1414 RESOLUTION
1515 Expressing support for the designation of January 30, 2025,
1616 as CTE (chronic traumatic encephalopathy) and RHI
1717 (repeated head impacts) Awareness Day.
1818 Whereas chronic traumatic encephalopathy, or CTE, is a pro-
1919 gressive degenerative brain disease which appears in per-
2020 sons with a history of repeated head injury sustained
2121 over a period of years;
2222 Whereas, after decades of advancement in research related to
2323 repeated head injuries, in October 2022, the National In-
2424 stitutes of Health (NIH) formally acknowledged that
2525 there is a causal link between repeated blows to the head
2626 and CTE;
2727 Whereas repetitive head impacts (RHI) have been shown to
2828 cause damage to the white matter in developing brains;

3232 Whereas researchers have found that in brains with CTE,
3333 there is buildup of an abnormal protein, tau, in the brain
3434 leading to brain atrophy;
3535 Whereas tau buildup is also found in Alzheimer’s disease and
3636 other forms of dementia, and people with CTE may show
3737 signs of another neurodegenerative disease, including Alz-
3838 heimer’s, amyotrophic lateral sclerosis (ALS), Lewy body
3939 disease (LBD), and Parkinson’s disease;
4040 Whereas the risk of developing CTE is greatest with athletes
4141 and military veterans, who frequently endure repeated
4242 subconcussive blows to the head from playing contact
4343 sports or suffer traumatic injury from military training
4444 or blasting, but it has also appeared in survivors of do-
4545 mestic abuse and those with epilepsy;
4646 Whereas symptoms associated with CTE and RHI, such as
4747 memory loss, tremors, addiction, progressive dementia,
4848 depression, suicidal thoughts, impaired judgment, and
4949 paranoia, most often are present years or decades after
5050 the brain trauma or hits stop, but have been found in a
5151 patient as young as 17 years old;
5252 Whereas, currently, CTE can only be definitively diagnosed
5353 after death through postmortem neuropathological anal-
5454 ysis;
5555 Whereas advocacy organizations, health care providers, and
5656 institutional researchers are dedicated to studying the
5757 causes and symptoms of CTE in order to enable parents
5858 and families to make informed decisions regarding the
5959 best interests of their children in youth sports and to de-
6060 velop an earlier diagnostic tool so patients may address
6161 these symptoms as early as possible; and

6565 Whereas the Patrick Risha CTE Awareness Foundation, the
6666 Chandler Kimball Foundation, the Mac Parkman Foun-
6767 dation, the Matthew Benedict’s One Last Goal founda-
6868 tion, the Zac Easter’s CTE Hope foundation, and many
6969 other organizations celebrate CTE and RHI Awareness
7070 Day across the United States in order to reflect on those
7171 lost to CTE and RHI, how to help those suffering with
7272 the disease, and most importantly how to stop the dis-
7373 ease: Now, therefore, be it
7474 Resolved, That the House of Representatives— 1
7575 (1) supports the designation of CTE and RHI 2
7676 Awareness Day; 3
7777 (2) recognizes the doctors and researchers who 4
7878 advance the study of CTE (chronic traumatic 5
7979 encephalopathy) and RHI (repeated head impacts), 6
8080 and thanks those who participate in research studies 7
8181 and brain donations; 8
8282 (3) recognizes persons who may be suffering 9
8383 from symptoms of CTE and RHI and their families 10
8484 and caregivers; 11
8585 (4) encourages the Centers for Disease Control 12
8686 and Prevention (CDC) and the National Institutes 13
8787 of Health (NIH) to publish information on CTE and 14
8888 RHI, in concussion education materials, and educate 15
8989 the public on the symptoms and potential contrib-16
9090 uting factors; and 17
