1515 Reaffirming the House of Representatives’s commitment to
1616 ensuring secure elections throughout the United States
1717 by recognizing that the presentation of valid photograph
1818 identification is a fundamental component of secure elec-
1919 tions.
2020 Whereas elections allow United States citizens to empower
2121 their fellow citizens to be their voice in the constitutional
2222 republic;
2323 Whereas the operation of free and fair elections is vital to
2424 Americans’ trust in government;
2525 Whereas countries that hold elections without very basic secu-
2626 rity measures eventually lose the support of their people
2727 and erode faith in elections and the rule of law;

3131 Whereas absentee voting systems and voting by mail systems
3232 that lack photograph verification are less secure than in-
3333 person voting with photograph verification;
3434 Whereas United States citizens are required by law to present
3535 valid photograph identification to prove identity for a
3636 wide array of other interactions with government, includ-
3737 ing applications for taxpayer-funded food stamps, wel-
3838 fare, Social Security, and Medicaid;
3939 Whereas United States citizens are required by law to present
4040 valid photograph identification to prove identity for a
4141 wide array of interactions with private institutions, in-
4242 cluding to open a bank account, rent or buy a house,
4343 apply for a mortgage, buy, rent, or operate a motor vehi-
4444 cle, board an airplane, get married, purchase firearms,
4545 buy a cell phone, apply for fishing and hunting licenses,
4646 pick up prescription medication, and many other func-
4747 tions; and
4848 Whereas United States citizens possess no greater commodity
4949 than the franchise, and understand that protection of the
5050 security of voting and elections is crucial for the mainte-
5151 nance of the Republic and its way of life: Now, therefore,
5252 be it
5353 Resolved, That the House of Representatives— 1
5454 (1) reaffirms and reiterates its commitment to 2
5555 ensuring secure elections throughout the United 3
5656 States; and 4
5757 (2) recognizes that the presentation of valid 5
