1515 Commending United States Border Patrol Chief Jason
1616 Owens on his retirement after 29 years of exemplary
1717 public service.
1818 Whereas, since 1924, the United States Border Patrol’s
1919 (USBP) mission has been to protect the American people
2020 and promote economic prosperity through its border and
2121 national security mission;
2222 Whereas Jason Owens began his career with the United
2323 States Border Patrol in 1996 in the El Centro sector as
2424 a member of Academy Class 325;
2525 Whereas, in 2001, he completed the Border Patrol Tactical
2626 Unit (BORTAC) Selection Course XV and the Border
2727 Patrol Search, Trauma and Rescue Team Selection
2828 Course III and later served as Field Operations Super-

3535 Whereas, in 2007, he was promoted to Assistant Chief at
3636 U.S. Border Patrol headquarters in Washington, DC,
3737 with the Special Operations Division;
3838 Whereas, in 2009, he transferred to the Grand Forks sector
3939 as the Patrol Agent in Charge of the Pembina Station,
4040 and was later promoted to Assistant Chief Patrol Agent,
4141 managing all stations within Minnesota;
4242 Whereas, in 2012, he transferred to the Rio Grande Valley
4343 sector and served as the Special Operations Detachment
4444 Patrol Agent in Charge, and was later promoted to Rio
4545 Grande City Station Patrol Agent in Charge;
4646 Whereas, in 2015, he was selected as the Laredo sector Divi-
4747 sion Chief of Operations;
4848 Whereas, in 2016, he was assigned to Immigration and Cus-
4949 toms Enforcement, Homeland Security Investigations,
5050 and Office of Intelligence as the Deputy Assistant Direc-
5151 tor for Enterprises Services in Washington, DC;
5252 Whereas, from 2017 to 2018, he served as the Laredo sector
5353 Acting Chief Patrol Agent, directing operations along the
5454 United States-Mexico border and commanding over 1,900
5555 agents and professional staff;
5656 Whereas, in 2019, he served as the Houlton sector Chief Pa-
5757 trol Agent, responsible for border security operations in
5858 Maine;
5959 Whereas, in 2020, he served as the U.S. Border Patrol Acad-
6060 emy Chief Patrol Agent, providing strategic vision, lead-
6161 ership, and technical direction for basic resident and ad-
6262 vanced nonresident courses;

6666 Whereas, from 2021 to 2023, he served as the Del Rio sector
6767 Chief Patrol Agent, leading one of the largest and busiest
6868 sectors along the United States-Mexico border;
6969 Whereas he attended Shorter University and the National
7070 War College, completing studies in accountancy and na-
7171 tional security strategy;
7272 Whereas he is a graduate of the U.S. Customs and Border
7373 Protection Leadership Institute, the American Univer-
7474 sity’s Key Executive Leadership Program, and the De-
7575 partment of Homeland Security Senior Executive Service
7676 Candidate Development Program;
7777 Whereas Jason Owens became the 26th Chief of the United
7878 States Border Patrol on July 2, 2023;
7979 Whereas, since the beginning of 2021, there has been an
8080 overwhelming increase in the number of illegal immi-
8181 grants crossing our southern border;
8282 Whereas he bolstered efforts to proactively combat cartel ac-
8383 tivity by establishing the U.S. Border Patrol Targeting
8484 and Investigations Division;
8585 Whereas he expanded the U.S. Border Patrol Resiliency Divi-
8686 sion to prioritize the well-being of the workforce by en-
8787 suring comprehensive physical and mental support for
8888 agents and staff; and
8989 Whereas, despite the challenges that this presented for each
9090 of the brave men and women that defend our borders,
9191 Jason Owens remained committed to carrying out the
9292 mission of USBP and upholding the rule of law: Now,
9393 therefore, be it
