13	13	olution; which was referred to the Committee on Energy and Commerce
14	14	RESOLUTION
15	15	Expressing support for the designation of January 30, 2025,
16	16	as CTE (chronic traumatic encephalopathy) and RHI
17	17	(repeated head impacts) Awareness Day.
18	18	Whereas chronic traumatic encephalopathy, or CTE, is a pro-
19	19	gressive degenerative brain disease which appears in per-
20	20	sons with a history of repeated head injury sustained
21	21	over a period of years;
22	22	Whereas, after decades of advancement in research related to
23	23	repeated head injuries, in October 2022, the National In-
24	24	stitutes of Health (NIH) formally acknowledged that
25	25	there is a causal link between repeated blows to the head
26	26	and CTE;
27	27	Whereas repetitive head impacts (RHI) have been shown to
28	28	cause damage to the white matter in developing brains;

32	32	Whereas researchers have found that in brains with CTE,
33	33	there is buildup of an abnormal protein, tau, in the brain
34	34	leading to brain atrophy;
35	35	Whereas tau buildup is also found in Alzheimer’s disease and
36	36	other forms of dementia, and people with CTE may show
37	37	signs of another neurodegenerative disease, including Alz-
38	38	heimer’s, amyotrophic lateral sclerosis (ALS), Lewy body
39	39	disease (LBD), and Parkinson’s disease;
40	40	Whereas the risk of developing CTE is greatest with athletes
41	41	and military veterans, who frequently endure repeated
42	42	subconcussive blows to the head from playing contact
43	43	sports or suffer traumatic injury from military training
44	44	or blasting, but it has also appeared in survivors of do-
45	45	mestic abuse and those with epilepsy;
46	46	Whereas symptoms associated with CTE and RHI, such as
47	47	memory loss, tremors, addiction, progressive dementia,
48	48	depression, suicidal thoughts, impaired judgment, and
49	49	paranoia, most often are present years or decades after
50	50	the brain trauma or hits stop, but have been found in a
51	51	patient as young as 17 years old;
52	52	Whereas, currently, CTE can only be definitively diagnosed
53	53	after death through postmortem neuropathological anal-
54	54	ysis;
55	55	Whereas advocacy organizations, health care providers, and
56	56	institutional researchers are dedicated to studying the
57	57	causes and symptoms of CTE in order to enable parents
58	58	and families to make informed decisions regarding the
59	59	best interests of their children in youth sports and to de-
60	60	velop an earlier diagnostic tool so patients may address
61	61	these symptoms as early as possible; and

65	65	Whereas the Patrick Risha CTE Awareness Foundation, the
66	66	Chandler Kimball Foundation, the Mac Parkman Foun-
67	67	dation, the Matthew Benedict’s One Last Goal founda-
68	68	tion, the Zac Easter’s CTE Hope foundation, and many
69	69	other organizations celebrate CTE and RHI Awareness
70	70	Day across the United States in order to reflect on those
71	71	lost to CTE and RHI, how to help those suffering with
72	72	the disease, and most importantly how to stop the dis-
73	73	ease: Now, therefore, be it
74	74	Resolved, That the House of Representatives— 1
75	75	(1) supports the designation of CTE and RHI 2
76	76	Awareness Day; 3
77	77	(2) recognizes the doctors and researchers who 4
78	78	advance the study of CTE (chronic traumatic 5
79	79	encephalopathy) and RHI (repeated head impacts), 6
80	80	and thanks those who participate in research studies 7
81	81	and brain donations; 8
82	82	(3) recognizes persons who may be suffering 9
83	83	from symptoms of CTE and RHI and their families 10
84	84	and caregivers; 11
85	85	(4) encourages the Centers for Disease Control 12
86	86	and Prevention (CDC) and the National Institutes 13
87	87	of Health (NIH) to publish information on CTE and 14
88	88	RHI, in concussion education materials, and educate 15
89	89	the public on the symptoms and potential contrib-16
90	90	uting factors; and 17
