22	22	Recognizing the significance of ‘‘Community College Month’’
23	23	in April 2025 as a celebration of the more than 1,000
24	24	community colleges throughout the United States that
25	25	support access to higher education, workforce training,
26	26	and more, and broadly sustain and advance the economic
27	27	prosperity of the United States.
28	28	Whereas the first public community college, known today as
29	29	Joliet Junior College in Illinois, opened its doors to 6
30	30	students in 1901 as an experiment to accommodate those
31	31	who wanted to pursue a college education without leaving
32	32	their community;

36	36	Whereas the term ‘‘community college’’ was popularized by
37	37	the President’s Commission on Higher Education in
38	38	1947 in recognition of the community-centered nature of
39	39	this emerging sector of institutions;
40	40	Whereas local community and educational leaders throughout
41	41	the United States developed community colleges at a dra-
42	42	matic pace over several decades to meet their people’s
43	43	needs for educational and economic opportunity;
44	44	Whereas today 1,026 community colleges, including 921 pub-
45	45	lic, 36 Tribal, and 69 independent colleges, serve
46	46	10,200,000 credit and noncredit students;
47	47	Whereas public community colleges are an affordable option,
48	48	charging an average annual tuition and fees for in-dis-
49	49	trict students of $3,990, have an average student age of
50	50	27, and serve students who often are working, low-in-
51	51	come, parents, veterans, or the first in their family to go
52	52	to college;
53	53	Whereas community colleges are the primary educational in-
54	54	stitution serving workforce development needs in the
55	55	United States and are responding to current economic
56	56	conditions by educating professionals in fields ranging
57	57	from the semiconductor and construction industries to
58	58	nursing and other health care professions;
59	59	Whereas community colleges enrolled 43.1 percent of all un-
60	60	dergraduate students during the 2022–2023 academic
61	61	year;
62	62	Whereas the median distance from the home of a student at-
63	63	tending community college to the community college is
64	64	only 10 miles;
65	65	Whereas 82 percent of public high schools offer dual enroll-
66	66	ment programs, allowing their students to take college

70	70	classes, usually at their local community college, and of-
71	71	fering them an opportunity to save time and money in
72	72	college and jumpstart career exploration;
73	73	Whereas alumni of the community colleges of the United
74	74	States generated $898,500,000,000 in added income to
75	75	the national economy in fiscal year 2020, equal to 4.1
76	76	percent of the total gross domestic product of the United
77	77	States;
78	78	Whereas every dollar of public funding for community col-
79	79	leges returns $6.80 in tax revenue generated; and
80	80	Whereas celebrating ‘‘Community College Month’’ in April
81	81	2025 provides the people of the United States with an
82	82	opportunity to recognize the value of institutions that
83	83	have long supported the prosperity, competitiveness, and
84	84	community vitality of the United States and that will be
85	85	important to the economic future of the United States:
86	86	Now, therefore, be it
87	87	Resolved, That the House of Representatives recog-1
88	88	nizes the significance of ‘‘Community College Month’’ as 2
89	89	an opportunity to celebrate the over 1,000 community col-3
90	90	leges throughout the United States that serve local and 4
91	91	regional needs and strengthen the economy of the United 5
92	92	States. 6
