1919 Recognizing the disenfranchisement of District of Columbia
2020 residents, calling for statehood for the District of Colum-
2121 bia through the enactment of the Washington, D.C. Ad-
2222 mission Act, and expressing support for the designation
2323 of May 1, 2025, as ‘‘D.C. Statehood Day’’.
2424 Whereas the United States was founded on the principles of
2525 consent of the governed and no taxation without rep-
2626 resentation;
2727 Whereas District of Columbia residents are denied voting rep-
2828 resentation in Congress and full local self-government;

3232 Whereas the District of Columbia pays more per capita Fed-
3333 eral taxes than any State and pays more Federal taxes
3434 than 19 States;
3535 Whereas statehood would give District of Columbia residents
3636 voting representation in Congress and full local self-gov-
3737 ernment;
3838 Whereas Congress has the constitutional authority to pass
3939 the District of Columbia statehood bill, the Washington,
4040 D.C. Admission Act (H.R. 51 and S. 51), which would
4141 admit the State of Washington, Douglass Commonwealth,
4242 and reduce the size of the Federal district;
4343 Whereas the Admissions Clause of the Constitution gives
4444 Congress the authority to admit new States, and all 37
4545 new States were admitted by Congress;
4646 Whereas no State would have to consent to the admission of
4747 the State of Washington, Douglass Commonwealth;
4848 Whereas the District Clause of the Constitution gives Con-
4949 gress plenary authority over the Federal district and es-
5050 tablishes a maximum size of the Federal district, but not
5151 a minimum size nor a location of the Federal district;
5252 Whereas the 23d Amendment to the Constitution allows the
5353 Federal district to participate in the electoral college,
5454 while not establishing a minimum size nor a location of
5555 the Federal district;
5656 Whereas the Constitution does not establish any prerequisites
5757 for new States, but Congress has generally considered 3
5858 factors—
5959 (1) population and resources;
6060 (2) support for statehood; and
6161 (3) commitment to democracy;

6565 Whereas the District of Columbia has a larger population
6666 than 2 States;
6767 Whereas the District of Columbia has a larger gross domestic
6868 product than 15 States and a higher per capita gross do-
6969 mestic product than any State;
7070 Whereas the District of Columbia has a higher per capita
7171 personal income than any State;
7272 Whereas 86 percent of District of Columbia residents voted
7373 for statehood in 2016; and
7474 Whereas District of Columbia residents have been fighting
7575 for voting representation in Congress and full local self-
7676 government for more than 200 years: Now, therefore, be
7777 it
7878 Resolved, That the House of Representatives— 1
7979 (1) supports the designation of ‘‘D.C. Statehood 2
8080 Day’’; and 3
8181 (2) calls on Congress to pass the Washington, 4
8282 D.C. Admission Act (H.R. 51 and S. 51). 5
