15 | 15 | | Whereas the United States Government recognizes that |

16 | 16 | | North Korea was abducting Japanese citizens since the |

17 | 17 | | 1970s; |
---|
18 | 18 | | Whereas, in September 2002, North Korea admitted that it |
---|
19 | 19 | | had abducted Japanese citizens and promised to prevent |
---|
20 | 20 | | further recurrences; |
---|
21 | 21 | | Whereas, in October of 2002, only 5 abductees were returned |
---|
22 | 22 | | to Japan after being held prisoner for 24 years, despite |

23 | 23 | | the explicit commitment of North Korea to investigate |
