1717 RESOLUTION
1818 Establishing a ‘‘Bill of Rights’’ to support United States
1919 law enforcement personnel nationwide in their work to
2020 protect our communities.
2121 Whereas calls to ‘‘defund’’, ‘‘disband’’, ‘‘dismantle’’, or ‘‘abol-
2222 ish’’ the police should be condemned and rule of law
2323 should be strictly maintained;
2424 Whereas law enforcement officers take an oath to never be-
2525 tray the public trust;
2626 Whereas in the course of investigations into officers who have
2727 allegedly exhibited misconduct, law enforcement should
2828 have certain rights to ensure a fair administration of jus-
2929 tice, including—

3333 (1) a law enforcement officer’s inherent right to self-
3434 defense against physical threats;
3535 (2) a law enforcement officer’s right to legal re-
3636 course if a civilian attempts to assault the law enforce-
3737 ment officer;
3838 (3) a law enforcement officer’s right to be protected
3939 from physical harassment targeting a law enforcement of-
4040 ficer;
4141 (4) a law enforcement officer’s right to equipment
4242 necessary for personal protection;
4343 (5) a law enforcement officer’s right to counsel and
4444 a union representative present at any interview conducted
4545 as part of an investigation;
4646 (6) a law enforcement officer’s right to be informed
4747 of the nature of the investigation before any interview
4848 commences, including the name of the complainant and
4949 sufficient information to reasonably apprise the officer of
5050 the allegations;
5151 (7) during questioning in the course of an investiga-
5252 tion a law enforcement officer’s right—
5353 (A) to not be subjected to any offensive lan-
5454 guage;
5555 (B) to not be threatened with departmental,
5656 civil, or criminal charges; and
5757 (C) to not receive financial or promotional in-
5858 ducement;
5959 (8) a law enforcement officer’s right to a hearing,
6060 with notification in advance of the date, access to tran-
6161 scripts, other relevant documents, and evidence;
6262 (9) a law enforcement officer’s right to have the op-
6363 portunity to respond to adverse accusations; and
6464 (10) a law enforcement officer’s right to not be dis-
6565 ciplined for exercising a Fifth Amendment right to re-

7070 ments will not be used against the officer in any criminal
7171 proceeding;
7272 Whereas in order to ensure these investigations are conducted
7373 in a manner that protects the public, respects the rights
7474 of law enforcement personnel, and is conducive to good
7575 order and discipline;
7676 Whereas States across the country are encouraged to adopt
7777 a ‘‘Bill of Rights’’ for law enforcement personnel for pro-
7878 tections related to investigation and prosecution arising
7979 from conduct during official performance of duties;
8080 Whereas the law enforcement community protects our streets,
8181 acknowledges the rights of all Americans, and keeps citi-
8282 zens safe from harm;
8383 Whereas law enforcement officers are recognized for their
8484 public service to all, knowing they face extremely dan-
8585 gerous situations while carrying out their duties; and
8686 Whereas a healthy and collaborative relationship between law
8787 enforcement officers and the communities they serve is
8888 essential to creating mutually respectful dialogue: Now,
8989 therefore, be it
9090 Resolved, That the House of Representatives— 1
9191 (1) recognizes all law enforcement agencies and 2
9292 officers for their tireless work to protect us and 3
9393 make our communities safer; 4
9494 (2) condemns calls to ‘‘defund’’, ‘‘disband’’, 5
9595 ‘‘dismantle’’, or ‘‘abolish’’ the police; 6
9696 (3) encourages dialogue between law enforce-7
9797 ment and their respective communities to improve 8
