1515 RESOLUTION
1616 Expressing the support of the House of Representatives for
1717 the naming of new or undedicated facilities of the De-
1818 partment of Veterans Affairs after women veterans and
1919 minority veterans in order to reflect the diversity of
2020 all who have served in the Armed Forces of the United
2121 States.
2222 Whereas, as of December 2024, out of over 1,700 health care
2323 facilities of the Department of Veterans of Affairs, 16
2424 are named for members of minority groups and four are
2525 named for women veterans;
2626 Whereas millions of women and members of minority groups
2727 have served in the Armed Forces of the United States
2828 since the founding of the Nation;

3232 Whereas, during the Revolutionary War, Margaret Corbin
3333 and Deborah Sampson were among the first women to
3434 serve in combat, and women served in other roles, includ-
3535 ing a woman who served as Agent 355 in George Wash-
3636 ington’s spy ring;
3737 Whereas, during the Civil War, hundreds of women disguised
3838 themselves as men to serve in the military, and others
3939 served as nurses, spies, and administrators;
4040 Whereas Harriet Tubman became the first American woman
4141 known to lead troops in combat;
4242 Whereas for her service during the Civil War, Dr. Mary
4343 Edwards Walker became the first and only woman to re-
4444 ceive the Medal of Honor;
4545 Whereas women have been formally part of the Armed Forces
4646 since the founding of the Army Nurse Corps in 1901 and
4747 the Navy Nurse Corps in 1908;
4848 Whereas many of the Nation’s heroes have been denied
4949 awards and recognition for their service due to systematic
5050 racial discrimination and anti-Semitism;
5151 Whereas Crispus Attucks was the first American to be killed
5252 in the Boston Massacre, which laid the foundation of
5353 American independence and freedom;
5454 Whereas Black servicemembers volunteered to participate and
5555 fight in every major war that America has engaged in,
5656 since the Revolutionary War, despite a legacy of slavery,
5757 segregated units, the Jim Crow era, discriminatory voting
5858 statutes, job restrictions, and the denial of benefits re-
5959 lated to their service;
6060 Whereas the first African-American pilots in the United
6161 States Air Force, often referred to as the Tuskegee Air-

6565 men, destroyed over 250 German aircraft and destroyed
6666 over 950 supply vehicles in World War II;
6767 Whereas, during World War II, Tuskegee Airmen were
6868 awarded 8 Purple Hearts, 15 Bronze Stars, 150 Distin-
6969 guished Flying Crosses, and nearly 750 other Air Medals;
7070 Whereas members of the LGBTQ community and their allies
7171 fought a campaign for the ability to serve their country
7272 openly and ultimately succeeded in lifting those restric-
7373 tions;
7474 Whereas the success of the movement for equal service for
7575 the LGBTQ community has suffered a setback by way of
7676 administrative action which currently restricts the ability
7777 of transgender people to serve openly;
7878 Whereas Harvey Milk, one of the first openly gay elected offi-
7979 cials in the United States, previously served in the
8080 United States Navy as a diving officer;
8181 Whereas American Indians and Alaska Natives serve in the
8282 highest per-capita proportion of any population to serve
8383 in the Armed Forces, including the Cherokee, Choctaw,
8484 and Assiniboine code talkers of World War I and Coman-
8585 che, Mohawk, Muscogee, and Navajo code talkers of
8686 World War II;
8787 Whereas 60 Latino servicemembers have received the Medal
8888 of Honor, including eight from Puerto Rico and seven
8989 who were born outside of the United States, among them
9090 Rodolfo P. Herna´ndez, a son of a farmworker family who
9191 earned the Medal of Honor for his actions and near-
9292 death injuries in Korea;
9393 Whereas Asian American, Native Hawaiian and Pacific Is-
9494 landers have served in the United States Armed Forces
9595 since the War of 1812, including Telesforo Trinidad, the

9999 only member of the Armed Forces to receive a Medal of
100100 Honor for actions in peacetime;
101101 Whereas women and members of minority groups have served
102102 in every military role, from infantry soldier to cyber war-
103103 fare engineer;
104104 Whereas the United States is proud of and appreciates the
105105 service of all women veterans and minority veterans who
106106 have demonstrated great courage and commitment to de-
107107 fending the principles upon which the United States was
108108 founded and which the United States continues to up-
109109 hold; and
110110 Whereas, by naming new or undedicated facilities of the De-
111111 partment of Veterans Affairs for women veterans and mi-
112112 nority veterans, the House of Representatives could—
113113 (1) highlight the historic and enduring presence of
114114 women and members of minority groups in the Armed
115115 Forces and the National Guard; and
116116 (2) pay respect to women veterans and minority vet-
117117 erans for their valiant service and sacrifice on behalf of
118118 the United States: Now, therefore, be it
119119 Resolved, That the House of Representatives supports 1
120120 the naming of new or undedicated facilities of the Depart-2
121121 ment of Veterans Affairs after women veterans and minor-3
122122 ity veterans in order to reflect the diversity of all who have 4
123123 served in the Armed Forces of the United States. 5
