17	17	Recognizing the 4th anniversary of the Trump administra-
18	18	tion’s Secretary of the Air Force announcing Redstone
19	19	Arsenal in Huntsville, Alabama, as the preferred location
20	20	for United States Space Command Headquarters.
21	21	Whereas, on January 13, 2021, the United States Air Force
22	22	announced Redstone Arsenal in Huntsville, Alabama, as
23	23	the preferred location for United States Space Command
24	24	Headquarters;
25	25	Whereas January 13, 2025, marks the 4th anniversary of
26	26	this decision being announced during the first Presi-
27	27	dential administration of Donald J. Trump;

31	31	Whereas President Donald J. Trump directed the Secretary
32	32	of Defense to reestablish United States Space Command
33	33	as a unified combatant command on December 18, 2018;
34	34	Whereas, as a result of President Donald J. Trump’s direc-
35	35	tion, the Secretary of Defense directed the United States
36	36	Air Force Basing Office to initiate a basing action for the
37	37	preferred permanent location of United States Space
38	38	Command headquarters, hereafter referred to as the
39	39	‘‘2019 Basing Action’’;
40	40	Whereas the Secretary of the Air Force signed a memo-
41	41	randum approving a provisional headquarters pending the
42	42	selection of a preferred permanent location for United
43	43	States Space Command on January 15, 2020;
44	44	Whereas, on April 15, 2019, the Secretary of the Air Force
45	45	was given the authority to make a decision on the pre-
46	46	ferred permanent location for United States Space Com-
47	47	mand Headquarters;
48	48	Whereas, as a further result of President Trump’s direction,
49	49	the Secretary of Defense reestablished United States
50	50	Space Command as a unified combatant command on
51	51	August 29, 2019;
52	52	Whereas, as a result of concerns expressed by Congress re-
53	53	garding the 2019 Basing Action, the Secretary of De-
54	54	fense and Secretary of the Air Force met to discuss a
55	55	modified basing action and approved the 2020 Basing
56	56	Action, hereafter referred to as the ‘‘Strategic Basing Ac-
57	57	tion’’, on April 27, 2020;
58	58	Whereas the approved Strategic Basing Action contained
59	59	three phases and was initiated on May 14, 2020, starting
60	60	with the Self Nomination Phase and the solicitation of

65	65	United States Space Command Headquarters;
66	66	Whereas, during the Self Nomination Phase, 66 candidate lo-
67	67	cations in 26 States were nominated and the Air Force
68	68	Basing Office determined 50 locations met the initial
69	69	nomination criteria;
70	70	Whereas the second Strategic Basing Action phase, hereafter
71	71	referred to as the ‘‘Evaluation Phase’’, began on July 23,
72	72	2020, and assessed each of the 50 locations on four eval-
73	73	uation factors ‘‘Mission’’, ‘‘Capacity’’, ‘‘Community’’, and
74	74	‘‘Costs to the Department of Defense’’, with 21 criteria
75	75	between the factors;
76	76	Whereas the Evaluation Phase concluded on November 18,
77	77	2020, and the United States Air Force publicly an-
78	78	nounced six finalists to advance to the third phase of the
79	79	Strategic Basing Action on November 19, 2020, ranked
80	80	in the following order:
81	81	(1) Redstone Arsenal in Huntsville, Alabama.
82	82	(2) Offutt Air Force Base in Bellevue, Nebraska.
83	83	(3) Joint Base San Antonio in San Antonio, Texas.
84	84	(4) Peterson Air Force Base in Colorado Springs,
85	85	Colorado.
86	86	(5) Kirtland Air Force Base in Albuquerque, New
87	87	Mexico.
88	88	(6) Patrick Air Force Base in Cape Canaveral, Flor-
89	89	ida.
90	90	Whereas the 2022 Department of Defense Inspector General
91	91	report titled ‘‘Evaluation of the Air Force Selection Proc-
92	92	ess for the Permanent Location of the U.S. Space Com-
93	93	mand Headquarters’’ found that there was a large break
94	94	in qualification that occurred after the top two locations
95	95	during the Evaluation Phase;

99	99	Whereas the third phase of the Strategic Basing Action,
100	100	hereafter referred to as the ‘‘Selection Phase’’, was con-
101	101	ducted from December 4, 2020, through January 7,
102	102	2021;
103	103	Whereas the findings of the Selection Phase resulted in the
104	104	six finalists from the Evaluation Phase being ranked in
105	105	the following order:
106	106	(1) Redstone Arsenal in Huntsville, Alabama.
107	107	(2) Kirtland Air Force Base in Albuquerque, New
108	108	Mexico.
109	109	(3) Offutt Air Force Base in Bellevue, Nebraska.
110	110	(4) Joint Base San Antonio in San Antonio, Texas.
111	111	(5) Peterson Air Force Base in Colorado Springs,
112	112	Colorado.
113	113	(6) Patrick Air Force Base in Cape Canaveral, Flor-
114	114	ida.
115	115	Whereas the Strategic Basing Action found that Redstone
116	116	Arsenal in Huntsville, Alabama, consistently ranked as
117	117	the top location throughout the process and compared
118	118	more favorably across the 4 key factors and 21 criteria
119	119	than any other finalist location;
120	120	Whereas the Strategic Basing Action found that Huntsville,
121	121	more so than any other finalist location, provided a large,
122	122	qualified workforce, quality schools, superior infrastruc-
123	123	ture, and low initial and recurring costs to the Depart-
124	124	ment of Defense;
125	125	Whereas the aforementioned points proved that Redstone Ar-
126	126	senal in Huntsville, Alabama, was and remains to be, the
127	127	best location for United States Space Command Head-
128	128	quarters and informed the decision of the United States
129	129	Air Force selecting the site as the preferred location on
130	130	January 13, 2021;

134	134	Whereas the findings of the Strategic Basing Action have
135	135	been supported by reports following subsequent Depart-
136	136	ment of Defense Inspector General and Government Ac-
137	137	countability Office investigations; and
138	138	Whereas, despite an extensive process determining that Red-
139	139	stone Arsenal in Huntsville, Alabama, was the best pos-
140	140	sible location for United States Space Command, on July
141	141	31, 2023, President Joseph R. Biden and his Presidential
142	142	administration chose to disregard the findings of the
143	143	Strategic Basing Action and announced the intention to
144	144	locate the headquarters at the fifth best location, Colo-
145	145	rado Springs, Colorado: Now, therefore, be it
146	146	Resolved, That the House of Representatives— 1
147	147	(1) recognizes that the United States Air 2
148	148	Force’s Strategic Basing Action process complied 3
149	149	with law and policy and was justified in identifying 4
150	150	Huntsville as the preferred permanent location for 5
151	151	United States Space Command Headquarters; 6
152	152	(2) strongly commends President Donald J. 7
153	153	Trump and his first Presidential administration for 8
154	154	completing a robust and fact-based Strategic Basing 9
155	155	Action focused on what was best to ensure the na-10
156	156	tional security and fiscal responsibility of the United 11
157	157	States and well-being of service members and their 12
158	158	families; 13
159	159	(3) strongly condemns President Joseph R. 14
160	160	Biden and his Presidential administration for dis-15
161	161	regarding the findings of the Strategic Basing Ac-16
