4-Resolved, That at any time after adoption of this resolu-
5-tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
6-declare the House resolved into the Committee of the Whole
7-House on the state of the Union for consideration of the bill
8-(H.R. 471) to expedite under the National Environmental
9-Policy Act of 1969 and improve forest management activities
10-on National Forest System lands, on public lands under the
11-jurisdiction of the Bureau of Land Management, and on
12-Tribal lands to return resilience to overgrown, fire-prone for-
13-ested lands, and for other purposes. The first reading of the
14-bill shall be dispensed with. All points of order against con-
15-sideration of the bill are waived. General debate shall be con-
16-fined to the bill and shall not exceed one hour equally divided
17-and controlled by the chair and ranking minority member of
18-the Committee on Natural Resources or their respective des-
19-ignees. After general debate the bill shall be considered for
20-amendment under the five-minute rule. The bill shall be con-
21-sidered as read. All points of order against provisions in the 2
22-•HRES 53 EH
23-bill are waived. No amendment to the bill shall be in order
24-except those printed in the report of the Committee on Rules
25-accompanying this resolution. Each such amendment may be
26-offered only in the order printed in the report, may be offered
27-only by a Member designated in the report, shall be consid-
28-ered as read, shall be debatable for the time specified in the
29-report equally divided and controlled by the proponent and an
30-opponent, shall not be subject to amendment, and shall not
31-be subject to a demand for division of the question in the
32-House or in the Committee of the Whole. All points of order
33-against such amendments are waived. At the conclusion of
34-consideration of the bill for amendment the Committee shall
35-rise and report the bill to the House with such amendments
36-as may have been adopted. The previous question shall be
37-considered as ordered on the bill and amendments thereto to
38-final passage without intervening motion except one motion
39-to recommit.
