2323 was referred to the Committee on the Judiciary RESOLUTION
2424 Recognizing and honoring the work of community organiza-
2525 tions and individuals who create and maintain services
2626 and educational programs for marginalized groups ensur-
2727 ing the resilience and prosperity of members of the
2828 LGBTQIA+ community.
2929 Whereas LGBTQIA+ community spaces provide critical envi-
3030 ronments, both historically and in the present, where in-
3131 dividuals of diverse sexual orientations and gender identi-
3232 ties can express themselves authentically, free from dis-
3333 crimination, violence, or judgment, while fostering a
3434 sense of belonging, mental and emotional well-being, and

3838 community support, and have served as incubators for
3939 cultural expression, social activism, and education on
4040 issues of equality and justice;
4141 Whereas the term ‘‘LGBTQIA+’’ is understood to mean les-
4242 bian, gay, bisexual, transgender, questioning/queer,
4343 intersex, asexual, and other identities;
4444 Whereas community partnership organizations have been in-
4545 strumental in establishing, maintaining, and expanding
4646 these spaces through their dedication, advocacy, and re-
4747 source mobilization;
4848 Whereas LGBTQIA+ community spaces include and uplift
4949 members who are also from racially and ethnically diverse
5050 backgrounds emphasizing the need for solidarity and mu-
5151 tual understanding;
5252 Whereas, in June 1969, the Stonewall Inn—a bar known for
5353 serving LGBTQIA+ community members at a time when
5454 being LGBTQIA+ was illegal—was raided by the City of
5555 New York Police Department, leading to a six-day pro-
5656 test led by a diverse coalition including transgender
5757 women of color such as Marsha P. Johnson and Sylvia
5858 Rivera, demonstrating intersectional solidarity in main-
5959 taining community support spaces;
6060 Whereas the Gay and Lesbian Anti-Defamation League, later
6161 known as GLAAD, held its first meeting in 1985 at the
6262 New York Community Center, convening over 400
6363 LGBTQIA+ people and providing an unprecedented op-
6464 portunity for members within the LBGTQIA+ commu-
6565 nity to openly and unabashedly discuss ongoing political
6666 and social issues facing the LGBTQIA+ community;
6767 Whereas, in 1987, the AIDS Coalition to Unleash Power, also
6868 known as ACT UP, was founded through the unity of

7272 smaller LGBTQIA+ organizations and individuals to
7373 fight discrimination against those with Acquired Im-
7474 munodeficiency Syndrome, also known as AIDS, in poli-
7575 tics and the health care industry, often facing military
7676 and police aggression for holding strategizing meetings in
7777 semipublic places, and whose valiant efforts helped com-
7878 bat the social and political stigma around AIDS;
7979 Whereas ballroom, an underground LGBTQIA+ artform that
8080 emerged out of burlesque shows in the late 1800s and
8181 gained mainstream prominence in cities such as New
8282 York and Chicago by the 1990s, provided a platform for
8383 teams to compete and enhanced recognition of the
8484 LGBTQIA+ community;
8585 Whereas bars and nightclubs that have historically held space
8686 for the LGBTQIA+ community have declined by 37 per-
8787 cent in the last decade, making up only 1.5 percent of
8888 the total share of bars and clubs in the United States,
8989 with only 32 lesbian bars and nightclubs in existence
9090 across the Nation;
9191 Whereas, according to a 2020 analysis of the National Crime
9292 Victimization Survey by the Williams Institute at UCLA
9393 Law School, sexual and gender minorities disproportion-
9494 ately face victimization, experiencing violent victimization
9595 at a rate of 71.1 per 1000 people compared with 19.2 per
9696 1000 people for those who are not sexual or gender mi-
9797 norities;
9898 Whereas the New York City Anti-Violence Project’s
9999 LGBTQIA+ 2022 Safe Spaces National Needs Assess-
100100 ment found that 62.1 percent of 380 LGBTQIA+ busi-
101101 nesses, groups, and organizations surveyed experienced at
102102 least 1 incident of hate violence in 2022 and 9 in 10 or-

106106 ganizations expressed a need for security measures they
107107 do not currently have;
108108 Whereas ensuring access to resources and investments for
109109 LGBTQIA+ businesses, groups, and organizations to
110110 continue supporting vulnerable populations is a critical
111111 need; and
112112 Whereas when protected spaces are infiltrated by violence and
113113 hatred, innocent people are the ones who pay the price,
114114 oftentimes with their lives, and the 2016 Pulse Nightclub
115115 shooting in Orlando took the lives of 49 individuals, and
116116 the 2022 Club Q shooting took the lives of 5 individuals,
117117 both of which gravely damaged the psyche and sense of
118118 security for the respective local communities and
119119 LGBTQIA+ organizations: Now, therefore, be it
120120 Resolved, That the House of Representatives— 1
121121 (1) recognizes the necessity and work of those 2
122122 who create LGBTQIA+ community spaces with the 3
123123 goals of equality; 4
124124 (2) commends those who foster community 5
125125 partnerships between marginalized groups and local 6
126126 resources; 7
127127 (3) acknowledges the historical importance of 8
128128 community-building spaces in the intersectional fight 9
129129 against homophobic, racist, misogynistic, and hateful 10
130130 oppression; 11
131131 (4) honors current and past organizations and 12
132132 individuals dedicated to providing marginalized 13

140140 and cultural significance of LGBTQIA+ community 5

142142 (6) encourages continued support by Congress 7
143143 for community organizations and individuals who 8
144144 continue to create community for marginalized 9
