each case for consideration of such provisions as fall within the jurisdic-
tion of the committee concerned

Requesting information on El Salvador’s human rights prac-
tices pursuant to section 502B(c) of the Foreign Assist-
ance Act of 1961.

SECTION 1. REQUEST FOR INFORMATION ON EL SAL-2
VADOR’S HUMAN RIGHTS PRACTICES. 3
(a) S
TATEMENTREQUESTED.—The House of Rep-4
resentatives requests that the Secretary of State, not later 5
than 30 days after the date of the adoption of this resolu-6
tion, submit to the Committee on Foreign Relations of the 7
Senate and the Committee on Foreign Affairs of the 8

House of Representatives, pursuant to section 502B(c) of 1
the Foreign Assistance Act of 1961 (22 U.S.C. 2304(c)), 2
a statement regarding El Salvador’s human rights prac-3
tices that has been prepared in collaboration with the As-4
sistant Secretary of State for Democracy, Human Rights, 5
and Labor and the Office of the Legal Adviser at the De-6
partment of State. 7
(b) E
LEMENTS.—The statement submitted pursuant 8
to subsection (a) should include— 9
(1) all available credible information concerning 10
alleged violations of internationally recognized 11
human rights by the Government of the Republic of 12
El Salvador, including— 13
(A) torture and inhumane treatment of de-14
tainees, including detainees who are not citizens 15
of El Salvador; 16
(B) forced disappearances; 17
(C) transnational repression; 18
(D) the denial of due process for residents 19
of El Salvador, including an evaluation of judi-20
cial independence in El Salvador; and 21
(E) the treatment of citizens or residents 22
of other countries who are being detained or 23
imprisoned in El Salvador, including any oppor-24
tunity provided to such citizens or residents to 25

demonstrate they are being wrongfully detained 1
or imprisoned; 2
(2) a description of the steps the United States 3
Government has taken— 4
(A) to promote respect for and observance 5
of human rights as part of the Government of 6
El Salvador’s activities, including in the context 7
of El Salvador’s ongoing State of Exception; 8
(B) to discourage any practices that are 9
inimical to internationally recognized human 10
rights; and 11
(C) to publicly or privately call attention 12
to, and disassociate the United States and any 13
security assistance provided for the Republic of 14
El Salvador from, any practices described in 15
subparagraph (B); and 16
(3) other information, including— 17
(A) an assessment from the Secretary of 18
State of the likelihood that United States secu-19
rity assistance (as defined in section 502B(d) of 20
the Foreign Assistance Act of 1961 (22 U.S.C. 21
2304(d))) provided to the Republic of El Sal-22
vador could be used in support of activities by 23
government officials related to the rendition, 24

trafficking, detention, or imprisonment of indi-1
viduals who are not nationals of El Salvador; 2
(B) an assessment from the Secretary of 3
State of the conditions in El Salvador’s Centro 4
de Confinamiento del Terrorismo (CECOT), in-5
cluding an assessment of allegations of torture 6
and other gross violations of human rights; 7
(C) a description of any actions that the 8
United States Government is taking to ensure 9
that the Government of the Republic of El Sal-10
vador releases United States citizens or resi-11
dents being detained or imprisoned in El Sal-12
vador in compliance with United States court 13
orders regarding their return to the United 14
States; 15
(D) a description of any actions that the 16
United States Government is taking to address 17
allegations of detention, torture, or forced dis-18
appearances of United States citizens or resi-19
dents by the Republic of El Salvador or efforts 20
to facilitate the detention, torture or forced dis-21
appearances of United States citizens or legal 22
residents; 23
(E) a description of actions the United 24
States Government is taking to provide due 25

process in compliance with the laws of the 1
United States law for relevant persons detained 2
or imprisoned in El Salvador through an agree-3
ment with the United States Government; and 4
(F) a description of any actions the United 5
States Government is taking to protect United 6
States citizens and residents from unlawful ren-7
dering, trafficking, or other means of removal 8
from the United States to the Republic of El 9
Salvador. 10
