20	20	Supporting the goals and ideals of ‘‘National Youth HIV/
21	21	AIDS Awareness Day’’.
22	22	Whereas ‘‘National Youth HIV/AIDS Awareness Day’’ is a
23	23	nationwide observance that calls on people to take action
24	24	to invest in the health, education, and leadership of
25	25	young people;
26	26	Whereas, more than 40 years into the epidemic, the Centers
27	27	for Disease Control and Prevention estimates that in the
28	28	United States more than 1,189,700 people are living with
29	29	HIV, and 30,635 people were diagnosed with HIV in the
30	30	United States in 2020;

34	34	Whereas, in 2020, youth aged 13 to 24 years composed 20
35	35	percent of all new HIV diagnoses in the United States;
36	36	Whereas young people living with HIV are the least likely of
37	37	any age group to be retained in care and have a sup-
38	38	pressed viral load;
39	39	Whereas 56 percent of young people living with HIV ages 13
40	40	to 24 are unaware of their HIV status;
41	41	Whereas African-American youth are most impacted by the
42	42	epidemic, representing 54 percent of new transmissions
43	43	in young people ages 13 to 24;
44	44	Whereas young African-American gay and bisexual men are
45	45	even more severely affected, representing 53 percent
46	46	(2,740) of new HIV diagnoses among young gay and bi-
47	47	sexual men;
48	48	Whereas young gay and bisexual men accounted for 84 per-
49	49	cent (5,161) of all new HIV diagnoses in people aged 13
50	50	to 24 in 2020;
51	51	Whereas the National HIV/AIDS Strategy expands the fact
52	52	that youth experience worse HIV outcomes on status
53	53	awareness, pre-exposure prophylaxis uptake, and health
54	54	outcomes;
55	55	Whereas the National HIV/AIDS Strategy recommends chil-
56	56	dren and young adults with HIV need tailored and often
57	57	more intensive medical and support services to support
58	58	them as they grow and become young adults;
59	59	Whereas the Division of Adolescent and School Health is the
60	60	only Federal program supporting HIV prevention for
61	61	adolescents in schools;
62	62	Whereas the Nation’s largest Federal program dedicated to
63	63	providing care and treatment for people living with HIV

68	68	who helped educate a Nation about HIV and AIDS in the
69	69	1980s;
70	70	Whereas the Ryan White Part D Program is one of the na-
71	71	tional efforts to link young people living with HIV to
72	72	medical care and support services;
73	73	Whereas the Patient Protection and Affordable Care Act pro-
74	74	vides youth, including those living with or impacted by
75	75	HIV and AIDS, better access to health care coverage,
76	76	more health insurance options, additional funding for sex
77	77	education, a prohibition against denying people living
78	78	with HIV access to health care, and expanded access to
79	79	Medicaid which will support more young people living
80	80	with HIV receiving care; and
81	81	Whereas April 10 of each year is now recognized as ‘‘Na-
82	82	tional Youth HIV/AIDS Awareness Day’’: Now, there-
83	83	fore, be it
84	84	Resolved, That the House of Representatives— 1
85	85	(1) supports the goals and ideals of ‘‘National 2
86	86	Youth HIV/AIDS Awareness Day’’; 3
87	87	(2) encourages State and local governments, in-4
88	88	cluding their public health agencies, education agen-5
89	89	cies, schools, and media organizations to recognize 6
90	90	and support such a day; 7
91	91	(3) supports young people’s right to education, 8
92	92	prevention, treatment, and care, and to live without 9
93	93	criminalization, discrimination, oppression, and stig-10
94	94	ma; 11

98	98	(4) promotes up-to-date, inclusive, culturally re-1
99	99	sponsible, and medically accurate information about 2
100	100	HIV, such as pre-exposure prophylaxis PreP, in sex 3
101	101	education curricula to ensure that all young people 4
102	102	are educated about HIV, as called for in the Na-5
103	103	tional HIV/AIDS Strategy; 6
104	104	(5) supports removal of HIV laws that are sci-7
105	105	entifically inaccurate and unfairly criminalize young 8
106	106	people living with HIV for behaviors that are con-9
107	107	sensual or have no risk of transmission; 10
108	108	(6) urges youth-friendly and accessible health 11
109	109	care services, especially access to medications such 12
110	110	as pre-exposure prophylaxis, post-exposure prophy-13
111	111	laxis, and antiretroviral therapy without parental 14
112	112	consent, to better provide for the early identification 15
113	113	of HIV through voluntary routine testing, and to 16
114	114	connect those in need to clinically and culturally ap-17
115	115	propriate care and treatment as early as possible; 18
116	116	(7) supports the increase of funding for pro-19
117	117	grams that support people impacted by and living 20
118	118	with HIV, including the Centers for Disease Control 21
119	119	and Prevention’s Division of Adolescent and School 22
120	120	Health, the Division of STD Prevention, and the Di-23
121	121	vision of HIV Prevention, the Ryan White HIV/ 24
122	122	AIDS Program, the Medicaid program, AIDS Drug 25

127	127	medical mentorship, peer navigation, educating com-2
128	128	munities on testing and treatment options, and peo-3
129	129	ple accessing PrEP, and ensure a smoother transi-4
130	130	tion to adult HIV care; 5
131	131	(8) recommends a comprehensive prevention 6
132	132	and treatment strategy that empowers young people, 7
133	133	parents, public health workers, educators, faith lead-8
134	134	ers, and other stakeholders to fully engage with their 9
135	135	communities and families to help decrease violence, 10
136	136	discrimination, and stigma toward individuals who 11
137	137	disclose their sexual orientation or HIV status; 12
138	138	(9) calls for a generation free of HIV stigma in 13
139	139	a manner that prioritizes youth leadership and devel-14
140	140	opment in order to ensure youth involvement in deci-15
141	141	sions which impact their health and well-being as 16
142	142	well as advance a pipeline for the next generation of 17
143	143	HIV and AIDS doctors, advocates, educators, re-18
144	144	searchers, and other professionals; and 19
145	145	(10) recognizes the direct impact from harmful 20
146	146	legislative efforts seeking to restrict bodily autonomy 21
147	147	for young people, such as restrictions on abortion 22
148	148	and birth control access and bans on transgender 23
149	149	health care, which negatively impact youth access to 24
150	150	nonstigmatizing HIV prevention, education, con-25
