15	15	Commending United States Border Patrol Chief Jason
16	16	Owens on his retirement after 29 years of exemplary
17	17	public service.
18	18	Whereas, since 1924, the United States Border Patrol’s
19	19	(USBP) mission has been to protect the American people
20	20	and promote economic prosperity through its border and
21	21	national security mission;
22	22	Whereas Jason Owens began his career with the United
23	23	States Border Patrol in 1996 in the El Centro sector as
24	24	a member of Academy Class 325;
25	25	Whereas, in 2001, he completed the Border Patrol Tactical
26	26	Unit (BORTAC) Selection Course XV and the Border
27	27	Patrol Search, Trauma and Rescue Team Selection
28	28	Course III and later served as Field Operations Super-

32	32	visor at BORTAC headquarters in El Paso, Texas, lead-
33	33	ing several counternarcotics and counterterrorism oper-
34	34	ations;
35	35	Whereas, in 2007, he was promoted to Assistant Chief at
36	36	U.S. Border Patrol headquarters in Washington, DC,
37	37	with the Special Operations Division;
38	38	Whereas, in 2009, he transferred to the Grand Forks sector
39	39	as the Patrol Agent in Charge of the Pembina Station,
40	40	and was later promoted to Assistant Chief Patrol Agent,
41	41	managing all stations within Minnesota;
42	42	Whereas, in 2012, he transferred to the Rio Grande Valley
43	43	sector and served as the Special Operations Detachment
44	44	Patrol Agent in Charge, and was later promoted to Rio
45	45	Grande City Station Patrol Agent in Charge;
46	46	Whereas, in 2015, he was selected as the Laredo sector Divi-
47	47	sion Chief of Operations;
48	48	Whereas, in 2016, he was assigned to Immigration and Cus-
49	49	toms Enforcement, Homeland Security Investigations,
50	50	and Office of Intelligence as the Deputy Assistant Direc-
51	51	tor for Enterprises Services in Washington, DC;
52	52	Whereas, from 2017 to 2018, he served as the Laredo sector
53	53	Acting Chief Patrol Agent, directing operations along the
54	54	United States-Mexico border and commanding over 1,900
55	55	agents and professional staff;
56	56	Whereas, in 2019, he served as the Houlton sector Chief Pa-
57	57	trol Agent, responsible for border security operations in
58	58	Maine;
59	59	Whereas, in 2020, he served as the U.S. Border Patrol Acad-
60	60	emy Chief Patrol Agent, providing strategic vision, lead-
61	61	ership, and technical direction for basic resident and ad-
62	62	vanced nonresident courses;

66	66	Whereas, from 2021 to 2023, he served as the Del Rio sector
67	67	Chief Patrol Agent, leading one of the largest and busiest
68	68	sectors along the United States-Mexico border;
69	69	Whereas he attended Shorter University and the National
70	70	War College, completing studies in accountancy and na-
71	71	tional security strategy;
72	72	Whereas he is a graduate of the U.S. Customs and Border
73	73	Protection Leadership Institute, the American Univer-
74	74	sity’s Key Executive Leadership Program, and the De-
75	75	partment of Homeland Security Senior Executive Service
76	76	Candidate Development Program;
77	77	Whereas Jason Owens became the 26th Chief of the United
78	78	States Border Patrol on July 2, 2023;
79	79	Whereas, since the beginning of 2021, there has been an
80	80	overwhelming increase in the number of illegal immi-
81	81	grants crossing our southern border;
82	82	Whereas he bolstered efforts to proactively combat cartel ac-
83	83	tivity by establishing the U.S. Border Patrol Targeting
84	84	and Investigations Division;
85	85	Whereas he expanded the U.S. Border Patrol Resiliency Divi-
86	86	sion to prioritize the well-being of the workforce by en-
87	87	suring comprehensive physical and mental support for
88	88	agents and staff; and
89	89	Whereas, despite the challenges that this presented for each
90	90	of the brave men and women that defend our borders,
91	91	Jason Owens remained committed to carrying out the
92	92	mission of USBP and upholding the rule of law: Now,
93	93	therefore, be it
94	94	Resolved, That the House of Representatives— 1
