Resolved, That at any time after adoption of this reso-1 lution the Speaker may, pursuant to clause 2(b) of rule 2 XVIII, declare the House resolved into the Committee of 3 the Whole House on the state of the Union for consider-4 ation of the bill (H.R. 471) to expedite under the National 5 Environmental Policy Act of 1969 and improve forest 6 management activities on National Forest System lands, 7 on public lands under the jurisdiction of the Bureau of 8 Land Management, and on Tribal lands to return resil-9 ience to overgrown, fire-prone forested lands, and for other 10 purposes. The first reading of the bill shall be dispensed 11 with. All points of order against consideration of the bill 12 are waived. General debate shall be confined to the bill 13 and shall not exceed one hour equally divided and con-14 trolled by the chair and ranking minority member of the 15 Committee on Natural Resources or their respective des-16 ignees. After general debate the bill shall be considered 17 for amendment under the five-minute rule. The bill shall 18 be considered as read. All points of order against provi-19 sions in the bill are waived. No amendment to the bill shall 20 be in order except those printed in the report of the Com-21 mittee on Rules accompanying this resolution.
