1919 RESOLUTION
2020 Supporting the goals and ideals of ‘‘National Youth HIV/
2121 AIDS Awareness Day’’.
2222 Whereas ‘‘National Youth HIV/AIDS Awareness Day’’ is a
2323 nationwide observance that calls on people to take action
2424 to invest in the health, education, and leadership of
2525 young people;
2626 Whereas, more than 40 years into the epidemic, the Centers
2727 for Disease Control and Prevention estimates that in the
2828 United States more than 1,189,700 people are living with
2929 HIV, and 30,635 people were diagnosed with HIV in the
3030 United States in 2020;

3434 Whereas, in 2020, youth aged 13 to 24 years composed 20
3535 percent of all new HIV diagnoses in the United States;
3636 Whereas young people living with HIV are the least likely of
3737 any age group to be retained in care and have a sup-
3838 pressed viral load;
3939 Whereas 56 percent of young people living with HIV ages 13
4040 to 24 are unaware of their HIV status;
4141 Whereas African-American youth are most impacted by the
4242 epidemic, representing 54 percent of new transmissions
4343 in young people ages 13 to 24;
4444 Whereas young African-American gay and bisexual men are
4545 even more severely affected, representing 53 percent
4646 (2,740) of new HIV diagnoses among young gay and bi-
4747 sexual men;
4848 Whereas young gay and bisexual men accounted for 84 per-
4949 cent (5,161) of all new HIV diagnoses in people aged 13
5050 to 24 in 2020;
5151 Whereas the National HIV/AIDS Strategy expands the fact
5252 that youth experience worse HIV outcomes on status
5353 awareness, pre-exposure prophylaxis uptake, and health
5454 outcomes;
5555 Whereas the National HIV/AIDS Strategy recommends chil-
5656 dren and young adults with HIV need tailored and often
5757 more intensive medical and support services to support
5858 them as they grow and become young adults;
5959 Whereas the Division of Adolescent and School Health is the
6060 only Federal program supporting HIV prevention for
6161 adolescents in schools;
6262 Whereas the Nation’s largest Federal program dedicated to
6363 providing care and treatment for people living with HIV

6767 was named after Ryan White, a teenager from Indiana
6868 who helped educate a Nation about HIV and AIDS in the
6969 1980s;
7070 Whereas the Ryan White Part D Program is one of the na-
7171 tional efforts to link young people living with HIV to
7272 medical care and support services;
7373 Whereas the Patient Protection and Affordable Care Act pro-
7474 vides youth, including those living with or impacted by
7575 HIV and AIDS, better access to health care coverage,
7676 more health insurance options, additional funding for sex
7777 education, a prohibition against denying people living
7878 with HIV access to health care, and expanded access to
7979 Medicaid which will support more young people living
8080 with HIV receiving care; and
8181 Whereas April 10 of each year is now recognized as ‘‘Na-
8282 tional Youth HIV/AIDS Awareness Day’’: Now, there-
8383 fore, be it
8484 Resolved, That the House of Representatives— 1
8585 (1) supports the goals and ideals of ‘‘National 2
8686 Youth HIV/AIDS Awareness Day’’; 3
8787 (2) encourages State and local governments, in-4
8888 cluding their public health agencies, education agen-5
8989 cies, schools, and media organizations to recognize 6
9090 and support such a day; 7
9191 (3) supports young people’s right to education, 8
9292 prevention, treatment, and care, and to live without 9
9393 criminalization, discrimination, oppression, and stig-10
9494 ma; 11

9999 sponsible, and medically accurate information about 2
100100 HIV, such as pre-exposure prophylaxis PreP, in sex 3
101101 education curricula to ensure that all young people 4
102102 are educated about HIV, as called for in the Na-5
103103 tional HIV/AIDS Strategy; 6
104104 (5) supports removal of HIV laws that are sci-7
105105 entifically inaccurate and unfairly criminalize young 8
106106 people living with HIV for behaviors that are con-9
107107 sensual or have no risk of transmission; 10
108108 (6) urges youth-friendly and accessible health 11
109109 care services, especially access to medications such 12
110110 as pre-exposure prophylaxis, post-exposure prophy-13
111111 laxis, and antiretroviral therapy without parental 14
112112 consent, to better provide for the early identification 15
113113 of HIV through voluntary routine testing, and to 16
114114 connect those in need to clinically and culturally ap-17
115115 propriate care and treatment as early as possible; 18
116116 (7) supports the increase of funding for pro-19
117117 grams that support people impacted by and living 20
118118 with HIV, including the Centers for Disease Control 21
119119 and Prevention’s Division of Adolescent and School 22
120120 Health, the Division of STD Prevention, and the Di-23
121121 vision of HIV Prevention, the Ryan White HIV/ 24
122122 AIDS Program, the Medicaid program, AIDS Drug 25

134134 ers, and other stakeholders to fully engage with their 9
135135 communities and families to help decrease violence, 10
136136 discrimination, and stigma toward individuals who 11
137137 disclose their sexual orientation or HIV status; 12
138138 (9) calls for a generation free of HIV stigma in 13
139139 a manner that prioritizes youth leadership and devel-14
140140 opment in order to ensure youth involvement in deci-15
141141 sions which impact their health and well-being as 16
142142 well as advance a pipeline for the next generation of 17
143143 HIV and AIDS doctors, advocates, educators, re-18
144144 searchers, and other professionals; and 19
145145 (10) recognizes the direct impact from harmful 20
146146 legislative efforts seeking to restrict bodily autonomy 21
147147 for young people, such as restrictions on abortion 22
148148 and birth control access and bans on transgender 23
149149 health care, which negatively impact youth access to 24
150150 nonstigmatizing HIV prevention, education, con-25
