RESOLUTION 
Providing a point of order in the House of Representatives 
during the 119th Congress against reconciliation meas-
ures that reduce benefits under the Medicaid program 
or the supplemental nutrition assistance program. 
Resolved, 1
SECTION 1. POINT OF ORDER ON CUTS TO CERTAIN PRO-2
GRAMS IN RECONCILIATION MEASURES. 3
(a) I
NGENERAL.—During the period beginning on 4
the date of the enactment of this resolution and ending 5
on the last day of the 119th Congress, it shall not be in 6
order in the House of Representatives to consider any rec-7
onciliation bill or reconciliation resolution reported pursu-8

ant to a concurrent resolution on the budget agreed to 1
under section 301 or 304 of the Congressional Budget and 2
Impoundment Control Act of 1974, or a joint resolution 3
pursuant to section 258C of the Balanced Budget and 4
Emergency Deficit Control Act of 1985, or any amend-5
ment thereto or conference report thereon that— 6
(1) reduces enrollment or benefits for any indi-7
vidual described in subsection (b) enrolled in the 8
Medicaid program under title XIX of the Social Se-9
curity Act; or 10
(2) reduces eligibility or benefits for households 11
with individuals described in such subsection and 12
that participate in the supplemental nutrition assist-13
ance program under the Food and Nutrition Act of 14
2008. 15
(b) I
NDIVIDUALSDESCRIBED.—An individual de-16
scribed in this subsection is any of the following: 17
(1) An individual under the age of 19. 18
(2) An individual age 65 or older. 19
(3) A pregnant woman. 20
(4) An individual with a disability (as that term 21
is defined in section 223(d) of the Social Security 22
Act). 23
(c) E
XCEPTION.—The point of order under this sec-24
tion shall not apply to any provision in a reconciliation 25

bill or reconciliation resolution that reduces improper pay-1
ments, eliminates fraudulent billing, or enhances data 2
verification to ensure eligibility for applicable benefits. 3
