2121 Expressing support for the designation of May 2025 as ‘‘Re-
2222 newable Fuels Month’’ to recognize the important role
2323 that renewable fuels play in reducing carbon impacts,
2424 lowering fuel prices for consumers, supporting rural com-
2525 munities, and lessening reliance on foreign adversaries.
2626 Whereas the United States is the largest producer of biofuels
2727 in the world, which contributes to the domestic economy,
2828 creates jobs, and reduces greenhouse gas emissions;
2929 Whereas ethanol is a renewable fuel made of biomass from
3030 plant materials;

3434 Whereas, in 2024, more than 55,810 jobs in the United
3535 States were directly associated with the ethanol industry,
3636 with an additional 258,089 indirect and induced jobs
3737 supported across all sectors of the economy;
3838 Whereas the ethanol industry created $28,300,000,000 in
3939 household income and contributed more than
4040 $53,000,000,000 to the gross domestic product of the
4141 United States;
4242 Whereas ethanol and feed co-product production provide a
4343 valuable market for United States corn, as a typical dry
4444 mill ethanol plant adds nearly $2 of additional value, or
4545 55 percent, to every bushel of corn processed;
4646 Whereas ethanol use reduces greenhouse gas emissions by be-
4747 tween 44 and 52 percent compared to gasoline, and by
4848 displacing hydrocarbon substances like aromatics in gaso-
4949 line, ethanol also helps reduce emissions of air toxins,
5050 particulate matter, carbon monoxide, nitrous oxides, and
5151 exhaust hydrocarbons;
5252 Whereas, in 2024, ethanol played a vital role in bolstering the
5353 energy independence of the United States by
5454 supplementing nearly 630,000,000 barrels of imported
5555 crude oil;
5656 Whereas, in 2024, ethanol exports reached a record
5757 1,930,000,000 gallons, an increase of over 500,000,000
5858 gallons compared to 2023;
5959 Whereas

6161 ⁄3of every bushel processed by an ethanol plant is
6262 used to make distillers grains, one of the most efficient
6363 and desirable animal feeds available;
6464 Whereas biodiesel is a drop-in replacement for petroleum-
6565 based diesel fuel that is produced from renewable re-

6969 sources such as recycled cooking oil, soybean oil, distillers
7070 corn oil, canola oil, and animal fats;
7171 Whereas renewable diesel is an advanced biofuel, made from
7272 the same feedstocks as biodiesel, that reduces greenhouse
7373 gas emissions, while meeting the same standard specifica-
7474 tion for diesel fuels as petroleum-based diesel;
7575 Whereas biofuel production uses more than 1,000,000,000
7676 pounds of soybean oil per month and generates increas-
7777 ing amounts of soybean meal for feed markets, driving a
7878 30 percent increase in crush capacity across the United
7979 States;
8080 Whereas the biodiesel and renewable diesel sectors generated
8181 a total economic impact of $23,300,000,000, supporting
8282 75,200 United States jobs and contributing
8383 $3,600,000,000 in wages;
8484 Whereas biodiesel and renewable diesel can be used in exist-
8585 ing diesel engines without modification and are available
8686 throughout the United States;
8787 Whereas advanced biofuels like biodiesel and renewable diesel
8888 reduce greenhouse gas emissions by at least 50 percent
8989 compared to petroleum-based diesel;
9090 Whereas biodiesel emits up to 80 percent less particulate
9191 matter than petroleum-based diesel, improving air quality
9292 and health outcomes;
9393 Whereas the production of biodiesel and renewable diesel
9494 adds to the total domestic fuel supply, reducing the price
9595 of all diesel fuel at the pump;
9696 Whereas, without the renewable fuel standard helping to
9797 drive production of biodiesel and renewable diesel, the
9898 value of soybeans grown by farmers in the United States
9999 would decrease by 8 percent;

103103 Whereas sustainable aviation fuel is made from renewable
104104 biomass and waste resources and can deliver the perform-
105105 ance of petroleum-based jet fuel; and
106106 Whereas sustainable aviation fuel can be blended with con-
107107 ventional jet fuel and the use of sustainable or blended
108108 aviation fuel requires no infrastructure or equipment
109109 changes: Now, therefore, be it
110110 Resolved, That the House of Representatives— 1
111111 (1) supports the designation of ‘‘Renewable 2
112112 Fuels Month’’; and 3
113113 (2) recognizes— 4
114114 (A) the important role renewable fuels play 5
115115 in reducing the carbon impact of the United 6
116116 States; 7
117117 (B) the ability of renewable fuels to lower 8
118118 fuel prices for consumers; 9
119119 (C) the support to rural communities that 10
120120 renewable fuel industries provide; and 11
121121 (D) the opportunity that the production of 12
122122 renewable fuels provides to lessen the reliance 13
123123 of the United States on foreign adversaries. 14
