Amending the Rules of the House of Representatives to 
exclude employees of the offices of Members who serve 
on certain committees of the House from the allotment 
of the number of employees of the office who may hold 
security clearances processed by the Office of House 
Security if such employees are members of the armed 
forces who hold a security clearance issued by the De-
partment of Defense, and for other purposes.

SECTION 1. EXEMPTION OF CERTAIN HOUSE EMPLOYEES 1
WHO ARE MEMBERS OF ARMED FORCES 2
FROM ALLOTMENT OF NUMBER OF EMPLOY-3
EES OF MEMBER OFFICE WHO MAY HOLD SE-4
CURITY CLEARANCES PROCESSED BY THE 5
OFFICE OF HOUSE SECURITY. 6
Rule XXIX of the Rules of the House of Representa-7
tives is amended by adding at the end the following new 8
clause: 9
‘‘5.(a) If an employee of the office of a Member, Dele-10
gate, or Resident Commissioner described in paragraph 11
(c) is a member of the armed forces who holds a security 12
clearance issued by the Department of Defense, the em-13
ployee shall not be included in determining the allotment 14
of the number of employees of the office who may hold 15
security clearances processed by the Office of House Secu-16
rity. 17
‘‘(b) The level of the security clearance of an em-18
ployee of an office who is described in paragraph (a) may 19
not exceed the lower of— 20
‘‘(1) the level of the clearance held by the em-21
ployee which was issued by the Department of De-22
fense; or 23
‘‘(2) the highest clearance level which may be 24
sponsored by the office for its employees. 25

‘‘(c) A Member, Delegate, or Resident Commissioner 1
described in this paragraph is a Member, Delegate, or 2
Resident Commissioner who serves on any of the following 3
Subcommittees or Committees of the House of Represent-4
atives: 5
‘‘(1) The Subcommittee on Defense of the Com-6
mittee on Appropriations. 7
‘‘(2) The Subcommittee on Homeland Security 8
of the Committee on Appropriations. 9
‘‘(3) The Subcommittee on State, Foreign Op-10
erations, and Related Programs of the Committee on 11
Appropriations. 12
‘‘(4) The Committee on Armed Services. 13
‘‘(5) The Committee on Foreign Affairs. 14
‘‘(6) The Committee on Homeland Security. 15
‘‘(7) The Permanent Select Committee on Intel-16
ligence.’’. 17
