2020 Supporting the mission and goals of National Fentanyl
2121 Awareness Day in 2025, including increasing individual
2222 and public awareness of the impact of fake or counterfeit
2323 fentanyl pills on families and young people.
2424 Whereas drug traffickers are mass-producing fake or counter-
2525 feit pills and falsely marketing them as legitimate pre-
2626 scription pills to deceive the people of the United States;
2727 Whereas many fake or counterfeit pills are made to look like
2828 prescription name-brand opioids, stimulants, or anxiety
2929 medications;

3333 Whereas drug traffickers are using fake or counterfeit pills
3434 to exploit prescription drug misuse and the opioid crisis;
3535 Whereas the Drug Enforcement Administration (referred to
3636 in this preamble as the ‘‘DEA’’) has observed a dramatic
3737 rise in the number of counterfeit pills containing not less
3838 than 2 milligrams of fentanyl, which is considered a
3939 deadly dose;
4040 Whereas 5 out of every 10 pills with fentanyl tested by the
4141 DEA contain a potentially lethal dose;
4242 Whereas counterfeit pills may also contain fentanyl-related
4343 substances and methamphetamine;
4444 Whereas the number of counterfeit pills with fentanyl seized
4545 by law enforcement agencies in 2024 was 60,000,000;
4646 Whereas, including the nearly 8,000 pounds of fentanyl pow-
4747 der seized in 2024, total fentanyl seizures are equivalent
4848 to more than 377,000,000 lethal doses of fentanyl;
4949 Whereas fake or counterfeit pills have been identified in all
5050 50 States and the District of Columbia;
5151 Whereas illicit fentanyl has also been detected in illicit drugs
5252 such as heroin, cocaine, MDMA (ecstasy and molly), and
5353 methamphetamine;
5454 Whereas, for the 12-month period ending in October 2024,
5555 more than 84,000 individuals in the United States died
5656 of drug-induced deaths, and more than 58,000 of those
5757 deaths involved illicit fentanyl and other synthetic
5858 opioids;
5959 Whereas, over the last 20 years, drug-induced deaths among
6060 individuals 15 to 35 years of age have increased 5-fold,
6161 largely driven by the increase in illicit fentanyl drugs;

6565 Whereas, for the 12-month period ending in June 2023, illicit
6666 fentanyl was involved in more deaths of individuals 55
6767 years of age and under than any single other cause;
6868 Whereas fake counterfeit pills are easily accessible and often
6969 sold on social media and e-commerce platforms, making
7070 them accessible to teens and youth;
7171 Whereas illicit fentanyl is involved in more deaths of youths
7272 than all other drug types combined;
7373 Whereas, between 2019 and 2021, drug overdose and poi-
7474 soning deaths for individuals 14 to 18 years of age in-
7575 creased by 128 percent, a rate of increase which was 77
7676 percentage points higher than the national rate and high-
7777 er than the rate for any other 5-year age group;
7878 Whereas, between 2019 and 2021, the number of deaths in-
7979 volving illicit fentanyl in drug overdose and poisoning
8080 deaths for individuals 14 to 18 years of age increased by
8181 236 percent, a rate of increase which was 141 percentage
8282 points higher than the national rate and higher than the
8383 rate for any other 5-year age group over the age of 15;
8484 Whereas, since 2021, the annual number of drug overdose
8585 and poisoning deaths and those deaths involving illicit
8686 fentanyl in drug overdose and poisoning deaths for indi-
8787 viduals 14 to 18 years of age has increased;
8888 Whereas, in the 12-month period ending June 2023, illicit
8989 fentanyl was involved in 81 percent of drug-induced
9090 deaths of individuals between 14 and 23 years of age,
9191 compared to 70 percent of drug-induced deaths of indi-
9292 viduals of all ages;
9393 Whereas, in 2024, only 65 percent of youth and 55 percent
9494 of teens in the United States were aware that fentanyl
9595 is being used to create counterfeit pills;

9999 Whereas, in 2024, only 55 percent of youth and 50 percent
100100 of teens considered themselves knowledgeable about
101101 fentanyl; and
102102 Whereas, in 2024, there were 51,010 reported overdose
103103 deaths involving illicit fentanyl and other synthetic
104104 opioids: Now, therefore, be it
105105 Resolved, That the House of Representatives— 1
106106 (1) supports the recognition and goals of Na-2
107107 tional Fentanyl Awareness Day, which include in-3
108108 creasing individual and public awareness of the im-4
109109 pact of fake or counterfeit fentanyl pills on families 5
110110 and young people; 6
111111 (2) applauds the work of Federal, State, and 7
112112 local law enforcement agencies that work to combat 8
113113 the proliferation of counterfeit pills; 9
114114 (3) encourages the use of existing authorities to 10
115115 proactively stop and prevent the spread of illicit 11
116116 counterfeit pills; and 12
117117 (4) supports the designation of ‘‘National 13
118118 Fentanyl Awareness Day’’. 14
