23	23	case for consideration of such provisions as fall within the jurisdiction of
24	24	the committee concerned
25	25	RESOLUTION
26	26	Supporting the Second Amendment’s guarantee that the
27	27	right of the people to keep and bear arms shall not
28	28	be infringed, and commending President Trump and his
29	29	administration as they work to protect Second Amend-
30	30	ment freedoms by reviewing and eliminating any of the
31	31	Biden administration’s infringements on American’s con-
32	32	stitutional freedoms.

36	36	Whereas the Second Amendment to the Constitution safe-
37	37	guards the right of the people to keep and bear arms, de-
38	38	claring that such right shall not be infringed;
39	39	Whereas James Madison, the father of the Second Amend-
40	40	ment, stated, ‘‘Americans have the right and advantage
41	41	of being armed—unlike citizens of other countries whose
42	42	governments are afraid to trust the people with arms.’’;
43	43	Whereas it has nonetheless been a stated goal of the Biden
44	44	administration to restrict, burden, and undermine the
45	45	ability of ordinary law-abiding citizens to exercise their
46	46	right to keep and bear arms, by encouraging Federal,
47	47	State, and local lawmakers to pass gun control measures
48	48	that self-evidently violate the spirit and letter of the Sec-
49	49	ond Amendment despite the understanding of the Second
50	50	Amendment as an important protection against crime,
51	51	tyranny, and oppression;
52	52	Whereas there have been an increased number of rules issued
53	53	by the Bureau of Alcohol, Tobacco, Firearms, and Explo-
54	54	sives (ATF) in recent years aimed at restricting Ameri-
55	55	cans’ right to keep and bear arms;
56	56	Whereas the Bureau of Industry and Security (BIS) has re-
57	57	stricted the fundamental Second Amendment right enu-
58	58	merated in the Bill of Rights by implementing policies
59	59	that limit commercial firearm exports without providing
60	60	adequate reasoning to why such a prohibition is nec-
61	61	essary;
62	62	Whereas President Trump has vehemently defended the con-
63	63	stitutional right to own and purchase firearms by peeling
64	64	back the Biden administration’s flagrant gun-control
65	65	measures;

70	70	gunowners from the infringements of ATF and BIS poli-
71	71	cies; and
72	72	Whereas President Trump continues to empower law-abiding
73	73	gunowners and firearm manufactures to ensure the Sec-
74	74	ond Amendment remains secure: Now, therefore, be it
75	75	Resolved, That the House of Representatives— 1
76	76	(1) reaffirms the support for the Second 2
77	77	Amendment and the constitutional guarantee that 3
78	78	the right of the people to keep and bear arms shall 4
79	79	not be infringed; 5
80	80	(2) disapproves of the Biden administration’s 6
81	81	gun control agenda and hostility towards the lawful 7
82	82	gun industry; 8
83	83	(3) disapproves of rule and policy changes by 9
84	84	the Bureau of Alcohol, Tobacco, Firearms, and Ex-10
85	85	plosives under the Biden administration to restrict 11
86	86	citizen’s Second Amendment right; 12
87	87	(4) disapproves of the Bureau of Industry and 13
88	88	Security policies to limit lawful firearm exports and 14
89	89	bad-faith attacks on civilian gun ownership; 15
90	90	(5) supports President Trump’s actions to re-16
91	91	peal harmful policies imposed by the Biden adminis-17
92	92	tration on law-abiding gunowners; and 18
