14	14	resolution; which was referred to the Committee on Energy and Com-
15	15	merce, and in addition to the Committee on the Judiciary, for a period
16	16	to be subsequently determined by the Speaker, in each case for consider-
17	17	ation of such provisions as fall within the jurisdiction of the committee
18	18	concerned
19	19	RESOLUTION
20	20	Supporting the mission and goals of National Fentanyl
21	21	Awareness Day in 2025, including increasing individual
22	22	and public awareness of the impact of fake or counterfeit
23	23	fentanyl pills on families and young people.
24	24	Whereas drug traffickers are mass-producing fake or counter-
25	25	feit pills and falsely marketing them as legitimate pre-
26	26	scription pills to deceive the people of the United States;
27	27	Whereas many fake or counterfeit pills are made to look like
28	28	prescription name-brand opioids, stimulants, or anxiety
29	29	medications;

33	33	Whereas drug traffickers are using fake or counterfeit pills
34	34	to exploit prescription drug misuse and the opioid crisis;
35	35	Whereas the Drug Enforcement Administration (referred to
36	36	in this preamble as the ‘‘DEA’’) has observed a dramatic
37	37	rise in the number of counterfeit pills containing not less
38	38	than 2 milligrams of fentanyl, which is considered a
39	39	deadly dose;
40	40	Whereas 5 out of every 10 pills with fentanyl tested by the
41	41	DEA contain a potentially lethal dose;
42	42	Whereas counterfeit pills may also contain fentanyl-related
43	43	substances and methamphetamine;
44	44	Whereas the number of counterfeit pills with fentanyl seized
45	45	by law enforcement agencies in 2024 was 60,000,000;
46	46	Whereas, including the nearly 8,000 pounds of fentanyl pow-
47	47	der seized in 2024, total fentanyl seizures are equivalent
48	48	to more than 377,000,000 lethal doses of fentanyl;
49	49	Whereas fake or counterfeit pills have been identified in all
50	50	50 States and the District of Columbia;
51	51	Whereas illicit fentanyl has also been detected in illicit drugs
52	52	such as heroin, cocaine, MDMA (ecstasy and molly), and
53	53	methamphetamine;
54	54	Whereas, for the 12-month period ending in October 2024,
55	55	more than 84,000 individuals in the United States died
56	56	of drug-induced deaths, and more than 58,000 of those
57	57	deaths involved illicit fentanyl and other synthetic
58	58	opioids;
59	59	Whereas, over the last 20 years, drug-induced deaths among
60	60	individuals 15 to 35 years of age have increased 5-fold,
61	61	largely driven by the increase in illicit fentanyl drugs;

65	65	Whereas, for the 12-month period ending in June 2023, illicit
66	66	fentanyl was involved in more deaths of individuals 55
67	67	years of age and under than any single other cause;
68	68	Whereas fake counterfeit pills are easily accessible and often
69	69	sold on social media and e-commerce platforms, making
70	70	them accessible to teens and youth;
71	71	Whereas illicit fentanyl is involved in more deaths of youths
72	72	than all other drug types combined;
73	73	Whereas, between 2019 and 2021, drug overdose and poi-
74	74	soning deaths for individuals 14 to 18 years of age in-
75	75	creased by 128 percent, a rate of increase which was 77
76	76	percentage points higher than the national rate and high-
77	77	er than the rate for any other 5-year age group;
78	78	Whereas, between 2019 and 2021, the number of deaths in-
79	79	volving illicit fentanyl in drug overdose and poisoning
80	80	deaths for individuals 14 to 18 years of age increased by
81	81	236 percent, a rate of increase which was 141 percentage
82	82	points higher than the national rate and higher than the
83	83	rate for any other 5-year age group over the age of 15;
84	84	Whereas, since 2021, the annual number of drug overdose
85	85	and poisoning deaths and those deaths involving illicit
86	86	fentanyl in drug overdose and poisoning deaths for indi-
87	87	viduals 14 to 18 years of age has increased;
88	88	Whereas, in the 12-month period ending June 2023, illicit
89	89	fentanyl was involved in 81 percent of drug-induced
90	90	deaths of individuals between 14 and 23 years of age,
91	91	compared to 70 percent of drug-induced deaths of indi-
92	92	viduals of all ages;
93	93	Whereas, in 2024, only 65 percent of youth and 55 percent
94	94	of teens in the United States were aware that fentanyl
95	95	is being used to create counterfeit pills;

99	99	Whereas, in 2024, only 55 percent of youth and 50 percent
100	100	of teens considered themselves knowledgeable about
101	101	fentanyl; and
102	102	Whereas, in 2024, there were 51,010 reported overdose
103	103	deaths involving illicit fentanyl and other synthetic
104	104	opioids: Now, therefore, be it
105	105	Resolved, That the House of Representatives— 1
106	106	(1) supports the recognition and goals of Na-2
107	107	tional Fentanyl Awareness Day, which include in-3
108	108	creasing individual and public awareness of the im-4
109	109	pact of fake or counterfeit fentanyl pills on families 5
110	110	and young people; 6
111	111	(2) applauds the work of Federal, State, and 7
112	112	local law enforcement agencies that work to combat 8
113	113	the proliferation of counterfeit pills; 9
114	114	(3) encourages the use of existing authorities to 10
115	115	proactively stop and prevent the spread of illicit 11
116	116	counterfeit pills; and 12
117	117	(4) supports the designation of ‘‘National 13
118	118	Fentanyl Awareness Day’’. 14
