1717 Recognizing the 4th anniversary of the Trump administra-
1818 tion’s Secretary of the Air Force announcing Redstone
1919 Arsenal in Huntsville, Alabama, as the preferred location
2020 for United States Space Command Headquarters.
2121 Whereas, on January 13, 2021, the United States Air Force
2222 announced Redstone Arsenal in Huntsville, Alabama, as
2323 the preferred location for United States Space Command
2424 Headquarters;
2525 Whereas January 13, 2025, marks the 4th anniversary of
2626 this decision being announced during the first Presi-
2727 dential administration of Donald J. Trump;

3131 Whereas President Donald J. Trump directed the Secretary
3232 of Defense to reestablish United States Space Command
3333 as a unified combatant command on December 18, 2018;
3434 Whereas, as a result of President Donald J. Trump’s direc-
3535 tion, the Secretary of Defense directed the United States
3636 Air Force Basing Office to initiate a basing action for the
3737 preferred permanent location of United States Space
3838 Command headquarters, hereafter referred to as the
3939 ‘‘2019 Basing Action’’;
4040 Whereas the Secretary of the Air Force signed a memo-
4141 randum approving a provisional headquarters pending the
4242 selection of a preferred permanent location for United
4343 States Space Command on January 15, 2020;
4444 Whereas, on April 15, 2019, the Secretary of the Air Force
4545 was given the authority to make a decision on the pre-
4646 ferred permanent location for United States Space Com-
4747 mand Headquarters;
4848 Whereas, as a further result of President Trump’s direction,
4949 the Secretary of Defense reestablished United States
5050 Space Command as a unified combatant command on
5151 August 29, 2019;
5252 Whereas, as a result of concerns expressed by Congress re-
5353 garding the 2019 Basing Action, the Secretary of De-
5454 fense and Secretary of the Air Force met to discuss a
5555 modified basing action and approved the 2020 Basing
5656 Action, hereafter referred to as the ‘‘Strategic Basing Ac-
5757 tion’’, on April 27, 2020;
5858 Whereas the approved Strategic Basing Action contained
5959 three phases and was initiated on May 14, 2020, starting
6060 with the Self Nomination Phase and the solicitation of

6464 proposals from military installations interested in hosting
6565 United States Space Command Headquarters;
6666 Whereas, during the Self Nomination Phase, 66 candidate lo-
6767 cations in 26 States were nominated and the Air Force
6868 Basing Office determined 50 locations met the initial
6969 nomination criteria;
7070 Whereas the second Strategic Basing Action phase, hereafter
7171 referred to as the ‘‘Evaluation Phase’’, began on July 23,
7272 2020, and assessed each of the 50 locations on four eval-
7373 uation factors ‘‘Mission’’, ‘‘Capacity’’, ‘‘Community’’, and
7474 ‘‘Costs to the Department of Defense’’, with 21 criteria
7575 between the factors;
7676 Whereas the Evaluation Phase concluded on November 18,
7777 2020, and the United States Air Force publicly an-
7878 nounced six finalists to advance to the third phase of the
7979 Strategic Basing Action on November 19, 2020, ranked
8080 in the following order:
8181 (1) Redstone Arsenal in Huntsville, Alabama.
8282 (2) Offutt Air Force Base in Bellevue, Nebraska.
8383 (3) Joint Base San Antonio in San Antonio, Texas.
8484 (4) Peterson Air Force Base in Colorado Springs,
8585 Colorado.
8686 (5) Kirtland Air Force Base in Albuquerque, New
8787 Mexico.
8888 (6) Patrick Air Force Base in Cape Canaveral, Flor-
8989 ida.
9090 Whereas the 2022 Department of Defense Inspector General
9191 report titled ‘‘Evaluation of the Air Force Selection Proc-
9292 ess for the Permanent Location of the U.S. Space Com-
9393 mand Headquarters’’ found that there was a large break
9494 in qualification that occurred after the top two locations
9595 during the Evaluation Phase;

9999 Whereas the third phase of the Strategic Basing Action,
100100 hereafter referred to as the ‘‘Selection Phase’’, was con-
101101 ducted from December 4, 2020, through January 7,

103103 Whereas the findings of the Selection Phase resulted in the
104104 six finalists from the Evaluation Phase being ranked in
105105 the following order:
106106 (1) Redstone Arsenal in Huntsville, Alabama.
107107 (2) Kirtland Air Force Base in Albuquerque, New
108108 Mexico.
109109 (3) Offutt Air Force Base in Bellevue, Nebraska.
110110 (4) Joint Base San Antonio in San Antonio, Texas.
111111 (5) Peterson Air Force Base in Colorado Springs,
112112 Colorado.
113113 (6) Patrick Air Force Base in Cape Canaveral, Flor-
114114 ida.
115115 Whereas the Strategic Basing Action found that Redstone
116116 Arsenal in Huntsville, Alabama, consistently ranked as
117117 the top location throughout the process and compared
118118 more favorably across the 4 key factors and 21 criteria
119119 than any other finalist location;
120120 Whereas the Strategic Basing Action found that Huntsville,
121121 more so than any other finalist location, provided a large,
122122 qualified workforce, quality schools, superior infrastruc-
123123 ture, and low initial and recurring costs to the Depart-
124124 ment of Defense;
125125 Whereas the aforementioned points proved that Redstone Ar-
126126 senal in Huntsville, Alabama, was and remains to be, the
127127 best location for United States Space Command Head-
128128 quarters and informed the decision of the United States
129129 Air Force selecting the site as the preferred location on
130130 January 13, 2021;

134134 Whereas the findings of the Strategic Basing Action have
135135 been supported by reports following subsequent Depart-
136136 ment of Defense Inspector General and Government Ac-
137137 countability Office investigations; and
138138 Whereas, despite an extensive process determining that Red-
139139 stone Arsenal in Huntsville, Alabama, was the best pos-
140140 sible location for United States Space Command, on July
141141 31, 2023, President Joseph R. Biden and his Presidential
142142 administration chose to disregard the findings of the
143143 Strategic Basing Action and announced the intention to
144144 locate the headquarters at the fifth best location, Colo-
145145 rado Springs, Colorado: Now, therefore, be it
146146 Resolved, That the House of Representatives— 1
147147 (1) recognizes that the United States Air 2
148148 Force’s Strategic Basing Action process complied 3
149149 with law and policy and was justified in identifying 4
150150 Huntsville as the preferred permanent location for 5
151151 United States Space Command Headquarters; 6
152152 (2) strongly commends President Donald J. 7
153153 Trump and his first Presidential administration for 8
154154 completing a robust and fact-based Strategic Basing 9
155155 Action focused on what was best to ensure the na-10
156156 tional security and fiscal responsibility of the United 11
157157 States and well-being of service members and their 12
158158 families; 13
159159 (3) strongly condemns President Joseph R. 14
160160 Biden and his Presidential administration for dis-15
161161 regarding the findings of the Strategic Basing Ac-16
