2323 Honoring mothers, and recognizing the significance of moth-
2424 erhood and the impact mothers have on raising the next
2525 generation, on the occasion of Mother’s Day.
2626 Whereas President Woodrow Wilson issued a Presidential
2727 proclamation on May 9, 1914, establishing the first na-
2828 tional Mother’s Day holiday to celebrate America’s moth-
2929 ers;
3030 Whereas Mother’s Day is celebrated around the world, dem-
3131 onstrating the historical significance and universal re-
3232 spect for mothers and motherhood;

3636 Whereas, on Mother’s Day, families are blessed with the op-
3737 portunity to celebrate their mothers, the sacrifices moth-
3838 ers make daily, and everything motherhood represents;
3939 Whereas mothers are responsible for raising the next genera-
4040 tion and deserve to be celebrated for the special ability
4141 only they have to bring life into this world;
4242 Whereas mothers are both strong and nurturing, traits which
4343 are critical to the development of their progeny;
4444 Whereas mothers such as stepmothers, adopted mothers, and
4545 single mothers are also vital to the fabric of this Nation
4646 and the story of motherhood;
4747 Whereas the definition of ‘‘mother’’ has come under attack
4848 in recent years from various groups that seek to diminish
4949 the significance of motherhood;
5050 Whereas redefining motherhood attacks the fundamental
5151 truth of the human experience and ignores the intrinsic
5252 capability women have to become mothers;
5353 Whereas the terms ‘‘birthing person’’, ‘‘gestational parent’’,
5454 ‘‘chest feeder’’, ‘‘menstruating people’’, ‘‘pregnant peo-
5555 ple’’, and ‘‘people with a capacity for pregnancy’’, among
5656 others, diminish the significance of motherhood;
5757 Whereas, in the 117th Congress, Democrats incomprehensibly
5858 passed legislation that eliminated the term ‘‘mother’’
5959 from the House Rules, tantamount to an attack on moth-
6060 erhood at the most fundamental level;
6161 Whereas mothers are, by basic logic and commonsense defini-
6262 tion, women; and
6363 Whereas, on Sunday, May 11, 2025, the United States will
6464 celebrate Mother’s Day, thus providing Americans the op-

6969 mothers of this Nation: Now, therefore, be it
7070 Resolved, That the House of Representatives— 1
7171 (1) supports policies that recognize mothers as 2
7272 mothers; 3
7373 (2) acknowledges that Mother’s Day is intended 4
7474 specifically to commemorate motherhood and to 5
7575 honor the mothers of the United States; 6
7676 (3) recognizes the importance of motherhood, 7
7777 the sacrifices women make when choosing to raise a 8
7878 family, and the invaluable contributions of mother-9
7979 hood to the family, community, States, and country 10
8080 as a whole; and 11
8181 (4) encourages the people of the United States 12
8282 to observe Mother’s Day in celebration of the women 13
8383 who have chosen to bring life into the world and 14
8484 nurture the next generation. 15
