21	21	Expressing support for the designation of May 2025 as ‘‘Re-
22	22	newable Fuels Month’’ to recognize the important role
23	23	that renewable fuels play in reducing carbon impacts,
24	24	lowering fuel prices for consumers, supporting rural com-
25	25	munities, and lessening reliance on foreign adversaries.
26	26	Whereas the United States is the largest producer of biofuels
27	27	in the world, which contributes to the domestic economy,
28	28	creates jobs, and reduces greenhouse gas emissions;
29	29	Whereas ethanol is a renewable fuel made of biomass from
30	30	plant materials;

34	34	Whereas, in 2024, more than 55,810 jobs in the United
35	35	States were directly associated with the ethanol industry,
36	36	with an additional 258,089 indirect and induced jobs
37	37	supported across all sectors of the economy;
38	38	Whereas the ethanol industry created $28,300,000,000 in
39	39	household income and contributed more than
40	40	$53,000,000,000 to the gross domestic product of the
41	41	United States;
42	42	Whereas ethanol and feed co-product production provide a
43	43	valuable market for United States corn, as a typical dry
44	44	mill ethanol plant adds nearly $2 of additional value, or
45	45	55 percent, to every bushel of corn processed;
46	46	Whereas ethanol use reduces greenhouse gas emissions by be-
47	47	tween 44 and 52 percent compared to gasoline, and by
48	48	displacing hydrocarbon substances like aromatics in gaso-
49	49	line, ethanol also helps reduce emissions of air toxins,
50	50	particulate matter, carbon monoxide, nitrous oxides, and
51	51	exhaust hydrocarbons;
52	52	Whereas, in 2024, ethanol played a vital role in bolstering the
53	53	energy independence of the United States by
54	54	supplementing nearly 630,000,000 barrels of imported
55	55	crude oil;
56	56	Whereas, in 2024, ethanol exports reached a record
57	57	1,930,000,000 gallons, an increase of over 500,000,000
58	58	gallons compared to 2023;
59	59	Whereas

61	61	⁄3of every bushel processed by an ethanol plant is
62	62	used to make distillers grains, one of the most efficient
63	63	and desirable animal feeds available;
64	64	Whereas biodiesel is a drop-in replacement for petroleum-
65	65	based diesel fuel that is produced from renewable re-

69	69	sources such as recycled cooking oil, soybean oil, distillers
70	70	corn oil, canola oil, and animal fats;
71	71	Whereas renewable diesel is an advanced biofuel, made from
72	72	the same feedstocks as biodiesel, that reduces greenhouse
73	73	gas emissions, while meeting the same standard specifica-
74	74	tion for diesel fuels as petroleum-based diesel;
75	75	Whereas biofuel production uses more than 1,000,000,000
76	76	pounds of soybean oil per month and generates increas-
77	77	ing amounts of soybean meal for feed markets, driving a
78	78	30 percent increase in crush capacity across the United
79	79	States;
80	80	Whereas the biodiesel and renewable diesel sectors generated
81	81	a total economic impact of $23,300,000,000, supporting
82	82	75,200 United States jobs and contributing
83	83	$3,600,000,000 in wages;
84	84	Whereas biodiesel and renewable diesel can be used in exist-
85	85	ing diesel engines without modification and are available
86	86	throughout the United States;
87	87	Whereas advanced biofuels like biodiesel and renewable diesel
88	88	reduce greenhouse gas emissions by at least 50 percent
89	89	compared to petroleum-based diesel;
90	90	Whereas biodiesel emits up to 80 percent less particulate
91	91	matter than petroleum-based diesel, improving air quality
92	92	and health outcomes;
93	93	Whereas the production of biodiesel and renewable diesel
94	94	adds to the total domestic fuel supply, reducing the price
95	95	of all diesel fuel at the pump;
96	96	Whereas, without the renewable fuel standard helping to
97	97	drive production of biodiesel and renewable diesel, the
98	98	value of soybeans grown by farmers in the United States
99	99	would decrease by 8 percent;

103	103	Whereas sustainable aviation fuel is made from renewable
104	104	biomass and waste resources and can deliver the perform-
105	105	ance of petroleum-based jet fuel; and
106	106	Whereas sustainable aviation fuel can be blended with con-
107	107	ventional jet fuel and the use of sustainable or blended
108	108	aviation fuel requires no infrastructure or equipment
109	109	changes: Now, therefore, be it
110	110	Resolved, That the House of Representatives— 1
111	111	(1) supports the designation of ‘‘Renewable 2
112	112	Fuels Month’’; and 3
113	113	(2) recognizes— 4
114	114	(A) the important role renewable fuels play 5
115	115	in reducing the carbon impact of the United 6
116	116	States; 7
117	117	(B) the ability of renewable fuels to lower 8
118	118	fuel prices for consumers; 9
119	119	(C) the support to rural communities that 10
120	120	renewable fuel industries provide; and 11
121	121	(D) the opportunity that the production of 12
122	122	renewable fuels provides to lessen the reliance 13
123	123	of the United States on foreign adversaries. 14
