13	13	resolution; which was referred to the Committee on House Administration
14	14	RESOLUTION
15	15	Reaffirming the House of Representatives’s commitment to
16	16	ensuring secure elections throughout the United States
17	17	by recognizing that the presentation of valid photograph
18	18	identification is a fundamental component of secure elec-
19	19	tions.
20	20	Whereas elections allow United States citizens to empower
21	21	their fellow citizens to be their voice in the constitutional
22	22	republic;
23	23	Whereas the operation of free and fair elections is vital to
24	24	Americans’ trust in government;
25	25	Whereas countries that hold elections without very basic secu-
26	26	rity measures eventually lose the support of their people
27	27	and erode faith in elections and the rule of law;

31	31	Whereas absentee voting systems and voting by mail systems
32	32	that lack photograph verification are less secure than in-
33	33	person voting with photograph verification;
34	34	Whereas United States citizens are required by law to present
35	35	valid photograph identification to prove identity for a
36	36	wide array of other interactions with government, includ-
37	37	ing applications for taxpayer-funded food stamps, wel-
38	38	fare, Social Security, and Medicaid;
39	39	Whereas United States citizens are required by law to present
40	40	valid photograph identification to prove identity for a
41	41	wide array of interactions with private institutions, in-
42	42	cluding to open a bank account, rent or buy a house,
43	43	apply for a mortgage, buy, rent, or operate a motor vehi-
44	44	cle, board an airplane, get married, purchase firearms,
45	45	buy a cell phone, apply for fishing and hunting licenses,
46	46	pick up prescription medication, and many other func-
47	47	tions; and
48	48	Whereas United States citizens possess no greater commodity
49	49	than the franchise, and understand that protection of the
50	50	security of voting and elections is crucial for the mainte-
51	51	nance of the Republic and its way of life: Now, therefore,
52	52	be it
53	53	Resolved, That the House of Representatives— 1
54	54	(1) reaffirms and reiterates its commitment to 2
55	55	ensuring secure elections throughout the United 3
56	56	States; and 4
57	57	(2) recognizes that the presentation of valid 5
58	58	photograph identification is a fundamental compo-6
