2222 Recognizing the significance of ‘‘Community College Month’’
2323 in April 2025 as a celebration of the more than 1,000
2424 community colleges throughout the United States that
2525 support access to higher education, workforce training,
2626 and more, and broadly sustain and advance the economic
2727 prosperity of the United States.
2828 Whereas the first public community college, known today as
2929 Joliet Junior College in Illinois, opened its doors to 6
3030 students in 1901 as an experiment to accommodate those
3131 who wanted to pursue a college education without leaving
3232 their community;

3636 Whereas the term ‘‘community college’’ was popularized by
3737 the President’s Commission on Higher Education in
3838 1947 in recognition of the community-centered nature of
3939 this emerging sector of institutions;
4040 Whereas local community and educational leaders throughout
4141 the United States developed community colleges at a dra-
4242 matic pace over several decades to meet their people’s
4343 needs for educational and economic opportunity;
4444 Whereas today 1,026 community colleges, including 921 pub-
4545 lic, 36 Tribal, and 69 independent colleges, serve
4646 10,200,000 credit and noncredit students;
4747 Whereas public community colleges are an affordable option,
4848 charging an average annual tuition and fees for in-dis-
4949 trict students of $3,990, have an average student age of
5050 27, and serve students who often are working, low-in-
5151 come, parents, veterans, or the first in their family to go
5252 to college;
5353 Whereas community colleges are the primary educational in-
5454 stitution serving workforce development needs in the
5555 United States and are responding to current economic
5656 conditions by educating professionals in fields ranging
5757 from the semiconductor and construction industries to
5858 nursing and other health care professions;
5959 Whereas community colleges enrolled 43.1 percent of all un-
6060 dergraduate students during the 2022–2023 academic
6161 year;
6262 Whereas the median distance from the home of a student at-
6363 tending community college to the community college is
6464 only 10 miles;
6565 Whereas 82 percent of public high schools offer dual enroll-
6666 ment programs, allowing their students to take college

7070 classes, usually at their local community college, and of-
7171 fering them an opportunity to save time and money in
7272 college and jumpstart career exploration;
7373 Whereas alumni of the community colleges of the United
7474 States generated $898,500,000,000 in added income to
7575 the national economy in fiscal year 2020, equal to 4.1
7676 percent of the total gross domestic product of the United
7777 States;
7878 Whereas every dollar of public funding for community col-
7979 leges returns $6.80 in tax revenue generated; and
8080 Whereas celebrating ‘‘Community College Month’’ in April
8181 2025 provides the people of the United States with an
8282 opportunity to recognize the value of institutions that
8383 have long supported the prosperity, competitiveness, and
8484 community vitality of the United States and that will be
8585 important to the economic future of the United States:
8686 Now, therefore, be it
8787 Resolved, That the House of Representatives recog-1
8888 nizes the significance of ‘‘Community College Month’’ as 2
8989 an opportunity to celebrate the over 1,000 community col-3
9090 leges throughout the United States that serve local and 4
9191 regional needs and strengthen the economy of the United 5
9292 States. 6
