2727 Recognizing the impact the stigmatization of menstruation
2828 has on the lives of women, girls, and people who men-
2929 struate, and expressing support for the designation of
3030 the month of May as ‘‘National Menstrual Health Aware-
3131 ness Month’’.
3232 Whereas menstrual health is an integral part of overall health
3333 because most women menstruate, on average, for 40
3434 years of life between menarche and menopause;

3838 Whereas the World Bank estimates that globally,
3939 500,000,000 people lack access to menstrual products
4040 and clean, safe water and sanitation facilities for men-
4141 strual hygiene management;
4242 Whereas the United Nations Population Fund recognizes that
4343 menstruation is intrinsically related to human dignity;
4444 Whereas menstrual health impacts the fulfillment of rights
4545 such as adequate and secure housing, education, safe and
4646 healthy working conditions, and freedom from discrimina-
4747 tion;
4848 Whereas 6,000 women in the United States enter menopause
4949 each day;
5050 Whereas access to safe, private water and sanitation facilities
5151 is essential for effectively managing menstrual hygiene
5252 with dignity;
5353 Whereas cultural stigma and lack of access to menstrual
5454 health and hygiene education, sanitation, and infrastruc-
5555 ture can limit access to school, employment, and religious
5656 activities;
5757 Whereas negative stigmas around menstruation can impact
5858 girls from the onset of puberty and throughout the re-
5959 mainder of their lives;
6060 Whereas menstruation is a normal and healthy part of life for
6161 most women and girls, yet, in many societies, the experi-
6262 ence of menstruators continues to be constrained by cul-
6363 tural taboos and discriminatory social norms;
6464 Whereas the lack of resources for safe and dignified manage-
6565 ment of menstruation can cause discomfort and psycho-
6666 logical stress and add to the shame and sometimes de-
6767 pression that women and girls experience as a result of
6868 menstruation-related taboos and stigma;

7272 Whereas women’s health research continues to be under-
7373 studied, resulting in a lack of research and education
7474 around menstrual and uterine health issues such as
7575 fibroids, endometriosis, and polycystic ovary syndrome,
7676 impacting millions of women in the United States;
7777 Whereas an investment in menstrual health is an investment
7878 in gender equity and equality; and
7979 Whereas menstrual health disparities impact economic oppor-
8080 tunities and empowerment: Now, therefore, be it
8181 Resolved, That the House of Representatives— 1
8282 (1) supports the goals and ideals of ‘‘National 2
8383 Menstrual Health Awareness Month’’, which are 3
8484 to— 4
8585 (A) normalize menstruation as a healthy 5
8686 biological process and eliminate period stigma; 6
8787 (B) educate young people to understand 7
8888 menstrual health management and its impacts 8
8989 on the overall physical health, mental health, 9
9090 and well-being of women, girls, and those who 10
9191 menstruate; 11
9292 (C) support the development of new sup-12
9393 portive standards of menstrual health education 13
9494 and care for menstruating girls, women, and 14
9595 people; and 15
9696 (D) improve access to care, treatment, and 16
9797 information regarding menstrual health, includ-17
9898 ing for conditions such as dysmenorrhea, 18
