time Zone);
74	74	Whereas, two victims were pronounced dead, and four other
75	75	victims were taken to the University of Louisville Hos-
76	76	pital;
77	77	Whereas, the victims who tragically died were Deaji Good-
78	78	man, 28, and David Huff, 17;
79	79	Whereas, the Louisville Metro Police Department are still
80	80	looking for information from witnesses;
81	81	Whereas, the residents of Louisville, Kentuckians across the
82	82	Commonwealth, and people across the Nation are grate-
83	83	ful for the brave and swift response of the first respond-
84	84	ers to the shootings, as well as for the medical staff who
85	85	attended to the injuries of the victims at the University
86	86	of Louisville Hospital;
87	87	Whereas, there have already been 59 mass shootings in 2025,
88	88	according to the Gun Violence Archive;
89	89	Whereas, more than 800 people on average die from gun vio-
90	90	lence in Kentucky each year;
91	91	Whereas, Kentucky does not require background checks for
92	92	gun sales by unlicensed sellers, has not enacted an ex-
93	93	treme risk protection order law, places no restrictions on

97	97	the sale of military-style assault rifles and large-capacity
98	98	magazines, does not require a waiting period, and gen-
99	99	erally preempts local cities and counties from enacting
100	100	their own gun safety ordinances;
101	101	Whereas, Kentucky law generally allows people to carry load-
102	102	ed handguns in public spaces without a permit, without
103	103	any background check, and without training since 2019;
104	104	Whereas, States with weaker laws regulating the carrying of
105	105	firearms in public places are more likely to experience
106	106	workplace shootings, and a 2019 study in the American
107	107	Journal of Public Health found that States with weak or
108	108	no regulations on concealed carry had 29 percent higher
109	109	rates of workplace homicides committed with firearms;
110	110	Whereas, according to the nonprofit organization, Giffords
111	111	Law Center to Prevent Gun Violence, nearly one in five
112	112	Americans say they have personally witnessed someone
113	113	shot;
114	114	Whereas, gun violence is a daily epidemic that plagues com-
115	115	munities across our Nation; and
116	116	Whereas, the people of the United States will always remem-
117	117	ber the victims of these shootings, stand in solidarity
118	118	with those affected by these unconscionable tragedies,
119	119	and fight to prevent all gun violence across the country:
120	120	Now, therefore, be it
121	121	Resolved, That the House of Representatives— 1
122	122	(1) condemns the horrific acts of gun violence 2
123	123	that led to the tragic loss of five lives in Louisville, 3
124	124	Kentucky, at the Old National Bank building on 4
125	125	April 10, 2023; 5

137	137	(4) honors the memory and legacy of the inno-9
138	138	cent victims and offers heartfelt condolences and 10
139	139	support to their families; 11
140	140	(5) commends the heroism of the brave individ-12
141	141	uals who put themselves in harm’s way to protect 13
142	142	others during the heinous attacks; 14
143	143	(6) recognizes the pain faced by the Louisville 15
144	144	community, the Commonwealth of Kentucky, and all 16
145	145	communities impacted by these tragedies, and ex-17
146	146	presses hope that those affected by the attacks, both 18
147	147	physically and emotionally, will heal; 19
148	148	(7) honors the courage and selflessness of com-20
149	149	munity members, law enforcement, first responders, 21
150	150	medical professionals, and all other individuals who 22
151	151	responded to the attacks; and 23
152	152	(8) reaffirms the commitment of the Federal 24
153	153	Government to fight the gun violence epidemic and 25
